ORDAIN AS FOLLOWS: 5 Section 1. That by virtue of declaration of war by the United States of 6 America against Japan occasioned by the unprovoked and treacherous attack by 7 Japan upon the United States of American on December 7, 1941, and our close prox- 8 imily to the theatre of war, causing our City and its inhabitants to be subject to 9 bombing and other dangers incident to war, thereby creating an emergency requiring 10 the expenditure of funds for the protection of life and property of the inhabitants 11 of the City, which could not have been foreseen at the time of making the budget, 12 and the amount required for defense emergency purposes is as follows: 13 Current Expense Fund: 14 For Defense Emergency purposes - - - - ,$10,000.00 15 Section 2. That the expenditures to be made are for the protection and safety[ 16 of the inhabitants of the City. 17 Section 3. That by reason of the facts stated, an emergency is hereby declared 18 to exist which will require the issuance of emergency warrants to provide for the 19 said expenditures in amounts required, the payment of such warrants to be considere 20 in the preparation and adoption of budgets for the respective departments; 21 Section 4. That the Mayor and City Clerk are hereby authorized to execute, 22 sign and deliver emergency warrants upon the Current-Expense Fund for the required 23 expenditures not to exceed the sum mentioned in Section 1, hereof; 24 Section 5. That because of the facts, the adoption of this ordinance is 25 urgent and necessary for the public peace, health and safety of the inhabitants of 26 the City, which emergency is declared to exist, and this ordinance shall take 27 effect and be in force from and after its passage, approval and lawful publication.[ 28 Passed first reading by the City Commission, December 10, 1941.
