(O 1 AN ORDINANCE ordering and providing for the improvement of LAUREL STREET in the City of Port Angeles, Washington, from the North Margin of Front Street to a point 12 feet North of the South Margin of Railroad Avenue; all in accordance with Resolution No. 88, and plane and specifications adopted by the City Commission of the City of Port.;Angeles; creating a Local Improvement District therefor, and providing for the payment of said improvement by special assessments upon the property in said district, payable by mode of "payment by Bonds ". THE CITY CO7MISSION of the City of Port Angeles, Do Ordain as Follows: Section 1. That Laurel Street,from the North Margin of Front Street to a point 12 feet North of the South Margin of Railroad Avenue, be improved by removing old plank, removing all lumber of any description from either embankment or excavation, bringing subgrade of roadway to the proper grade line, excavating, embankment, construction of roadway by placing concrete slab one course pavement with integral curb 21 feet each side of center line; a water settled sand fill; concrete retaining wall extending 100 feet north from the North Margin of Front Street, together with a cross concrete retaining wall 42 feet long; from this point North by the construction of a plank roadway resting on creosote piles, with all necessary cape and stringers; the top of deck tm be finished with a 2 inch sheet asphalt wearing surface and 6 X 10 wooden curb, Sidewalks to be constructed of 2 X 8 plank with all necessary stringers and cape full length on both aides of street, and such other work as may be necessary in connection therewith to carry out the construction of the contem- plated improvement, all in accordance with plans and specifications r a .L prepared by the City Engineer, filed with the City Clerk, and which have heretofore been approved and adopted by the City Commiseion, Section 2, That the cost and expense of said improvement, including all necessary and incidental expenses shall be borne by and assessed against the property included in the assessment district hereinafter created in accordance with law and the Ordinances of said City. The City of Port Angeles shall not be liable in any manner for any portion of the cost and expense of said district, Section 3. That there is hereby established a Local Improvement District, to be called Local Improvement District No. 88, which said district is described as follows: "All the assessable property between the termini of said improvement, abutting upon, adjacent, vicinal or proximate to such portions of said streets and alleys, to a distance back from the marginal lines thereof, as provided by law." Section 4, Bonds bearing interest at the rate of seven per cent per annum payable on or before twelve year from the date of issuance shall be issued in payment of the cost and expense of said improvements, which bonds shall be redeemed by the collection of special assessments to be levied and assessed upon the property within said district, payable in ten equal annual installments with interest at the rate of seven per cent per annum, under the "Mode of Payment by Bonds" as defined by law, and the ordinances of said City of Port Angeles. These bonds may be delivered to the Contractor in redemption of warrants on the Local Improvement District Fund, issued on estimates of the City Engineer, or the City of Port Angeles at its election may sell said bonds and make such redetption in cash, Section 5. This ordinance shall take effect and be in full force after its passage and approval and from and after five (5) days after its lawful publication, Passed by the City Commission of the City of Port Angeles, this a day of July, 1921.
