HomeMy WebLinkAbout1028• • ORDINANCE NO. 1028 1 AN ORDINANCE regulating to the use of electric surrent furnished and 2 distributed by the City of Port Angeles and prescribing and fixing charges and rates for the sale of the same; Prescribing certain duties of the Superintendent of Utilities; Providing a discount for the prompt payment of bAlls for electric current used; Providing for the termination of service for non - payment of electric current used; authorizing the Superintendent of Utilities, subject to the approval of and confirmation by the City Commission, under certain circumstances, to make special rates to individual customers; Substituting the rights and pro- visions of this Ordinance for those contained in Ordinance No. 913 and Ordinances No. 977; Repealing Ordinance No. 913 and Ordinance No. 977, and making this Ordinance an amendment to Sections 17 and 20 of Ordinance No. 890; Providing for and declaring an emergency; Placing this Ordinance in full force and effect after its lawful publication. THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS: Section 1. That Section 17 of Ordinance No. 890, as the same was orig- inally enacted, be and the same is hereby amended to read as follows, to -wit: Section 17. The monthly rate for electricity consumed shall be in acc- ordance with the following schedules: SCHEDULE 1. RESIDENCE LIGHTING SERVICE The monthly rate for Residence Lighting Service shall be in accordance with the Following schedule: Availability. 4 5 6 7 8 • 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 • 30 31 This service is single- phase, at a nominal potential of 120/240 volts and is available for general lighting of resi- dences and similar non - commercial installations. COMBINATION RESIDENCE LIGHTING, HEATING & COOKING The monthly rate for Combination Residence Lighting, Heating • 1 2 3 4 5 6 and Cooking shall be in accordance with the following schedule: Availability This service is single -phase at a nominal potential of 120/240 volts and is available for residential lighting, heat- ing and cooking when the connected load, exclusive of lamp- socket appliances is 3000 watts or greater and at least 90% of the . connected load is for non - commercial use. Single -phase motors of 3 H.P. or less may be connected under this schedule. RATE 7 30 per K.W.H. for the first 100 K.W.H. per month. 8 20 " " n " next 150 " n n • 9 1¢ " " " all over 250 " ft " 10 1 Minimum charge of 0.70 for 90 K.W.H. or less per month. 11 SCHEDULE 3. 12 i COMBINATION RESIDENTIAL LIGHTING, HEATING, COOKING AND OFF -PEAK WATER HEATING 13 The monthly rate for Residential Lighting, Heating, Cooking and 14 off -peak Water Heating shall be in accordance with the following schedule: 15 16 Availability This service is single -phase at a nominal potential of 120/240 17 volts and is available for residential lighting, heating and cooking when the connected load exclusive of lamp- socket app - 18 liances and off -peak water heater is greater than 3000 watts and less than 20,000 watts and at least 90% of the connected load is 19 for non - commercial use. There must also be connected and in use, • 20 and off -peak water heater of 30 gallons or more capacity. This off -peak water heater must comply with all limitations of sch- edule 4, except that a separate meter is not required. The City will furnish, connect to the customer's wiring and retain ownership of a suitable time - switch to regulate the hours of use. This service shall be metered on a circuit which shall in- clude all the heaters for one or more storage tanks but ex- clude all other service. Service under this schedule may be limited to 6,000 watts capacity at the City's option. The following are the maximum allowable capacities for the tank heaters: 30 gallon tank or smaller, 75 watts per gal. 40 " " 62.5 " " " over 40 gallon 60.0 " " " Heating elements shall be non - inductive and installations in excess of 1250 watts shall consist of two elements, each to be protected by a thermostat, the base thermostat shall be set to maintain water not hotter than 170 degrees and the top thermostat to maintain water not hotter than 150 degrees Faren- heit. One element shall be placed to heat the whole tank and the other to heat the upper part of the tank. The capacity of the upper element shall not exceed twice that of the lower element. To provide adequate and economical hot -water service for the customer, the tank and heater if external, shall be covered with sufficient heat insulation as approved by the City. Each installation shall be provided with a pressure - relief valve that will properly protect the tank and piping from ex- cessive pressure. All installations served through a water meter shall also be provided with a check -valve that will prevent the hot water from entering the cold water line. This check -valve is recommended in all installations so that the tank will not drain in case the water supply should fail. Other methods of heating the water shall not be directly conn- ected to the insulated storage tank. RATE 3/0 per K.W.H. Minimum charge of $1.00 per month. SCHEDULE 5. COMMERCIAL LIGHTING SERVICE -LARGE DEIdUD The monthly rate for Commercial Lighting Service -Large Demand, shall be in accordance with the following schedule: Availability This service is single- phase, at a nominal potential of 120/240 volts and is available for lighting and incidental small power for commercial customers, having a calculated connected lighting load of 12,000 watts or more. The connected load will be determined by a load check or by floor area computation, which- ever is the greater. Determination of floor area shall be on the following basis: 1. Hotels One watt per square foot for the first 10,000 square feet, three fourths watt per square foot for all over 10,000 sq. ft. • 1 2 3 7 , 8 • 9 10 2. Stores Two watts per square foot plus 200 watts per linear foot measured horizontally along the base of the show window. 