HomeMy WebLinkAbout1049• ORDINiNCE NG. 1019 2 3 • 4 5 6 7 8 • 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 0 25 26 27 28 29 31 AN ORDINANCE, relating to the use of the public streets in the City of Port Angeles, Washington, by the blind and limiting the use of white canes to such persons; requiring drivers Of motor vehicles to stop while blind persons, using such canes as a means of identification, cross the public streets, and providing penalties for violation hereof, TEE CITY COL ISSICL OF TIE CITY OF PORT ANGELES DOES ORDnIU AS FOLLOWS: Section 1. That in the interests of public safety, it shall be unlawful for any person except those wholly or partially blind to carry or use on the public streets of the City of Port .ingeles, ;Washington, any canes or walking sticks which are wholly white in color, or white with red end or bottom. Section 2. That drivers of motor vehicles shall be required to stop such vehicles and not to proceed while wholly or partially blind persons ere cross- ing the public street intersections, if and when such persons signify their intention to cross the streets by lifting and waving the white canes or walking sticks described in Section 1 hereof in such a manner as to be plainly visible to the drivers of such motor vehicles; PROVIDED, HOWEVER, that this section shall not apply to drivers of motor vehicles approaching street intersections controlled by traffic lights, when the light is with such drivers and they go straight through the intersection without making either a right or left turn. Section 3. That any person violating or failing to comply with any of the provisions of this Ordinance shall be guilty of a misdemeanor, and upon con- viction thereof shall be punished by a fine in any sum not exceeding x$100.00 or by imprisonment in the city jail for a period not exceeding thirty days, or by both such fine and imprisonment. Section 4. That this ordinance shall take effect and be in force thirty days after and from its final passage, approval and lawful publication. Passed first reading by the City Commission March 30, 1938. Passed second reading by the City Commission idarch 30, 1938.
