PLAN CHECK FEE. IF a plan check fee is due it must be submitted at the time the building permit application and construction plans are

EXPIRATION OF PLAN REVIEW If no permit is issued within 180 days of the date of application, the application will expire. The
Building Official can extend the time for action by the applicant up to 180 days upon written request by the applicant (see Section R105.3.2
of the International Building/Residential Code, 2003). No application can be extended more than once.

Gene Unger Engineer INC presents herein the results of a Geotechnical review of the
referenced property located on the north side of 4 street right -of -way and east of the
Cedar Street right -of -way in Port Angeles The site sits at the top of the historical
Tumwater Creek bluff that has Cedar Street traversing the bluff from 4 Street down to
2nd Street. The area along the base of the bluff is commercially developed The lot
varies from 30 to 50 feet above the Cedar Street and 80 feet above Tumwater Creek.
The lot is identified as lot 11 of Block 74 of the Townsite of Port Angeles The parcel
number is 06- 30 -00- 007445
I understand that your intent is to construct a two -story addition to your existing house
consistent with the underlying zoning While the topography of the bluff aopears to be
stable, the bluff is considered a Geologically Hazardous Area based on the slope and
soil co is
Purpose and scope of services
The purpose of the Geotechnical review is to provide information regarding the soil and
slope stability in order to develop the site in a manner that will not induce soil erosion or
endanger on -site or adjacent off -site properties, consistent with the requirements of
Chapter 15.20 of the Port Angeles Municipal Code (Environmentally Sensitive Areas
Protection) The scope of the review included a field inspection of the site and
determination of site and adjacent property slopes using a hand -held clinometer No
topographic mapping services have been provided
Research included a review of the Angeles Point Quadrangle of the USGS Topographic
Maps aerial photos on file at the Clallam County road Department (DNR 1971 through
1997), aerial topographic mapping completed by David Smith Associates Inc for the
City of Port Angeles (Mar 1995), and the soil Survey of Clallam County Area
Washington (USDA/SCS, February 1987)
Regional Geologic and Soil Conditions
The Soil Survey of Clallam Area the City of Port Angeles area and the surrounding
region are comprised of Elwha Clallam -Catla soil association These soils are typically

moderately well drained nearly level to very steep slopes on hills underlain by compact
glacial till When one looks at surrounding soils this site is on the north edge of a large
Elwha soil area that extends from the Dungeness River on the east to the Elwha River
on the west. It also extends from the foothills of the Olympic Mountains on the south to
the Strait of Juan de Fuca on the north
The.Elwha- Clallam -Catla soils are a result of weathered glacial till The Vashon stade
glaciation. deposited these soils It is made up of poorly sorted mixture of rock
fragments deposited by the ice sheet. There are finer portions that consist of clay silt,
and sand The coarser material is usually found imbedded into the moderately to highly
compact fine material
Site Observations
I visited the site on April 18 2005 and June 21 2005 observing the site slopes
vegetation, surface and immediate subsurface hydrology Cedar Street, and evaluation
of the in -situ soils
The existing lot has a single family one story house with small out building near the
alley The western portion of the lot and the right-of-way for Cedar Street slope down to
the west. Cedar Street appears to be stable and so does the slope between it and the
house There is a relatively flat area between the house and the top of the slope that is
also stable The vegetation does not exhibit any characteristics of movement during the
time the house has existed
The soils in the area are Clallam- Hoypus gravelly sandy loamy with Neilton very
gravelly loamy sand in the terrace escarpments formed in glacial outwash periods This
results in the Tumwater Creek valley beside this property These soils are moderately
well drained and only hold water in lenses of compacted glacial till
The upland area of the property has a ground cover of lawn and some shrubs The
slopes to the-west are covered with trees and thick brush that add to the stability of the
slope due to the root structure
No surface runoff channels were observed on the property The depression on the west
side of the lot, near the center along the west side of the house is historic and has no
evidence of movement since the house was built. This depressed area was included in
the lot cross section to clarify its potential impact. The slope to the west does not show
any signs of movement currently or historically There are trees growing on the slope
that are over 60 years old and show no signs of movement.
Conclusions
The existing house has not affected the stability of the slope to the west. The existing
house is 18 feet from the top of slope that creates an appropriate setback for this site

The proposed project shall be constructed in conformance with all requirements of the
City of Port Angeles including, but not limited to the International Building Code and
applicable clearing grading, drainage and erosion control requirements This includes
not routing any runoff drainage over the steep slope to the west on this lot.
The excavation for the proposed foundation components shall be carried to firm
substantial, unyielding subsoil, at a depth of not less than one foot below the existing
surface grade No disturbance of the existing ground shall occur closer than 15 feet to
the top of the bank to the west. A caution" tape barrier fence shall be installed at a line
12 feet from the top of the bank to warn workers of the presence of the bank.
Excavation work shall occur not earlier. than April 1, and shall be complete to the
permanent condition before October 15
Prior to any site development, a Clearing and Grading Permit shall be obtained from the
City of Port Angeles (unless a Building Permit is obtained in conjunction with any
proposed site disturbance) All drainage from new impervious surfaces on the site shall
be collected and discharged into an existing City storm drain system or other approved
conveyance
Use of this Report
The conclusions and recommendations contained in this report are based on lot
conditions as they existed at the time of my site visit. A visual inspection was made,
people were interviewed, analysis was done and conclusions were drawn from'this
information kl.f the conditions are defined further ;r aryrway or if changes to, the
structure occur different conclusions can be anticipated I should be advised of
changes so that I can review these conditions and reconsider further recommendations
