THIS CONTRACT is made this day of 1998, by and
between the City of Port Angeles, Washington, hereinafter called ity and Peninsula
International Relations Association, a non profit corporation, hereinafter called "PIRA
REPRESENTATIONS
1. The City wishes to maintain and expand upon the opportunities implicit in its
Sister City relationship with Mutsu City, Japan.
2. PIRA has been established by a group of local community leaders and citizens to
provide opportunities to strengthen cooperation and understanding between the people of the
Olympic Peninsula and other countries. PIRA has been approved by the Internal Revenue
Service as a Section 501(c)(3) organization for the purpose of soliciting tax deductible charitable
donations.
3. The City and PIRA would like to further their mutual goals and interests in
enhancing the Sister City relationship and in providing opportunities for the citizens of Port
Angeles to interact with citizens of other countries, in particular Mutsu City, Japan, by entering
into the following agreement.
AGREEMENTS
In consideration of the mutual covenants and agreements hereinafter set forth, to be made
and performed by the parties hereto, the parties covenant and agree as follows:
1. Performance by PIRA. PIRA agrees to perform the following services on behalf
of the City:
a. PIRA will coordinate travel arrangements for City representatives and
community members on exchange visits to Mutsu City and similar or related
destinations. As part of its duties in this regard, PIRA will interview and assist in
selecting participants, make travel arrangements, and accomplish other necessary
tasks related to such "good will ambassador trips including coordinating with
the host city representatives in Mutsu City and /or other destinations.
b. PIRA will provide delegation members with pre- travel orientation in
customs, protocol, etiquette, currency exchange, introductory foreign phrases, and
other such useful information.

c. PIRA will serve as a liaison with travelers' families, providing
information to them as necessary.
d. PIRA will assist travelers in paperwork requirements for travel, such as
passport verification and other travel applications as may be necessary.
e. PIRA will procure donations for appropriate City gifts and other similar
items that international protocol requires but that are legally prohibited from
being purchased with City funds.
f. PIRA will arrange for presentations to inform various community groups
about the delegations' experiences.
g. PIRA will conduct outreach and support activities for the purpose of
expanding travel, hosting, and other opportunities for the citizens of Port
Angeles.
h. PIRA will maintain communication with key contact persons in host
countries on a regular basis to assure the strength of the relationships and to
assure that PIRA is furthering the City's goals in promoting international
relations.
i. PIRA will meet with City representatives throughout the year, sharing
PIRA's plans, activities, and other pertinent information.
j. PIRA will provide periodic publicity and press releases concerning PIRA
activities, particularly as they relate to positive international relationships and
experiences of the citizens of Port Angeles.
k. PIRA will solicit private individual and corporate funding in addition to
pursuing appropriate grants and other public funding in order to enhance
programs and supplement funds.
1. PIRA will collect, account for, and handle all funds received and
expended in accordance with generally accepted accounting principles.
m. PIRA will provide recognition opportunities for citizens who volunteer
and make extraordinary contributions toward PIRA's work on behalf of the City.
2. Performance by City. The City agrees to perform the following duties and
responsibilities:
a. The City will allow PIRA to reserve City facilities in accordance with

normal procedures but without cost, provided that such use by PIRA is for the
purposes and services set forth in this Contract.
b. In recognition of the high value that many other countries place on
participation of dignitaries as a sign of respect and enhanced credibility of such
foreign exchange programs, the City will encourage the participation of City
officials and staff in international "goodwill" travel opportunities and PIRA's
local activities.
c. The City will provide reimbursement to PIRA for out -of- pocket expenses
incurred in providing the services set forth in Section 1 of this Contract, provided
that such payment shall be on a quarterly basis pursuant to itemized invoices, and
provided further that such reimbursement shall not exceed $2,000.
d. The City will support PIRA's efforts to obtain donations and grants and
will refrain from such solicitations for projects involving PIRA unless there is a
collaborative PIRA/City effort.
3. Duration of Contract. This Contract shall be in effect until December 31, 1998.
It may be terminated upon thirty (30) days written notice by either party to the other and may be
extended upon the mutual written agreement of the parties.
4. Recordkeenina and Renorting.
a. PIRA shall maintain accounts and records which accurately reflect the
revenues and costs for the operation of PIRA. These financial records and all
records relating to the performance of this Contract shall be available for City
inspection.
b. PIRA shall provide the City with quarterly reports fully describing what
work has been performed pursuant to this Contract and including a current
statement of revenues and costs. Said report shall be completed and made
available to the City along with each quarterly invoice.
5. Indenendent Contractor Status. The relationship created by this Contract is that
of independent contracting entities. PIRA and its officers and members are not employees of the
City.
6. Assienment. This Contract shall not be assigned by either the City or PIRA
without the prior written consent of the other.
7. Authority to Execute Contract. The signatories to this Contract hereby represent
that they have full legal authority to execute this Contract on behalf of their respective entities.

