DETERMINATION The use of a 14' x 60' office trailer as a "job shack" is hereby approved
for a period of 6 months (November 16, 2011) per Section 17 95 060 of the Port Angeles
Municipal Code tolbe used in the redevelopment activities expected at 1507 Marine Drive by the
Lower Elwha Klallam Tribe as described in the permit application received on May 3, 2011 A
short term fob shack is proposed to be used as a base for ongoing security and oversight of the
site, and may be used for project management and meeting space as needed during oversight and
site development ativities. A Sanikan may be used in lieu of a permanent connection to the
City's sewer system for a 6 month period of time It is understood that Tribal personnel will
endeavor to obtain an easement from adjacent property owners (Port or State) to enable a
permanent sanitary connection, at which time the manufactured unit may be used on a more
permanent basis Water is available on site, and power will be connected per the City's
Electrical Division requirements. No conflict with surrounding uses is anticipated given the site
location and development in the area.
The City's Industrial Heavy zone (17 34 PAMC) is intended to be the area where heavy industry
can develop causing the least impact on other land uses. This zone provides the basic urban land
use pattern for heavy industrial uses with direct access to major transportation facilities. Office
uses ancillary to permitted industrial uses are permitted. Use of the manufactured unit is
permitted on a temporary basis because the unit cannot be established permanently without the
provision of permanent sanitary facilities. Sites are not permitted permanent occupancy

REQUEST Temporary use of manufactured office trailer in the Industrial Heavy zone
without the provision of sanitary facilities. A building permit is required to ensure the unit is
situated per Code requirements for the temporary use If and when permanent sanitary facilities
are established to the temporary unit, and connected appropriately, the unit may be considered
for more permanent use
17.95.060 PAMC Temnorary Buildmas reads.
A. The
Development may authorize permits for occupancy of temporary buildings, including mobile
homes, used in conjunction with construction or reconstruction projects, or buildings used as real
estate tract offices; for a period not to exceed one (1) year Such temporary buildings may be
located in any zone, provided, however, sufficient setbacks are maintained to protect the public
health, safety, and welfare Buildings intended for a longer period of use shall conform in every
respect to all provisions of these Regulations but will be considered at a public hearing before the
Planning Commision. Requests for extensions of previously approved temporary use permits
with specified time periods of authorization shall also be considered by the Planning
Commission at a public hearing and may be granted for a period of one to five years, provided
that the following minimum criteria are met.
1 The use complies with the permit conditions.
2 There have been no significant adverse changes in circumstances.
B Appeals
1 Any person aggrieved by the decision of the Planning Commission or
Planning Manager may appeal the decision to the City Council.
2 Appeals shall be submitted to the Department of Community and
Economic Development in writing within fifteen (15) days following the date of the decision and
shall pay and shall remit the fee set by resolution for such action.
3 The City Council shall conduct a public hearing on the appeal with notice being given as
set forth in §17 96.140 The Council's decision shall be final unless appealed to Clallam County
Superior Court in accordance with §17 96 150

City Of Port Angeles Temporary Use Permit Application
Lower Elwha Klallam Tribe proposes placement of a 14 x60' job shack on Lot 2 of the Tsewhitzen
Cemetery located at 1507 Marine Drive, Port Angeles, WA. The job shack will be in use for a period of
one year (PAMC 17.S 5.060) and be used for the following purposes
Base for ongoing Tsewhitzen Cemetery security and oversight;
Planning and project management office for Curation Facility construction site assessment,
permitting, design and construction management;
On -site meeting space for planning and project management; and
Temporary office space for Lower Elwha Klallam Tribe Archeologist and cultural resources
protection function
Due to temporary na -ure of the placement, Tribe does not intend to connect the job shack to water or
sewer at this time Portable toilet and outside water connection will be used Electric power will be
connected
