1 AN ORDINANCE setting forth an emergency effecting the public health and
2 safety; requiring expenditures unforeseen; providing for the issuance of emergency
3 warrants; and declaring an emergency making the ordinance immediately effective.
4 THE CITY COMMISSION OF TEE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS:
S Section 1. That because of the construction of the Peninsula Plywood Plant
6 and of other industrial development it has become necessary to purchase additional
7 transformers, meters and other equipment and material for the use of the Light
8 Department in order to furnish the necessary light and power service required on
9 'account of said construction; which said additional transformers, meters and other
10 equipment and material was not and could not have been anticipated at the time of
11 :preparing the budget and the amounts provided in the Light Fund are not sufficient,
12 and the amount required in excess of the funds available are as follows:
13 Light Fund $25,000.00
14 Section 2. That the expenditures made in excess of the amount of the budget
15' are for the protection and safety of the inhabitants of the City.
16 Section 3. That by reason of the facts stated, an emergency is hereby declaredp
17 to exist which will require the issuance of emergency warrants to provide for the
18 said expenditures in amounts required, the payment of such warrants to be considered'
19 in the preparation and adoption of budgets for the department.
20 Section 4. That the Mayor and City Clerk are hereby authorized to execute,
21 sign and deliver emergency warrants upon the Light Fund for the required expendi-
22 tures not to exceed the sum mentioned in Section 1 hereof.
23 Section 5. That because of the facts, the adoption of this ordinance is urgent
24 and necessary for the public peace, health and safety of the inhabitants of the
2S City, which emergency is declared to exist, and this ordinance shall take effect
26 and be in force from and after its passage, approval and lawful publication.
27 Passed first reading by the City Commission November 12, 1941.
28 Passed second reading by the City Commission November 12, 1941.
29 Passed third reading and finally passed and adopted by the City Commission
30 November 19, 1941.