Activity Report for PIRA Jan. March 2001
January 6 through 10
Junior Ambassador delegation program from Mutsu
The first night PIRA provided transportation, hotel welcome baskets, and an
informal welcome party for the adults of the delegation. The following day
PIRA hosted the adults by sight seeing, shopping and visiting host families.
The following days PIRA was available when and where ever needed, this
included transporting the adults to different activities during the day and
evening. The visit ended with the traditional good -bye party.
January 24th PIRA board members met with Mike Quinn to discuss
information regarding the city /PIRA service contract.
The end of January PIRA held interviews with the students from Roosevelt
and Stevens Middle Schools to choose delegates for the May trip to Mutsu
Japan.
February 22,23 PIRA hosted a 12 person delegation from Mutsu. This was a
group of gentlemen involved in the Mutsu Basketball Association. We
arranged housing, hosted a dinner party for the delegation at the
Bushwacker restaurant, provided sight seeing of our city, arranged some
practice time with the Peninsula Pirates basketball team, and provided
transportation back to Seattle.
February 22nd PIRA met with representatives from the City, Central
Service(school) and the middle schools. We began making arrangements for
the May trip to Mutsu. PIRA is contacting the travel agent and gathering
the appropriate information. Several invitations are being sent out to
different agencies inviting them to join the group for the trip. Follow up
meetings will be held on March 8th and March 19th, 1:30p.m. at central
services. PIRA will take digital photos of the adults traveling to Mutsu and
biography information and e-mail this to Sarah Coleman in Mutsu.
Financial information report for 1st quarter:
Financial expenses for the January visit included hotel welcome baskets,
nightly food and entertainment for the adults in the visiting delegation,
transportation throughout the week and some small personal gifts.

During January PIRA incurred shipping costs for the student poster art
exchange. This first quarter also had communication expenses including
phone calls, faxes, postage, etc.
PIRA provided dinner at the Bushwacker for the members of the Mutsu
Basketball Association and transportation to Seattle for their return trip.
Several faxes and long distance phone calls have been made regarding the
May trip.

3. Duration of Contract. This Contract shall be in effect until December 31, 2001.
It may be terminated upon thirty (30) days written notice by either party to the other and may be
extended upon the mutual written agreement of the parties.
4. Recordkeepine and Renortine.
a. PIRA shall maintain accounts and records which accurately reflect the
revenues and costs for the operation of PIRA. These financial records and all
records relating to the performance of this Contract shall be available for City
inspection.
b. PIRA shall provide the City with quarterly reports fully describing what
work has been performed pursuant to this Contract and including a current
statement of revenues and costs. Said report shall be completed and made
available to the City along with each quarterly invoice.
5. Independent Contractor Status. The relationship created by this Contract is that
of independent contracting entities. PIRA and its officers and members are not employees of the
City.
6. Assiunment. This Contract shall not be assigned by either the City or PIRA
without the prior written consent of the other.
7. Authority to Execute Contract. The signatories to this Contract hereby represent
that they have full legal authority to execute this Contract on behalf of their respective entities.

What a fabulous summer we have had! The PIRA. /.MIR.A
Summer EngCish Institute was a great success. There were
11 students ands aduCts in this delegation. We had about
15 Port Angels students participate. Both groups of
students taught each other many different things about
their cultures. We had a bar -b -q at LincoCn Park with 48
people in attendance and the students had a chance to
experience making homemade ice cream, many of them
thought it was hard work turning the crank! We were
very fortunate to have had Lucy Pd and Marilyn
lviattie donate their teaching skit in the classroom. It
was a wonderfuC week full of many activities.
Mayor Sugiyama and his delegation arrived toward the
end of the week. Jfe presented PIRA with a beautiful doCC
to share with the community and three top of the Cine
digitaC cameras to Roosevelt and Stevens diddle SchooCs
and Port .Angeles Senior 3-figh School? One afternoon
while he was strolling along through the .Arts in .Action
street fair, he saw the booth explaining the Dream
PCaygrouncC He feCt very moved by this project and
donated1,000 dollars.
His delegation was very impressed by the Friendship
Bridge, especially aCCof the hours of volunteer work and
donations from the community. It was truCy a dream
come true for the members of PIRA. during the dedication
of the bridge. This most definiteCy was a community effort
and we are very gratefuCto aCCof the businesses, people
that donated their buiCding skiC& and materials and to the
many different departments from the city and county
that helped with transporting the bridge and the
dedication ceremony,
In early September PIRA hosted a group of three young
men from Japan. One, Xyoichi was a member of the first
Jr. Ambassador delegations to visit Stevens .Middle School,
he also returned as a member of the 7anabu High School
Delegation three years later. It was an honor the share
the Patriot Day assembly on September ii, held at PA HS,
with these young men. 'We aft be proud of the 3figh
School the wonderfuljob they did:
The ranabu Senior High School delegation will arrive in
Port Angeles on October 3rd The group wilt arrive at
City Hall at 3:oop.m. for a short welcome by our *Mayor
and City *Manager. They will experience many events
during the week including the 3fomecoming Football
game and meeting their second grade penpals from
Jefferson Schooll/Ve are looking forward to welcoming our
Japanese friends.

