AN ORDINANCE Providing for the licensing of master and
• journeyman plumbers; Providing for an Examining Board; and de-
•
fining offenses and providing penalties for the violation of the
provisions of this ordinance.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN
AS FOLLOWS:
DEFINITIONS.
Section 1. (a) "Plumbing ", in addition to its ordinary mean-
ing, shall be construed to mean the installation or construction
of pipes, fittings, fixtures and materials connected with the busi-
ness of plumbing in any building or structure or elsewhere which
are intended for the conduct of water, fluids or sewage.
(b) "Master plumber ", in addition to its ordinary meaning,
shall be construed to mean any person, firm or corporation en-
gaged in the business of furnishing by contract or day labor or
otherwise any material or labor or either for the placing or in-
stallation, construction of pipe, fittings, fixtures and materials
connected with the business of plumbing in any building or struc-
ture or elsewhere which are intended for the conducting of fluids,
water or sewage.
(c) "Journeyman plumber" shall be held and construed to
mean any person engaged in the work of plumbing as an artisan or
in the placing, installation or construction of pipes, fittings,
fixtures and materials connected with•the business of plumbing
in any building or elsewhere intended for the conducting of
water, fluids or sewage.
(d) "Ga.sfitter ", within the meaning of this ordinance, means
a person engaged in the work of installing systems of pipes and /or
conductors for the conveyance of heating, cooking and illuminating
gas, and fixtures for the use thereof.
Section 2. Examining Board'. There is hereby created an
Examining Board for plumbers and gaefitters consisting of the
following members, to wit: The City Engineer, the City Sani-
tary Inspector and the Commissioner of Streets and Public Im-
provements. All of said person's shall act ex- offico and without
..additional compensation.
Section 3. The Examining Board shall organize and arrange
for such examinations as may be necessary from time to time.
The Board shall examine each applicant as to his knowledge of
plumbing, drainage, plumbing ventilation and /or gas fitting,
end if datisfied of the competency of such applicant and such
applicant is of good moral character, the Board shall issue a
• journeyman plumber's and /or gasfitter'e Certificate of Compe-
tency to said applicant, which with the license herein provided
for, shall authorize him to engage in the work of plumbing
andjor gasfitting as an artisan.
Section 4. Master Plumber's License. All master plumbers
and all persons, firms or corporations engaging in business as
master plumbers shall be required to take out and maintain a
valid master plumber's license which shall be issued by the City
Clerk on the filing of a valid surety bond as required herein
and complying with the other provisions of this ordinance.
The fee for such master plumber's license shall be $25.00
. per annum for each establishment or place of business of such
master plumber. The license shall be issued in the name of
individuals, firms or corporations, as the case may be.
In the event that any person desires to conduct the business
of gas fitting only, the license fee shall be $15.00 per annum
with other requirements and surety bond remaining the same.

Section 5. Journeyman Plumber's License: All persons de-
siring to work and be employed as a journeyman plumber shall be
required to take out and maintain in good standing a journeyman
• plumber's license. Such license shall be issued on the presen-
tation of a Certificate of Competency and other provisions of

this ordinance and the fee shall be $2.10 per annum, provided,
however, that such journeyman plumber's license may be renewed
when in good standing from year to year for a fee of 50¢ per annum.
Section 6. Surety Bond. The surety bond required of master
plumbers and /or gasfitters under this ordinance shall be in the
sum of $1000.00 for each establishment maintained by any person,
firm or corporation as master plumbers and /or gasfitters; the
bond shall run to the City of Port Angeles and be conditioned
• that the licensee and his agents shall "comply with all provisions
of law and ordinances relating to plumbing or gasfitting and any
person injured by failure to comply therewith shall have the
right of action on a bond in his own name and to pay all judgments
recovered against the person for violation or failure to comply
with the said provisions of law, but that such action must be com-
menced within one year after the completion of the work; also that
the sureties shall hold the City of Port Angeles harmless from any
damage caused by the maintenance of any excavation by the licensee
or negligence or lack of skill of the licensee or any of his
employeee while engaged in work under. the license.
Section 7. Violation. (a) It shall be unlawful for any
person, firm or corporation to engage in business as •a master
plumber and /or gasfitter without having first obtained and being
the authorized holder of a valid master plumber's license secured
in accordance with the provisions of this ordinance.
(b) It shall be unlawful for any person to engage in or work
as an artisan at the trade of plumbing or gasfitting as a journey-
man xikk or as a master plumber working in the capacity of a

journeyman without having obtained and being the authorized holder
of a valid journeyman plumber's license obtained in accordance
with the provisions of this ordinance.
Section 8. It shall be unlawful for any person, firm or cor-
poration to expose the sign of plumbing or plumber or gasfitter
or containing words of similar import_unless._said.person, firm
or corporation is duly licensed as provided herein.
Section 9. All licenses under this ordinance shall expire
on the ID day of AAA_, of each year.
Section 10. Where firms, corporations or.other business
establishments other than individuals violate the terms of this
ordinance relating to master plumbers or do and perform work
and /or furnish materials or engage in such business without a
license and /or in violation of the terms of this ordinance, any
resident member of the firm or any resident officer or managing
employee of such firm o- corporation shall be deemed guilty of
the violation of this ordinance.
Section 11. Any person, firm or corporation violating or
failing to comply with any provisions of this ordinance, shall
be guilty of a misdemeanor and shall be punished by a fine not
exceeding $100.00 or by imprisonment in the City Jail for not
exceeding thirty days, or by both such fine and imprisonment.
Section 12. In the event that any section of this ordinance
or any portion thereof, or the construction or application of
the ordinance to any person or class of persons ..shall be deemed
invalid or unconstitutional, such decision shall not affect
the other provisions of said ordinance or its application to any
other person or class of persons.

Section 13. This -ordinance shall be in full force and
effect from and after thirty days after its passage, approval
and lawful publication.
