Roger Droz (1238 West Spruce Street)
This memo is in regards to the possibility of obtaining water service to property owned by
Mr. Roger Droz. His intention is to divide his 4 acre parcel into 3 lots. His property is
outside the city limits but falls within the UGA. He presently has one dwelling on the
acreage which is currently served by a private well. His request is to obtain water service
for the 2 of the 3 lots. The 2" pvc water main in Spruce Street would be his closest source
for water service. Mr. Droz's property sets back 350' from Spruce Street.
If the city were to supply water service, the meters would be placed within the Spruce Street
right of way. Fees for each meter would be $640.00 installation and $1025.00 system user
fee, plus the 1 Y, times for outside billing rate. Installation of the service would be
conditional upon:

Approved County short plat
Owners signing a non protest LID for installing public facilities ( water,
sanitary sewer, storm drainage, and street improvements
Owners signing a pre annexation agreement.

This is the second request for water service within the Spruce Street area. Mike Quinn has
given approval for the first request (Kreider) subject to the LID and pre- annexation
agreements. I have drafted the later document, which is under review by Scott McLain and
Glenn Cutler, after which I will send to the City Attorney for final review.
I think that at this time he is only asking to be assured that he can get the service so he can
proceed with his short platting process.

Glenn,
We have received a 2"d request for water service off the Spruce Street 2" main. This one is for a
proposed 2 lot short plat on the south side ofthe street. The county is requiring city water be available
to both lots in order for him to complete the short plat requirements. A service line would need to be
extended 420' south of Spruce Street. I explained that the area in general experiences low water pressure.
See attached sketch showing approximate location of his property.

This memo is in follow up of the May 14 memo I sent to you regarding a request for water
servicc off the Spmce Street 2" main.
Mike Quinn authorized the I" request approval for this area on March 26, 2003 to Kathy &
Kerry Krieder. They have not connected to the city water main as yet.
The water crew tested the most western end of the Spmce Street 2" main in the area of a
blow off. Test results for this location indicated that the pressure is at 140psi. The fire
hydrant at the Fairmount Ave & Spmce Street previously tested at 110 psi. It appears that
there is sufficient pressure for the requested services.
Steve has indicated that the pressure will not be improved due to the relocation of the pump
station, but that with the high psi within the existing system there should not be a sufficient
impact.
The proposed location for the watcr service for Mr. Droz will require an extension of a 2"
pvc line to the south off Spruce Street. I have talked with Bill Beverford regarding what
would be required for this extension. The city would tap the existing 2" main, set a valve
and then have Mr. Droz hire a licenscd contractor to install the 2" pvc line with meter setters
at his property. The costs for line pressure testing, bacteria testing and main tap with
valve by the city will be at Mr. Droz expense. Upon activation of the new 2" water line
ownership to be transferred to the city.
There is an existing easement to his property. An extension of the easement would be
required in order to go the 420' as requested. This easement would be reflected on his
proposed short plat with the county.
The property is within 1000' of a city fire hydrant.

SUBJECT:
Droz Short Plat Application (LDV2007-00068) Spruce Street
Public Works and Utilities have the following comments regarding the above referenced short
plat:
I. With the passing of City Ordinance No. 3082 and the allowance for Urban Growth Area utility
service extensions Public Works & Utilities is able to allow connections to the City's sanitary
sewer and domestic water and any required sewer main extensions that may be needed.
Installation of the utilities are subject to approval by the Director of Public Works & Utilities.
Payment for each water meter and sanitary sewer connection is required, and the associated
system development fees for each utility.
2. Non-protest LID agreement and Pre-Annexation agreement are required.
3. Both agreements are to be recorded with Clallam County Auditors. Return of the above
referenced documents will be required prior to permit issuance or installation of utilities .
4. The monthly (outside) utility billing rate will be at 1.5 times the City's rate for residential
scrvlce.
A 30' wide road private easement serves the Droz short plat No. LDV2004-0007.
