HomeMy WebLinkAbout0795ORDINANCE No. 7 1 AN ORDINANCE approving and confirming the assessments and assessment roll in and for Local Improvement District No.112 under Ordinance No.784 for the improvement of the following described streets and alleys in the City of Port Angeles, and in the manner following, to- wit:Cedar Street from the northerly margin of Eighth Street to -Ehe northerl - margin of Sixth Street; the east one -half of Cedar Street from the northerly margin of Sixth Street to the northerly margin of Fourth Street; Seventh Street from the break of Tumwater gulch to the break of Valley gulch; Sixth Street from the break of Tumwater gulch to the break of Valley gulch; Fifth Street from the easterly margir of Cedar Street to the break of Valley gulch,; Fourth Street from the easterly margin of Cedar Street to the break of Valley gulch; Third Street from the easterly margin of Cedar Street to the easterly margir. of Pine Street, and all alleys running between the said portions of said streets; by clearing, grubbing, and surface grading the said portions of streets for a forty foot roadway extending for twenty feet on each side of the center line of said portions of streets, and by gravelling the said portions of streets for a width of thirty feet extending fifteen feet on each side of the center line of said portions of said streets except the east one -half of Cedar Street from the northerly margin of Sixth Street to the northerly margin of Fourth Street which portion of Cedar Street shall be improved as aforesaid as to the east one -half only; and by clearing, grubbing, surface grading and gravelling said portions of said alleys for the full width thereof; and such other work in connection therewith as may be necessary to properly carry out the construction and make the said improvement; all of welch improvement to be done and made in accordance with maps, plans and specifications prepared by the City Engineer, adopted by the City Commission, and in accordance with Local Im- provement hesolution No.112 of the City of Port Angeles; ordering the levy and collection of such assessments; creating and establish- ing a special fund for said district and ordering that said assess- ments be paid into said special fund. THE CITY COMMISSION OF THE CITY OF PORT ANGEL-RS DO ORDAIN AS FOLLOWS: Section I. That the assessments and assessment roll for Local Improvement District No.112 created by Ordinance No.784, approved June 24, 1925, which said ordinance ordered and provided for the improvement of the following described streets and alleys in the City of Port Angeles, and in the manner following, to -wit: Cedar Street from -.the northerly.inargin of Eighth Street to the northerly margin of Sixth Street; the ease one -half of Cedar Street from the northerly margin of Sixth Street to the northerly margin of Fourth Street; Seventh Street from the break of Tumwater gulch to the break of Valley gulch; Fifth Street from the easterly margin of Cedar. Street to the break of Valley gulch; Fourth Street from the w 4 •� easterly margin of Cedar Street to the break of Valley gulch; Third Street from the easterly margin of Cedar Street to the easterly margin of Pine Street, and all alleys running between the said portions of said streets; by clearing, grubbing, and surface grading the said_ portions of streets• for - a=forty foot roadway extending for twenty feet on each side of the center line of said.portions of streets, and by gravelling the said portions of streets for a width of thirty feet extending fifteen feet on each side of the center line of said streets except the e<st one -half of Cedar Street from the northerly margin of Sixth Street to the northerly margin of Fourth Street which portion of Cedar Street shall be improved as aforesaid as to the east one -half only; and by clearing, grubbing, surface grading and gravelling said portions of said alleys for the full width thereof; and such other work in connection therewith as may be necessary to properly carry out the construction and make the said improvement; all of which improvement to ne done and made in accord- ante with. maps, plans and specifications prepared by the jity Engineer, adopted by the City Commission, and in accordance with Local Improvement Resolution No.112 of the City of Port Angeles; and which said ordinance created a local improvement district and provided for payment for said improvement by the method of "payment by bonds "; as said assessment roll now stands, as revised, changed, raised, lowered and modified by the City Commission sitting as a Board of Equalization thereon on the 25th day of November, 1925 according to regular notice thereof and the ordinances of said city, and in accordance with the findings and. order of_said Board then- and there made, be and the same are hereby in all respects approved and confirmed in all things. Section II. That each lot, tract and parcel of land shown upon said assessment roll is hereby declared specially benefitted by said improvement in at least the amount charged against the same, and that the assessment appearing against the same is in proportion to the several assessments appearing upon said roll, and there is r a • hereby levied and assessed against each said lot, tract or parcel of land appearing on said roll the amount actually charged and assessed therein upon and against the same. Section III. That there is hereby created and established for said Local Improvement District No.112 a special fund to be known and designated as Local Improvement District No.112 for the uses and purposes provided in such case by law and the ordinances of said city. Section IV. That said assessments, or any of them, may be paid without interest at any time within thirty days from the date of the first publication of the City Treasurer's notice to pay the same as required by law to be given; and all assessments not paid within said period of thirty days shall thereafter be paid in ten equal annual installments with interest thereon at the rate of seven per centum per annum. Section V. That immediately upon the taping effect of this ordinance, __said_ assessment r. oll shall_he .turned over and delivered to the City Treasurer for the collection thereof, who shall thereupon proceed to .;ollect the same a cording to law. Section VI. This ordinance shall be in full force and effect after its passage and approval, and from and after five days after its lawful publication; and the City Clerk is hereby directed to cause the same to be so published.
