Dear Mayor Sargent:
Thank you for choosing Waldron and Company to assist you during portions of your
recruitment. This letter will serve as an agreement of services, as well as fees and other cost
estimates, to be performed by Waldron and Company for the City of Port Angeles.
WORK TO BE PERFORMED
Phase I: Evaluating the City of Port Angeles' situation and needs
A. Conduct interviews with the Mayor and Council Members.
B. Prepare a comprehensive position specification which includes:
1. A general description of the City of Port Angeles and the scope of the organization,
with a great deal of emphasis on the positive qualities of the location and the
position.
2. The basic functions, authority and responsibilities of the position.
3. Initial and long -term City priority issues.
4. An organizational chart.
5. All qualification requirements including education, experience and personal
characteristics.
6. The starting salary range, benefits and relocation provisions.
Cost of this phase: $2,000.

Phase II: Preliminary Screening Phase
Following the recruitment phase, resumes are screened down to 25 semi finalists based on the
following:
A. Similar experience based on priorities and issues established by Council.
B. Similar growth and economic circumstances of previous cities.
C. Career pattern and growth.
D. Education.
E. Career achievements and reputation.
Cost of this phase: $2,000.
Phases I and II should be complete within a 45 60 day range.
Phase III: Consensus Phase (optional) 11/
It is our practice to schedule a work session with the Council at the end of the recruitment
phase. At this time we bring a preliminary pool of qualified candidates for your review. Using
the application, questionnaire and the resume, semi- finalists for the position are identified.
This work session typically takes two to three hours and serves several purposes:
A. Council members have a quality control check to measure the results of the recruitment.
B. Council members gain initial familiarity with the finalists
C. Council members can control the expense involved in the travel /interview phase of the
search.
Cost of this phase: $1,000.
Confidentiality
All information pertaining to candidates for the position will be held in confidence as allowed
by law.

EXPENSES: Costs incurred for conducting the search are at the expense of the City of Port
Angeles. Waldron and Company will pre- approve all expenditures with you and maintain
accurate records at all times.
Expense items are as follows:
A. Long- distance telephone expenses.
B. Travel and related costs for the consultants assigned to the project.
C. Printing of documents and materials ($.30 /copy).
D. Travel and related expenses for candidates during the interview process.
