Re: Traffic Signals, Temporary
Maintenance Agreement
SR 101
I am writing in regard to the transfer of traffic signal
responsibility in accordance with the Population Threshold
Study approved during the last legislative session. That
transfer is effective July 25, 1993.
As a result of ongoing budget discussion within the
Department of Transportation, time has not been available to
review this transfer and establish a procedure to accomplish
the transfer of responsibilities. During the preliminary
meeting with Don Anders, District 3 Signal Superintendent,
you expressed interest in a traffic signal maintenance
agreement between the City and the State.
That agreement is being prepared but will not be available
for signature before the effective transfer date. This
letter, with the cities concurrence, is intended to serve as
a temporary agreement.
Whereas, the 1993 Washington State Legislature directed the
WASHINGTON STATE DEPARTMENT OF TRANSPORTATION to assume
ownership and maintenance responsibilities including traffic
signals on SR 101 within the corporate limits of Port
Angeles, and
Whereas, it is necessary to ensure traffic signal operation
is maintained for the safety of the traveling public.
The following temporary agreement is intended to ensure
traffic signals are properly maintained until adoption of the
final agreement between the STATE and CITY.
Mr. Gary Kenworthy
July 21, 1993

Therefore, it is mutual agreed between the City of Port
Angeles and the State of Washington, Department of
Transportation that:
The City of Port Angeles will maintain said traffic
signals on SR 101 within the corporate limits in the
manner consistent with current City policy,
The City of Port Angeles will maintain a log of call outs
and of repair for said traffic signals and provide that
information to the State, and
The State agrees to reimburse the City of Port Angeles
for all actual expenses necessary to maintain the traffic
signals on SR 101 within the corporate limits commencing
at 12:01 a.m., Sunday, July 25, 1993.
Indicate your concurrence of this interim agreement by
signing below on the two original letters. Keep one copy for
your file and return the second copy to me. Billings along
with material invoices should be submitted to Don Anders,
Signal Superintendent, PO Box 47440, Olympia, WA 98504 -7440.
Please contact Don Anders at (206) 357 -2616, if you have any
questions and to report maintenance problems during the
period this interim agreement is in force.