3. Office Buildings Two watts per square foot except for hall area. Hall area i watt per square foot. 4. Garages Storage space, 4 watt per square foot; Machine shop, 1 watt per square foot; Display rooms, 2 watts per square foot. 5. Hospitals - Three- fourths watt per square foot. 6. Storage warehouses 4 watt per square foot. 7. General Manufacture and Repair Buildings 11 1 watt per square foot. 12 Single -phase motors of 5 H.P. and less may be connected under this schedule. 13 RATE 14 per K.W.H. for the first 100 K.W.H. per month. 15 30 " " " next 250 16 2¢ " " " " 1650 " ^ 17 1 " " " " 2000 " n n 18 10 " " " all over 4000 " " " Minimum charge of 4.50 for the first 100 K.W.H. or less per 19 month. • 20 + SCHEDULE 6. 21 COMMERCIAL LIGHTING SERVICE -SMALL DEMAND 22 : The monthly rate for Commercial Lighting Service, Small Demand, shall be in accordance with the following schedule: 23 24 Availability This service is single -phase at a nominal potential of 120/240 25 volts and is available for lighting and incidental small power for commercial customers having a calculated connected lighting 26 load of less than 12,000 watts. GENERAL POWER SERVICE 7 The monthly rate for General Power Service shall be in accord- ance with the following schedule: 8 Availability 9 This service covers single -phase power at a nominal potential 10 120/240 volts for 5 H.P. and less, and three phase power where available at a nominal potential of 240/480 volts. 11 Less than 1 H.P. connected load to be taken under the lighting 12 schedule. 13 14 15 16 Fractional H.P. loads less than one -half H.P. to be taken as next lower whole number and one -half H.P. and above to be con- sidered as the next higher whole number. Connected lighting load of 10% or less of the connected motor load allowed under this schedule when a separate service and meter is not required. 17 Heating load under Schedule 8 may be combined with this schedule to arrive at total load when taken through the same service and 18 meter. 19 RATE 20 Connected First Next 50 K.W.H. Connected Lighting load of 10% or less of the connected heating load allowed under this chedule where a separate service and meter is not required. SCHEDULE 9. -- MUNICIPAL STREET AND BUILDING LIGHTING. The rate for the City of Port Angeles street lighting shall be 2i¢ per K.W.H., the Light Dept. to supply all lamps and other material and to maintain the system. Other municipal building lighting and power shall be charged at Schedule 3. SCHEDULE 10. -- TEMPORARY SERVICE. This type of service shall be charged at the regular rate plus a labor charge for connecting and disconnecting. This amount to be estimated by the '' uperintendent and paid for at the time of making application. SCHEDULE 11. -- SPECIAL RATES. The Superintendent may at his option, when deemed advisable to the interests of the City, make such other special rates to individual customers as he may see fit, but only with the approval of and confirmation by the City Commission. Apartments that are individually metered will each be con- sidered as a residence. If one person pays for all of the in- dividual bills the monthly minimum will be waived and individual meter deposits will not be required. Apartment buildings with master meters will be classed as "COMMERCIAL." The lighting to be included with heat when determining the connected load for apartment buildings using electric heating and cooking under master meter which is classed as "COMMERCIAL HEATING." • • • • 1 Section 2. That Section 20 of Ordinance 890 of the City of Port 2 1 Angeles, approved November 30, 1929, be and said section is hereby amended to 3 read as follows: 4 Section 20. It shall be the duty of the Superintendent to regularly read the meters of the consumers of electric current 5 and to enter all said accounts and charges in his meter books. The meter books each month shall thereupon be turned 'over to 6 the City Treasurer for entry in the proper ledgers of the City Treasurer and for collection. All charges against consumers 7 of electric current shall be due and payable at the office of the City Treasurer, without notice to the consumer, on the 8 first day of each month for the month preceding. A discount of five per cent (5 %) shall be allowed en all accounts and charges 9 paid on or before the 15th day of the month due. Should an account not be paid before the 21st day of the month in which 10 it becomes due, the City Treasurer shall notify the superin- tendent who shall immediately cut off electricity for the pre - 11 raises and it shall not again be turned on until ell arrears are paid, together with a fee of $1.00 for the turning on of. the 12 current." 13 1 Section 3. That except as herein amended, Ordinance 890 of the City 14 p of Port Angeles shall be and remain in all respects in full force and effect. 15 ' Section 4. That Ordinance 977 and Ordinance 913 of the City of 16 i Port Angeles and all other ordinances and parts of ordinances in conflict here- 17 with be and said ordinances are hereby repealed. 18 Section 5.