CONTRACT
THIS CONTRACT is made this /nta-- day of 2002, by and between the
City of Port Angeles, Washington, hereinafter called "City", and Peninsula International Relations
Association, a non -profit corporation, hereinafter called "PIRA
REPRESENTATIONS
1. The City wishes to maintain and expand upon the opportunities implicit in its Sister City
relationship with Mutsu City, Japan.
2. PIRA has been established by a group of local community leaders and citizens to provide
opportunities to strengthen cooperation and understanding between the people of the Olympic Peninsula and
other countries. PIRA has been approved by the Internal Revenue Service as a Section 501(c)(3) organization
for the purpose of soliciting tax deductible charitable donations.
3. The City and PIRA would like to further their mutual goals and interests in enhancing the
Sister City relationship and in providing opportunities for the citizens of Port Angeles to interact with citizens
of other countries, in particular Mutsu City, Japan, by entering into the following agreement.
AGREEMENTS
In consideration of the mutual covenants and agreements hereinafter set forth, to be made and
performed by the parties hereto, the parties covenant and agree as follows:
1. Performance by PIRA. PIRA agrees to perform the following services on behalf of the City:
a. PIRA will coordinate travel arrangements for City representatives and community
members on exchange visits to Mutsu City and similar or related destinations. As part of its
duties in this regard, PIRA will interview and assist in selecting participants, make travel
arrangements, and accomplish other necessary tasks related to such "good will ambassador
trips including coordinating with the host city representatives in Mutsu City and /or other
destinations.
b. PIRA will provide delegation members with pre travel orientation in customs,
protocol, etiquette, currency exchange, introductory foreign phrases, and other such useful
information.
c. PIRA will serve as a liaison with travelers' families, providing information
to them as necessary.
d. PIRA will assist travelers in paperwork requirements for travel, such as passport
verification and other travel applications as may be necessary.
e. PIRA will procure donations for appropriate City gifts and other similar items that
international protocol requires but that are legally prohibited from being purchased with City
funds.
f. PIRA will arrange for presentations to inform various community groups about the
delegations' experiences.
g. PIRA will conduct outreach and support activities for the purpose of expanding
travel, hosting, and other opportunities for the citizens of Port Angeles.
h. PIRA will maintain communication with key contact persons in host countries on
a regular basis to assure the strength of the relationships and to assure that PIRA is furthering
the City's goals in promoting international relations.
i. PIRA will meet with City representatives throughout the year, sharing PIRA's plans,
activities, and other pertinent information.
j. PIRA will provide periodic publicity and press releases concerning PIRA activities,
particularly as they relate to positive international relationships and experiences of the
citizens of Port Angeles.
k. PIRA will solicit private individual and corporate funding in addition to pursuing
appropriate grants and other public funding in order to enhance programs and supplement
funds.
1. PIRA will collect, account for, and handle all funds received and expended in
accordance with generally accepted accounting principles.
m. PIRA will provide recognition opportunities for citizens who volunteer and make
extraordinary contributions toward PIRA's work on behalf of the City.
2. Performance by City. The City agrees to perform the following duties and responsibilities:
a. The City will allow PIRA to reserve City facilities in accordance with normal
procedures but without cost, provided that such use by PIRA is for the purposes and services
set forth in this Contract.
b. In recognition of the high value that many other countries place on participation of
dignitaries as a sign of respect and enhanced credibility of such foreign exchange programs,
the City will encourage the participation of City officials and staff in international
"goodwill" travel opportunities and PIRA's local activities.
c. The City will provide reimbursement to PIRA for expenses incurred in providing
the services set forth in Section 1 of this Contract, provided that such payment shall be on
a quarterly basis, and provided further that such reimbursement shall not exceed the amount
appropriated for this purpose by the City Council in the City's annual budget.
d. The City will support PIRA's efforts to obtain donations and grants and will refrain
from such solicitations for projects involving PIRA unless there is a collaborative PIRA/City
effort.

automatically renewed annually, provided that the City Council appropriates funding for this purpose in the
City's annual budget. It may be terminated upon thirty (30) days written notice by either party to the other.
