Dennis Lee has completed the road and utility improvements for 1Sth Street east of "I", He is planning on only developing
a few lots each year. This past winter a young man went into the area with a vehicle and did some damage to the
properties and also damaged one of the water meter boxes, 1 have the poiice information and the case #, 1 will fax the
information up to you.
Repairs will need to be made to the water meter box.
Since the property will not be constructed on in the near future should be place a barricade across 15th Street to keep
unwanted traffic out until such time as construction resumes? Or will a barricade do any good? TF

In my travels today I passed by 15th & I Street and noticed that 15th Street has been paved. The last time I spoke to Dan from
Maristar was around the 24th of July, he was not sure when they were going to pave. He thought it would be later in the week or the
week after. I asked him to call when he was sure. Neither Doyle or I received any notice of paving. On the 27th of July, , did walk
the site, the road base was installed to finish grade, and compacted.

know that herbicide was put down? Who ended up doing the paving, Maristar? Maybe an invoice for the herbicide may
help us out.

"i5.i€A Builders has submitted a traffic control sketch for work proposed at 15th & "I" Street. They will be
installing a san. sewer line from the Manhole on the west side of "I" Street to the east marging of "I".
Theey will have signage and flaggers on both side of project. They think they have enough room on the
west side of the manhole to direct one lane traffic via flaggers while they are working at the manhole.
Then as work progresses easterly the area will expand. All work will be plated with asphalt repairs same
day or the day after. J am faxing the sketch up. If you have questions pass them on to me I will contact
Todd Norther at the office (452-1186 or by his cell at 461-3994) They have been issued a r/w permit, but
are waiting for my ok. Also they will contact the transit and dispatch about lane revisions.

After talking with Todd NarthernNision Builders, he said Dennis Lee would not be installing any new manufactured homes this year.
I told Bill Beverford what was happening and his response was that we will leave the water main to this site closed. There are no
services active on this line at this time, 50 when service is requested in the future we will need to flush the main at that time and
complete another Bac-T, before meters can be installed.

Water line pressure test was completed and approved today. For some reason the Bac-T done on 11/3/05. I am not sure what
should be done next, I would think the water dept. should give the line another flush and leave the valves open and line under
pressure. There are no active service lines on this main at this time and I do not know when Dennis Lee will be putting new homes
on this site. Could you let me know what is decided.

Thank you for your patience regarding development information for the
referenced lots. Hopefully Trenia has provided all'of the requested data on the
wetlands report, permitting, and surrounding properties.
In regards to the flooding issues in the area "Big Boy' pond is a natural
depression which collects runoff from the surrounding basin. During periods of
extensive rainfall intensity and/or duration the pond level can raise to elevations
which impact the lower areas around the pond. The Big Boy pond area has also
been utilized in the past to provide storm runoff flooding relief for Lincoln Park.
This flood relief for Lincoln Park is controlled by only allowing the opening of the
valving when the Big Boy pond can accept the added'flows without damage to
the existing developed properties. In addition, the School District in conjunction
with the City has installed a pumping facility in the easterly end of Big Boy pond
to assist in lowering the Big Boy pond level. Even with the above valve closures
and pumping the City cannot provide assurances that the Big Boy pond levels
can be maintained to prevent future flooding. Extreme storm events and
pumping failures could result in flooding. The installation of a gravity storm
overflow pipe easterly from the area would provide a more reliable method of
controlling the water levels in Big Boy pond.
Until a gravity drain or other solution is constructed which would control the pond
level, I am recommending that all building sites be filled to an elevation which
would be no lower than those to the North on 14th Street (Elev. 246 +/-). This
restriction would have. to remain in place for each lot until the pond level can be
controlled to a level which would not affect the buildings.

The construction of the gravity main is not currently funded in the City's storm
water capital improvements program. Funding options open to developers
include formation of an Local Improvement District (LID) or Developers
Reimbursement Agreement (DRA). Should you desire to pursue development

Dear Mr. Kenworthy;
As owner ofthe above mentioned property, 1 am seeking solutions on how tbese lots can be
developed and obtaining building permits for eacb lot witbout restrictions.
I received a letter on September 8,2003 from Brad Collins, and tbe key statement reads;
"However, tbe elevation oftbe properties, particularyly Lot 20 relative to bistorical Dood
elevations, may bave to be addressed by Public Works during any building permit review."
This needs to be defined, as ifl applied for a bnilding permit today. Eacb lot bas it's own
separate parcel number assigned, allowing one RS7 building site per lot. On two separate
occassions, since September 8, 2003 I bave met witb Tim Smitb and Brad CoDins. Tbe
meetings bave been belpful; but still bave not resulted in a solution.
In July 1995, I received a clearing and grading permit for tbese Lots. Prior to issuing tbe
permit tbe City required a study be conducted on a "Wetland." The City llroceedto bire a
firm to evaluate tbe property. This process took a year, since tbe Lady in charge bad to
return to the site again in February, since February bas been known to be tbe wettest time of
tbe year.. After February the report was given to the City and I was allowed to clear the
property. Tbe log market bad dropped in price, due to the long delay of tbe evaluation, and I
lost a considerable amount of money. During this time I was dealing witb Ron Jobnson and
Dave Sawyer. Tbey are no longer involved and I feel I am going tbrongb the same process to
arrive at a solution for the development ofthis property.
At this time, I have a wiDing Buyer to purcbase all five lots. He is beginning to get
discouraged to go tbrongb witb the sale due to tbe lack of concrete answers. He bas been told
by the City of Port Angels, tbat this area is an "impoundment area" for Lincoln Park excess
water if the City wants to use it. He was also told tbat if tbey (City) put in a gravity drain to
10th St. tbey could solve the probleJD.

I would like a copy of tbe Sbeldon Report, a copy of a letter tbat was sent to me, whicb
aUowed tbe issuance ofa Clearing & Grading Permit. A map and names oftbe surrounding
propery owners, and any and all information on wby tbe City purchased tbe property from
Jack Kemp. Also, all background information on my property and surrounding properties.
HopefuUy we can reacb a solution in a timely manner, so I can market this property and/or
develop it; witbout me or my prospective purchaser losing any more money.

After talking with Todd Northern-Vision Builders, he said Dennis Lee would not be installing any new manufactured homes this year.
I told Sill Beverford what was happening and his response was that we will leave the water main to this site closed. There are no
services active on this line at this time, so when service is requested in the future we will need to flush the main at that time and
complete another Bac-T, before meters can be installed.

Water line pressure test was completed and approved today. For some reason the Bac-T done on 11/3/05. I am not sure what
should be done next, I would think the water dept. should give the line another flush and leave the valves open and line under
pressure. There are no active service lines on this main at this time and I do not know when Dennis Lee will be putting new homes
on this site. Could you let me know what is decided.
