That because of unforeseen and unexpected costs of changes, 6 repairs and alterations in both the Police and Fire Departments and additional 7 costs on account of the improvement and maintenance of certain streets and devel— 8 opment of the Parks, which were not and could not have been anticipated at the • 9 time of preparing the budget for certain departments in the Current Expense Fund, 10 City Street Fund and Park Fund, the amounts provided for in the Current Expense 11' Fund, City Street Fund and Park Fund are not sufficient and the amounts required • 12 in excess of the funds available are as follows: 13 14 15 Current Expense Fund City Street Fund Park Fund $ 1,260.71 2,931.34 125.00 16' Section 2. That the expenditures made in excess of the amount of the budgets 17 were for the protection and safety of the inhabitants of the city: 18 Section 3. That by reason of the facts stated, an emergency is hereby ' 19 1 declared to exist which will require the issuance of emergency warrants to provide 20 , for the said expenditures in amounts required, the payment of such warrants to be ' 21 . considered in the preparation and adoption of budgets for the respective depart - 22 ments; 23 t Section 4. That the Mayor and City Clerk are hereby authorized to execute, 24 ; sign and deliver emergency warrants upon the Current Expense Fiord, City Street fb•25 Fund and Park Fund for the required expenditures not to exceed the sums mentioned 26 -in Section 1, hereof; 27 Section 5. That because of the facts, the adoption of this ordinance is 28 urgent and necessary for the public peace, health and safety of the inhabitants 29 of the City, which emergency is declared to exist, and this ordinance shall take 40 30 effect and be in force from and after its passage, approval and lawful publication.: 31 Passed first reading by the City Commission, December 20, 1939. 1 ' Passed second reading by the City Commission December 20, 1939.
