I have visited your site during construction at least three times to date to
observe the construction of the concrete foundation, retaining wall, foundation
drain, down spout drains, infiltration trenches and oil water separator. installations
I have also been able to inspect the backfill of the foundation retaining wall along
with the reaction of all this to the, significant rain that happened this weekend
I am able to report to you that the drainage system is in place and operational
as per design The one variation from the design is in orientation of the east
infiltration system It was installed in a northwest by southeast orientation
whereas. it was designed to be installed at ninety degrees from this The soils
encountered during installation, were such that this change is not detrimental to
the function of the system This. change was brought about to save a tree in the
northeast corner of the lot an to void a utility guy wire
Remaining items to complete the system include the connection of the oil
water separator catch basin to the west infiltration system Another item is to
connect the down spouts from the roof to the installed down spout drains already
installed in the backfill of the foundation
I have taken photographs and so has the contractor which I have copies of
These can be made available to the City of Port Angeles upon request.
With this letter I am certifying that the Drainage and Infiltration system is
installed to function- as- designed When the roof gutters are in place the final
connections can be made to complete the system The paving of the garage
apron will be sloped to move most of the surface'runoff to the oil water separator
The construction of this garage is now taking place in October so care must
be taken to control material movement. Following is a paragraph from the
Drainage Plan for this project.
"The soil structure :at this site lends to construction .during the summer when
rainfall is less frequent. If this is done, then a: straw bale barrier to the south
(downhill) from the construction site is not needed If. however, the sloped
around is disturbed from October through May. the north side of the work
area needs -to be bounded by a. straw bale barrier or a.silt fence. This must
stay until the affected around is stabilised with veaetation. gravel and /or the
driveway is. paved."
This past weekend tested the water capacity of the disturbed soil at the site
It is obvious that the soil did not move or start flowing from the rain event of
Saturday Thus the onsite soils are more stable than expected in the Drainage
Plan. It is, important to work on the west portion of the' site to clean up
that side and stabilize it so that material is not carried to the west. If This cannot
be done. over the next few days, the straw bale barrier or silt fence needs to be
installed The east boundary needs to be graded to a stable slope and all
disturbed ground that will not be paved needs' to be stabilized and seeded or the
straw bale barrier or silt fence needs to be installed
The conclusions and recommendations contained.in this report are based on
lot conditions, as they existed at the time of my site visit. A visual inspection was
made documents were researched, analysis was done, and conclusions were
drawn from this 'information If the conditions are def further in any way or if
changes to the structure occur, different conclusions can be anticipated I should
be advised of changes so that I can review conditions and reconsider
further recommendations

area and a single family home is located on the southern portion of the site, with a steep slope
to the north side of the existing residence The slope is the result of the topographic change
resulting from the transition from the lower area of back shore extending to the Port Angeles
Harbor and the upper plateau above the marine bluff
The project description states that the building will include a retaining wall for the bank and
will also function as the rear wall for the lower floor of the structure The building plan,
including the retaining wall was created by Gene Unger, P E.
A geotechnical report, also authored by Gene Unger, P E., was submitted as part of the
application materials. The report indicated that the slope is comprised of stable materials and
that the proposed garage /accessory residential unit will be adequate to support the pressure of
the slope while not causing the destabilization of the steep slope
Storm water will be directed from the site to the 2/3 alley, which will then drain to 2 Street
and into the City's stormwater collection system at the bottom of the hill where 2 Street
meets Valley Street.

Some vegetation including mature non native ornamental trees will be removed to provide
required parking for the accessory residential unit.

1 An application for review under Chapter 15.20 PAMC (Environmentally Sensitive
Areas) was received on June 23, 2009, from Matt and Cheryl Duchow for the
construction of a garage and accessory residential unit located on a site with a steep
slope
2 The subject property consists of one parcel, located at 311 W 3rd Street. The
proposed structure will be located on the northern portion of the site.
3 The subject site is zoned RHD, Residential High Density The RHD zone allows 2
units per 7,000 square feet of area.
4 A geotechmcal report, authored by Gene Unger, P E was submitted as part of the
application materials in support of the project.
5 Portions of the subject property meets the definitions of an environmentally sensitive
area as defined by PAMC 15.20 (Environmentally Sensitive Areas Ordinance) The
purpose of the Chapter is to protect environmentally sensitive areas in accordance
with the Growth Management Act. The intent of the Chapter is to use a function and
values approach and establish minimum standards for properties containing
environmentally sensitive features in order to protect the public health, safety and
welfare which includes a) avoiding disturbance of these areas, b) mitigating such
impacts, c) protecting the public from personal injury, loss of life or property damage
due to erosion and landslides, etc and d) protecting against publicly financed
expenditures from misuse of environmentally sensitive areas
6 All development proposals in environmentally sensitive areas shall comply with the
requirements and provisions of Chapter 15.20 PAMC The responsibility for
administration and enforcement of the provisions of the Chapter shall rest with the
Community Development Director or his designee
7 The application included an environmental checklist as required under RCW 43.21C
and PAMC 15 04 A Determination of Nonsignificance #1224) was issued on July
20, 2009, by the City's SEPA Responsible Official in compliance with RCW 43.21C
and WAC 197 -11
8 A building permit has been submitted for the work.
Conclusions.
1 As designed, the proposal is consistent with the requirements for development
adjacent to an environmentally sensitive area as defined in PAMC 15 20 070(C).
