ORDINANCE NO. 9 i- 1
AN ORDINANCE Setting forth conditions creating an emergency
requiring the construction of jail quarters; Providing for the
expenditure of money and the issuance of warrants to pay for
same; Declaring an emergency to make the ordinance immediate -
ly effective.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN
AS FOLLOWS:
Section 1. That the jail quarters used in the past have
been declared unsanitary and without fire protection and to
properly care for city prisoners and protect them, it has be-
come necessary to provide sanitary and fireproof quarters; that
t quarters have been designed and built on the first floor of the
Fire Department Building with the necessary sewage and sanitary
fixtures and the expense for materials, above amounts available"
therefor" in the budget, is estimated to be $ 1w34.76
Section 2. That the immediate necessity for this expen-
diture could not have been reasonably foreseen at the time of
the preparation of the budget and no items were provided therefor.
Section 3. That by reason of the danger to the health
and safety of 'the city prisons and the facts set forth above,
an emergency is hereby declared to exist warranting the re-
modeling of the Fire Department Building and the construction
of said quarters to be paid for as an emergency, which construc-
tio.n -is hereby endorsed and approved.
Section 4. That the mayor and City Clerk be and are hereby
authorized to execute and deliver emergency warrants payable
from the Current Expense Fund for the expenditures necessary
to complete said work not exceeding the sum of $ 19.76 •

Section 5. That proper allowance for said warrants be
made in the preparation of the next budget for city expen-
ditures•
Section 6. That by reason of the facts stated, this
_ordinance is necessary for the preservation of the peace, health
and safety of the inhaiiitants of the city and shall take effect
immediately alter' in passage, approval and lawful publication.
