concrete block- gravity retaining wall.: The'retaining wall is a vanable height wall, varying in.height
froth-2 feet to '8 feet. The,6 foot and.3 foot portion of the wall does n& meet the 1.5.safety factor
required by code for overturning and lateral sliding: In..addition,,no footingdr'ainage has been
provided.

The design solution decided upon,to increase the 'safety factor and rnmimize the risk of saturated soil
surcharge is' to install a secondrow a blocks directly •behind the existing wall,:along the 6 and 8 foot
sections •at the base. One, 2 foot wide by 2 foot high by6 foot'long, block high is�;required-along the 6
foot section, and two blocks: high arelrequired along :the 8, foot section. A footing drain will be
installedbehind-the' second row•and drain: out to the northeast.

Dear Paul.
This letter is in response to your recent inquiry on the required improvements for the
proposed project of West 14th Street.
During our conversation you indicated that you proposed to construct the project in three
phases, building the western portion of the project as the first phase. You also asked what
the requirements would be for off site improvements if only one single four -plex umt were
to be constructed. Presently there are two existing single family homes fronting on 14th
Street. With the construction of one single four -plex umt, the number of dwelling units
would exceed the conditions set forth in PANIC 16.08 and PAMC14 01 115.A. The off -site
improvements would be required regardless of the number of 4 plex- units constructed.
The minimum street improvements for 14th Street are subject to the new suburban standard
design, which allows for a 20' (foot). wide asphalt paved street with shoulders and ditches on
both sides of the roadway and a 4 (foot) wide walking path. The same would apply to
either access roads, whether you choose to extend 14th Street to "0" Street or south on
Butler Street to 16th Street. The low impact suburban standards were established to reduce
surface runoff, provide storm water treatment, and reduce storm water facilities in addition to
reducing the cost of development.
During our conservation you indicated that you would like to construct 14th Street to a 34'
(foot) wide street, with curb gutter and sidewalk abutting the frontage of your project site,
and continue paving with curb and gutter south along the western portion of Butler Street to
16th Street. The City is not opposed to the additional roadway width improvements but those
improvements would be subject to installation of a storm drainage system and the
improvements

for Butler Street would also require constructing a half street (17') feet, plus an additional
10' (feet). Whatever street standards you choose they must be consistent back to the nearest
fully improved street.
Off site drainage construction and on -site drainage courses being graded will be carefully
reviewed to protect the neighboring properties. On site drainage will require a detention
system. A 20' (foot) wide storm drainage easement through your property will be required
upon plat completion.
Extension of an 8" (inch) water main on 14 Street (from Milwaukee Dnve to the eastern
portion of the proposed development) and installation of a fire hydrant at the entrance of the
proposed project would be required.
There is an existing sanitary sewer main on 14 Street. Accessing the sanitary sewer on
Milwaukee Dnve crossing the property to the north will require a recorded easement.
Pnor to any construction a clearing and grading permit will be required, along with a set of
plans for maintenance of road drainage systems, storm water drainage, and erosion control
measures. Construction within environmentally sensitive area shall be in compliance with
Chapter 15.20 PAMC
You indicated that you would have one large water meter servicing the proposed project. The
Public Works Utility fees are for each unit (within the 4 -Plex building) and will be subject
to the same fees as a single family residence, which would include connection and system
development charges plus any DRA or LID fees. In this case the Milwaukee Sewer
connection would apply I would suggest you have a landscape in meter with a back
flow device separate from the domestic meter
