CONTRACT FOR PROFESSIONAL SERVICES AGREEMENT
This Agreement is made and entered into between Clallam County and City of Port
Angeles Police Department, 321 East Fifth, Port Angeles, Washington 98362.
WITNESSETH
WHEREAS, Clallam County Human Services is in need of a D.A.R.E. program for fifth
grade students in the Port Angeles School District,
WHEREAS, at the present time, Clallam County Human Services is unable to provide
these services from a full time member of its staff, and,
WHEREAS, City of Port Angeles Police Department, referred to as the Contractor, is
prepared and willing to assume the responsibilities as set forth in this AGREEMENT,
IT IS AGREED BETWEEN BOTH PARTIES AS NAMED HEREIN AS FOLLOWS:
1. The Contractor shall perform the following specific duties:
See Attachment, Exhibit "A"
2. For said services rendered under this Agreement, Human Services
shall pay to the Contractor herein named $2,147 to implement a D.A.R.E.
program for fifth grade students in the Port Angeles School District.
3. Payment shall be made upon presentation to the Department of a
bill for services provided by the Contractor, along with appropriate
documentation.
4. The Contractor, in the performance of services under this Agreement, shall
be an independent contractor and shall not be considered an employee of
Human Services.
5. As an Independent Contractor, it is understood that Human Services is not
responsible for payroll deductions such as income tax, social security,
etc., and the Contractor must make arrangements for the payment of such
taxes or deductions as they may apply.

6. This agreement shall continue and be binding upon both parties between
July 1, 1990 and June 1, 1991 unless terminated by giving two weeks written
notice by either party.
7. This Agreement may be amended by written consent of both parties and all
amendments shall be attached to this Agreement and made a part thereof.
8. Upon a breach of any of the terms of this contract, notice may be given by
the non breaching party to the other. If the condition or event causing a
breach is not cured within thirty (30) days of the date of the written
notice of the breach, then this Agreement shall be null and void and all
rights hereunder terminated.
9. The Contractor shall indemnify and hold the County Harmless against any and
all claims, demands, actions, fines, liabilities, suits, costs, and
reasonable expenses of any kind or nature or by anyone whomsoever, due to,
or arising from, any negligent acts or omissions of the Contractor.
10. Contractor's services are deemed personal and shall not be delegated
without prior written approval of the County.

STATEMENT OF WORK
EXHIBIT A
1. Funds must be used for purchase of curriculum materials to be used in teaching
DARE to 5th and 6th grade students. Funds may be used to purchase any of the
following:
T- shirts, hats, DARE notebooks and other printed materials,
balloons, bookmarks, pencils, rulers, and wristbands.
2. Each dollar billed for under this contract must have an equal hard dollar
match from funds raised in the community.
3. It is expected that provision of these funds will make it possible to bring the
DARE Program to 250 students in Port Angeles, and, with required match, will
result in 500 students being reached by DARE.
4. Bills for specific, allowable expenses as detailed in #1 may be submitted to
the Clallam County Human Services Department for reimbursement. All bills must
list equal hard dollar match and the source of that match.
5. DARE officers will be expected to meet with the Clallam County Alcohol /Drug
Board periodically to update members on DARE activities.

ISSUE: Should the Council authorize the Police Chief to sign the
attached contract with Clallam County Human Services for the
D.A.R.E. program?
BACKGROUND /ANALYSIS: Clallam County Human Services has some limited
funds available to support our D.A.R.E. program. These funds would
be available on a equal hard dollar match from funds raised in the
community. This money would then be used for the purchase of
curriculum materials for teaching D.A.R.E. and would amount to
$2,147.00.
RECOMMENDATION: The Police Department recommends the Council
authorize the Police Chief to sign the contract.

early intervention funds to the Port Angeles Police Department for a D.A.R.E.
program for fifth and sixth grade students in the Port Angeles School District.
