HomeMy WebLinkAbout1090• • • ORDINANCE NO. 1090 1 AN ORDINAI;CE creating a Municipal Defense Commission, prescribing its duties, 2 and declaring an emergency. 3 Whereas, the President of the United States, by Executive Order signed on 4 " May 20, 1941, created the Office of Civilian Defense in the Office for Emergency 5 6 7 8 Management: and Whereas, the Office of Civilian Defense has requested the cooperation and assistance of all municipalities in carrying out the Civilian Defense program; and I i Whereas, it is desirable to coordinate all municipal defense activity in one 9 municipal agency; now therefore, 10 BE IT ORDAINED BY THE COMISSION' OF THE CITY OF PORT ANJELES, WASHINGTON: 11 Section 1. There is hereby created the Municipal Defense Commission of the 12 City of Port Angeles to be composed of the Mayor as Chairman and such other per - 13 sons, not exceeding eleven in number, as the Mayor may appoint from time to time. 14 The Mayor shall designate one of the members so appointed as Vice Chairman who 15 shall be the Coordinator for the City of Port Angeles. Each member of the M.unici- 16 pal Defense Commission shall serve at the pleasure of the Mayor or until the re- 17 i peal of this ordinance. 1$ Section 2. The Municipal Defense Commission is hereby authorized to expend 19 I whatever funds arc appropriated to carry out the functions of the Defense Commis- II! 20 sion subject, however, to all regulations now provided by law govt.rning this 21 municipality. 22 Section 3. The Municipal Defense Commission shall be charged with the duty 23 of coordinating all defense activities of this City. 24 I' It shall: •25 (1) Coordinate the activities of municipal and private agencies cooperating 26 ! in the defense program; 27 G (2) Keep in contact with the Office of Civilian Defense to the end that all .28 requests and su7gestions from that Office shall receive prompt and efficient res- 29 pcnse; • (3) Conduct studies regarding defense problems of the City of Port Angeles 31 to the end that the municipal government of the City of Port Angeles will at all • 1 times be abreast of the problems of defense, and information desired by Federal 2 f agencies will be readily available; 3 i (4) Survey existing facilities, proffers of facilities, services and ideas 4 ,originating within the city and make appropriate disposition of them; I 5 J (5) Act as a clearinghouse on municipal defense information for all govern- ! 6 mental and private agencies cooperating in the defense program; 7 (6) Direct information regarding the defense progran to all nunici,7;a1 de- 8 J partments or agencies which are or may be affected thereby; • 9 (f) Lake recommendations, from time to time, for improvements in the hand- 10 ling of defense problems affecting the City of Port Angeles; 11 j (8) Perform such other advisory functions as may be requested by agencies 12 'or departments of the Federal Government in connection with the National Defense 13 !program; 14 4 (9) Do whatever is necessary and proper subject to the provisions of Section 15 e2, to carry out the intent and purpose of this ordinance in assisting proper local ' 16 authorities in the protection of life and property. 17 , Section 4. The muhicipal Defense Commission may expedite procedure by organ- 18 .izing itself into subcommittees and may subdivide its work and prescribe such 19 .rules And regulations as are not in conflict with the provisions of this ordinance. 20 ;It may recommend, for adoption by the City Commission, training regulations. It 21 ray delegate the authority of preliminary hearings for dismissal of voluntary 22 workers to the heads of Departments. 23 I The Municipal Defense Commission may appoint additional committees to meet 24 any emergency that may arise but shall report same promptly to the Commission of 25 the City of Port Angeles which shall have the authority, at its discretion, to 26 ,order the discontinuance of such committee. Any person appointed to any position i 27 'created under t "li,s ordinance may be removed by the appointing authority for any 28 }reason deemed by it to be sufficient. 29 i Section 5. Passed first reading by the City Commission September 10, 1941. Passed second reading by the City Commission September 10, 1941. Passed third reading and finally passed and adopted by the City Commission September 17, 1941.
