or that they are, in the Department's opinion, readily collectible without recourse to the state's lien on
the retained percentage.
This certificate is issued pursuant to the provisions of Chapter 60.28 Revised Code of Washington
for the sole purpose of informing the state, county or municipal officer charged with the duty of
disbursing or authorizing the payment of public funds to said contractor that the Department of
Revenue hereby releases the state's lien on the retained percentage provided by this Chapter for ex-
cise taxes due from said contractor.
This certificate does not release said contractor from liability for additional tax which may be later
determined to be due with respect to the above mentioned contract or other activities.

Spooner Mechanical is currently working as a subcontractor on two
active contracts under my administration. The first is nearing com-
pletion after two years of intense effort requiring exceptionally close
coordination and cooperation with the prime, other subcontractors and the
Government to accomplish sophisticated work in an operating powerhouse.
Their active pursuit of all phases of work was performed in a safe manner
and resulted in interim completions prior to scheduled need with very
satisfactory products. The second contract has recently begun and is on
schedule due to the expedited efforts of the contractor to facilitate
shop drawing approval actions and installations for underground fuel,
water and sewage systems.
Based on current performance, I recommend Spooner Mechanical as a
highly competent and efficient contractor who is capable of working
independently or cooperatively in accomplishing a quality product in a
timely manner.

I have personally known Mr. Keith Spooner since 1965 and consider
him to be a knowledgeable and competent Mechanical Engineer.
My relationships with Mr. Spooner have centered around his work as
a contractor's representative and later as a principal in a mechanical
contracting firm doing work on hydro electric power stations.
His latest work on hydro turbine installation,with which I am
familiar, was here at Chief Joseph Dam where he directed the assembly,
installation and putting into service of eleven (11) 136,000 horsepower
Francis -type turbines and appurtenant governing equipment. This work
was accomplished in a most satisfactory manner.
Mr. Spooner, with his own firm, is presently a subcontractor fab-
ricating and installing a complete fire supression system in our twenty
seven (27) unit operating powerhouse. This work is of high quality and
being accomplished on time.

Spooner Mechanical Contractors, Inc. was contracted by the US Army Corps
of Engineers, during the period November 1983 through March 1984, to modify six
turbine oil sumps, three at Lower Granite Lock Dam and three at Little Goose
Lock Dam.
Modifications of the oil sumps involved removal of turbine guide bearings,
turbine guide bearing housings, packing boxes, and the oil sump section. Oil
sumps were modified and reinforced while maintaining concentricity and mini-
mizing warpage and distortion. Fabricating, welding, and machining processes
were utilized. The contractor was also required to maintain proper unit align-
ment while performing this work.
Generating units at both Lower Granite and Little Goose Dams are rated at
135 MW. Units operate at 90 RPM with kaplan variable pitch turbines at approxi-
mately 100 foot head. Turbines are rated at 212,400 horsepower.
I am pleased to report that all contract work was completed within the time
limits set by the specifications. Craftsmen and supervisory personnel employeed
by Spooner Mechanical were well qualified to perform the assigned work.
Workmanship for the sump modification was satisfactory and all 6 units are
running properly as of this date.
Spooner Mechanical personnel worked well with Corps representatives. Mutual
problems were resolved quickly and locally. As a result, the contract was
completed successfully without the need for a single change order.
It is my opinion that Spooner Mechanical Contractors, Inc. has the capabi-
lity to perform turbine related repair work and to do it well, assuming the
craftsmen hired are of similar caliber to those used at our Project. I am per-
sonally aware of turbine /generator assembly work accomplished by several of the
craftsmen during Grand Coulee third powerplant construction at Grand Coulee Dam
and can vouch for their experience.
Please consider this letter to be a recommendation for Spooner Mechanical
Contractors, Inc. on the basis of demonstrated performance.

Spooner Mechanical is currently working as a subcontractor on two
active contracts under my administration. The first is nearing com-
pletion after two years of intense effort requiring exceptionally close
coordination and cooperation with the prime, other subcontractors and the
Government to accomplish sophisticated work in an operating powerhouse.
Their active pursuit of all phases of work was performed in a safe manner
and resulted in interim completions prior to scheduled need with very
satisfactory products. The second contract has recently begun and is on
schedule due to the expedited efforts of the contractor to facilitate
shop drawing approval actions and installations for underground fuel,
water and sewage systems.
Based on current performance, I recommend Spooner Mechanical as a
highly competent and efficient contractor who is capable of working
independently or cooperatively in accomplishing a quality product in a
timely manner.

I have personally known Mr. Keith Spooner since 1965 and consider
him to be a knowledgeable and competent Mechanical Engineer.
My relationships with Mr. Spooner have centered around his work as
a contractor's representative and later as a principal in a mechanical
contracting firm doing work on hydro electric power stations.
His latest work on hydro- turbine installation,with which I am
familiar, was here at Chief Joseph Dam where he directed the assembly,
installation and putting into service of eleven (11) 136,000 horsepower
Francis -type turbines and appurtenant governing equipment. This work
was accomplished in a most satisfactory manner.
Mr. Spooner, with his own firm, is presently a subcontractor fab-
ricating and installing a complete fire supression system in our twenty
seven (27) unit operating powerhouse. This work is of high quality and
being accomplished on time.

Spooner Mechanical Contractors, Inc. was contracted by the US Army Corps
of Engineers, during the period November 1983 through March 1984, to modify six
turbine oil sumps, three at Lower Granite Lock Dam and three at Little Goose
Lock Dam.
Modifications of the oil sumps involved removal of turbine guide bearings,
turbine guide bearing housings, packing boxes, and the oil sump section. Oil
sumps were modified and reinforced while maintaining concentricity and mini-
mizing warpage and distortion. Fabricating, welding, and machining processes
were utilized. The contractor was also required to maintain proper unit align-
ment while performing this work.
Generating units at both Lower Granite and Little Goose Dams are rated at
135 MW. Units operate at 90 RPM with kaplan variable pitch turbines at approxi-
mately 100 foot head. Turbines are rated at 212,400 horsepower.
I am pleased to report that all contract work was completed within the time
limits set by the specifications. Craftsmen and supervisory personnel employeed
by Spooner Mechanical were well qualified to perform the assigned work.
Workmanship for the sump modification was satisfactory and all 6 units are
running properly as of this date.
Spooner Mechanical personnel worked well with Corps representatives. Mutual
problems were resolved quickly and locally. As a result, the contract was
completed successfully without the need for a single change order.
It is my opinion that Spooner Mechanical Contractors, Inc. has the capabi-
lity to perform turbine related repair work and to do it well, assuming the
craftsmen hired are of similar caliber to those used at our Project. I am per-
sonally aware of turbine /generator assembly work accomplished by several of the
craftsmen during Grand Coulee third powerplant construction at Grand Coulee Dam
and can vouch for their experience.
Please consider this letter to be a recommendation for Spooner Mechanical
Contractors, Inc. on the basis of demonstrated performance.
