THE CITY COrmSSION OF THE CITY OF PORT ANGELES DO ORDAIN AS ECU-O.iS : SECTION I. That the executive and administrative powers, au- thority and duties in the city are distributed into and. among the sever- al departments and the powers and duties to be performed are determined and assigned to the appropriate departments and officers all as herein- after set forth. SECTION 2. The City Corission. The City Commission has and shall, exercise all legislative powers, functions and duties conferred upon the city et its officers. It shall mace all orders for the doing of wor'f, or the making, construction, repair or alteration of any improve- ment, bridge or building. It shalllevy all taxes, apportion and appro- priate all funds, and audit and allow all bills, accounts, pay -rolls and claims, and reject or order payment thereof. It shall make all assess- ments for the cost of street improvements, sidewalks, sewers and other work, improvement or repairs which may be specially assessed. It shall !rake or authorize the making of all contracts, and no contract shall bird or be obligatory upon the city unless either made by ordinance or reso- lution adopted by the City Commission, or reduced to writing and approv- ed by the City Commission or expressly authorized by ordinance or reso- lution adopted by the City Commission. It shall accept any building erected, work done or improvement made, when completed according to con- tract. The y r- City Commission may, by ordinance or resolution, assign to a superinten- dent, officer or employee, duties in respect to the business of any oth- er department, office or emplonment, and such service shall be rendered without additional compensation. The City Attorney4 together with+ itirassistants and all offi- cers or employees of the legal department, shall be and iro hereby as- signed to all three of the departments of the city government and shall give advice and perform legal services in and for any or all of said de- ,r.0ewr.#saents; when called •upon, ' rectuest•ed or instructed so to do by the City Commission, SECTION 3. The Department of Public Safety. The Z:ayor shall errbm4 1.5 ic'1 er be 5xttp=1==== of the Department of Public Safety, and as such shall have sreneral supervision and oversight over al1 departments and offices in the citn; he shall be the chief executive officer and representative of the city, shall sign all warrants for the payment of money, vouchers and contracts on behalf of the city, and shall have charr'e of and cause to be nrepared, published and distril^uted all law or ordinance or reso- lution of the City Commission. The Chief of Police, Police 'patron and Polic Department, and all policemen, officers and employees therein, and all police stations and property and apparatus used in said Police Department; the Chief of the Fire Department, and au firemen, officers and employees therein, and all fire stations and property and apparatus belonging to or used it said lire Department; the fire and police alarm system, and all property and apparatus belonging thereto; the Health Page two. �a. Officer, department of health, and all officers and employees therein, and all buildings, property or apparatus belonging to or used therein; • the Fire Marshall, Fire Cnief, Sanitary Inspector, Humane Officer, Pound Master and all officers, employees or assistants of them or either of .them,._and their offices or employments, and all property and apparatus Obeiangingto or used therein; the Police Judge, nis court, the City Li- brary, Library Trustees; and all other officers, employees, business or affairs of said city not by law or ordinance otherwise assigned; are all distributed and assigned to the Mayor and to the Department of Public Safety. Lorn wsslox.e.r The Mayor as the txtparcl===zt of the Department of Public Safety shall have charge of and supervision and direction over all busi- ness, officers and employees distributed and assigned to his said depart- ment, anlover all said property, offices, employments and apparatus. He shall have charge of all purchases of property or supplies for his said department or any of the offices and affairs distributed thereto. He shall have charge of and supervision over the removal and disposal of garbage, refuse and debris. All notices of quarantine and release must bear his signature. The Mayor shall have charge of the enforcement of the laws or ordinances relating to bill boards. he shall also nave charge and su- pervision over the City Hall, City Hall janitor, and the grounds and premises adjoining the City aall. He shall also nave control of and su- pervise'all dumping grounds and dumps. SECTION 4. The Department of Streets and Public Improvements. He shall approve the estimates of the OCity Engineer, which may be made from time to time, of the cost of such work, as the same progresses, and perform such other duties as may be provided by:ordinance or resolution. SECTION 5. Department of finance and Accounting. The Raped*. VO 11{i.I SStCJ'iLeP of the Department of Finance and Accounting shall have charge of all records of the city, and all officers, boards or departments and rage four. employees required to keep or make accounts, records or reports. rie shall inspect or cause to be inspected all records or accounts required . to be in any of the offices or departments of the city and shall cause proper records and accounts to be kept and proper records to be made. He shall audit or cause to be audited at frequent intervals the accounts of every city officer or employee who does or may receive or disburse money. ife shall have charge of the purchase, care and distribution of all sup- plies and other articles not otherwise provided for by law or ordinance. He shall have charge of the supervision over all printing by or for the city, unless otherwise provided for by law or ordinance. rte shall exam- ine or cause to be examined, and report to. the City Commission„ upon all bills, accounts, pay -rolls and claims before they are acted upon or al- lowed, unless otherwise provided for by law or ordinance. The Treasurer, City Clerk and their respective offices and de- partments and all assistants, deputies and employees therein, and all bookkeepers and accountants, are distributed and assigned to the Depart- Accounting, and shall 'be under the supervision and direction of th thereof. YL-er The of the Department of Finance and Account- ing shall procure from all persons and corporations operating public ser- vice utilities in the city such reports as they are by law or ordinance or otherwise required to make to the City or any of its officers or de- partments, and procure copies of such reports as are made to the State or any public office or department, and shall collect or cause to be coi- lected all license fees, franchise taxes, assessments, general, local l, and special, rentals and other.moneys: which may be due or become due to the City. He shall report to the City Commission any failure to make re- i,. r,. y w ports or pay money due `to' the cite, With sucz recommendations in relation • U thereto as he may deem proper. iie shall, whenever the city or any offi- cer thereof has authority so to do, cause to be examined the reports and accounts of any person or corporation operating any public utility in 1 R. the city, and shall report to the City Commission any refusal to permit such examination, with such recommendations in relation thereto as he may •deem proper. tie shall have charge of all lamps, lights, lighting mater- ial, equipment and lighting plant, system and department of the city, and all persons charged with the furnishing and care or operation thereof or employed therein, tie shall have charge of the water department and all rt441l+lworks system or properties, materials, equipment, and the operation thereof, construction, reconstruction, renewal, repair and maintenance thereof, and all persons or employees engaged or who shall be engaged in cthe construction, care or operation thereof. Except as otherwise provided by law or ordinance, the superintendent of each department nay and shall appoint or employ such assistants or employees as may be authorized by the City Commission and necessary to the efficient conduct of such department. SECTION *.1 All ordinances, regoutions and rules of the City or City Commission, or sections or parts thereof, inconsistent or in con- flict with this ordinance or any part thereof, are hereby repealed and 4, abrogated. SECTION $. This ordinance is declared to be urgent and neces- sary for the immediate preservation of the public peace, health and safe- ty, and shall take effect and be in force from and after and immediately upon its passage, approval and lawful publication. • i rage six. rassed first reading January 11, 1928.
