OIL BURNER A1D FUEL OIL
ORDINANCE NO. 1143
An ordinance regulating the use of fuel oil, the sale for use in
the City of Port Angeles, and the installation of oil burning devices
and oil storage tanks for heating purposes; providing for the issuance
of permits for such installations and providing for a penalty for
the violation thereof.
THE CO'_IISSIO E. RS OF THE CITY OF PORT ANGELES DO ORDAIN AS
,FOLLOVS:
Section 1. Definitions.
The term "OIL BURNING E Q,UIPI NT" shall be held to mean ail
equipment connected to the burner, and located within the building,
including internal auxiliary and external supply tanks, fillers and
appliances for filling and venting the same,'pumps, oil burning
stoves, oil burning furnaces, and all piping, wiring, and other
',accessories thereto.
The term "OIL" as used in this ordinance shall be held to mean
oil meeting all Pacific Coast specifications.
Section 2. Inspection and Approval by Chief of the Fire Depart-
meat.
Hereafter it shall be unlawful to install, or use any gravity
oil burner in ranges, stoves, furnaces, and other heating devices, or
any oil burning equipment in connection therewith, unless the same
shall be inspected and approved by the Chief of the Fire Department,

as required by the terms of this ordinance. The Chief of the Fire
Department is hereby authorized to reject or disapprove any gravity 1
oil burner which is not provided with adequate safeguards against
;fire or explosion or which is otherwise unsafe within the City of
'Port Angeles.
Section 3. Permits.
No installation of any oil burner, or any oil burning equipment
for device, or oil storage tanks for use in connection therewith,
shall be made in the City of Port Angeles without a permit having
first been obtained from the Chief of the Fire Department. No permit
shall be issued by said Chief of the Fire Department until the appli -i
cation for such permit together with a plan of the proposed install-

ation shall have been filed with said Chief of the Fire Department.
If the plan submitted is found to conform to the provisions of this
ordinance, the Chief of the Fire Department shall issue a permit for
the installation. Provided, however, that the Chief of the Fire
Department may, in his discretion, waive the filing of a plan, in
which event a statement that the filing of a plan has been waived
shall be endorsed by the Chief of the Fire Department upon the permit.
Section 4. Certificate of Approval by Chief of the Fire Depart-
went.
After installation, the person, firm, or corporation to whom
the permit for such installation vas granted shall, before using the
equipment, report the same for final inspection to the Chief of the
Fire Department, who shall, if the installation is found to conform
to the provisions of this ordinance, endorse his approval thereof
upon the permit theretofore issued.
Nothing contained in this ordinance shall be construed as re-
quiring the alteration, reconstruction or removal of any existing
plant or installation wherein and whereby flammable oils and liquids
are lawfully manufactured, stored or used prior to the effective
date hereof. Provided, however, the Chief of the fire Department
may condemn a floor furnace that has been installed which in his
opinion is a definite fire hazard.
• Section 5. Test of Oil Burners.
Oil burners installed hereunder shall be so equipped mechanic-
ally or electrically that any accumulation of unconsumed oil will
automatically stop the flow of oil to the burner. All burners sub-
ject to automatic ignition must be provided with permanent automatic
devices, either gas or oil pilot or electric, or both, so designed
that oil upon being turned into the combustion chamber will immed-
fately become ignited.
The recommendations and regulations pertaining to oil burners
of the gravity type for installation in stoves, ranges and other
heating devices as provided from time to time by the ;rational Doard
of Fire Underwriters, and the st4ndards of construction as promul-

gated by Underwriters' Laboratories or by any other organization of
equivalent standing, properly equipped and equalified for experi-
mental testing, may be accepted by the Chief of the Fire Department
as prima facie evidence that any gravity oil burner complying with
such regulations is safe for use within the City of "ort Lngeles,
and the Chief of the Fire Department may in his discretion permit
the installation and use of any such gravity oil burner, subject to
the special provisions herein provided.
Section 6. Location of Gravity 011 Burners Limited.
:To gravity oil burner, heating stove or range, having attached
to it a metal oil supply tank of a capacity exceeding ten (10)
gallons, shall be installed or used in any portion of a building used
for the purpose of a hotel, a rooming house, boarding house, school,
theater, church, department store, or place of refuge or detention.
X11 installations of oil floor furnaces shall be installed by
the following means.
a. All stove pipe shall go directly into a chimney built from
the ground and in accordance to the City Building Code and shall
have at least nine (9) inches of clearance from each side and
eighteen (18) inches from above of any combustible material.
b.. ,n emergency well lighted accessible walkway shall be pro-
vided on first floor installations and be Properly drained where
necessary, to prevent any submerging by water.
Section 7. Piping, Valves and Unions.
Standard full weight wrought iron or steel pipe not less than
one-fourth (4) inch inside diameter, or brass or copper tubing not
less than five - sixteenths (5/16) inch outside diameter with a wall
thickness not less than .049 inch for small sizes and correspond-
ingly heavier where necessary, shall be used for oil su ply lines.
Unions shall be ground type with conical seating faces of metal.
Valves shall be constructed so that the stem cannot be withdrawn by
:continued operation of hand wheel. All threaded joints shall be
made with litharge or other approved compounds. All piping and
tubing shall be tightly put together with due allowance for expansion,
contraction, jarring and vibration, and protected against mechanical

injury; as supply pipes must be provided with shut -off valves.
No glass bottle oil container and no oil supply tank of the
vacuum feed type shall have a capacity in excess of three (3)
gallons. Glass gauges are prohibited.
Section 8. Electrical Installation.
Electrical installation used in connection with oil burning
devices shall be installed in accordance with the requirements of,
and be inspected and approved, by the City Electrical Inspection
Department.
Section 9. Ventilation.
No damper shall be permitted in the smoke pipe or chimney from
the device heated that may entirely shut off the passage of fumes
or gases. Ventilation shall be provided to prevent the accumulation
of any trapped vapors below the combustion chamber where the grate
bar area is entirely closed. Complete instructions in regard to
care and operation of the oil burning equipment shall be furnished
with the apparatus.
Section 10. Oil Storage Tanks Above Ground.
Oil must not be forced from tanks by air or water pressure.
Fill pipe shall be not less than one and one -half (1N inches in
diameter, and provided with cap. Vent pipes shall not be less than
three - fourths (3/4) inch in diameter and shall be provided with a
return ell. Orifice of vent shall be provided with non - corrodible
vire screen. Vent pipes shall terminate outside of building at
least three (3) feet measured horizontally and vertically from
window or other building opening.
All tanks or drums shall be set on iron or wood frames. All
wooden posts shall be constructed of 4 by 4 inch timbers or equal,
properly braced and set on incombustible blocks and away from build-
ing two feet.
It shall be unlawful for any person to use any such oil having
a flash point below one hundred and twenty (120) degrees Fahrenheit
in any oil burning system as a fuel or as a primer for an oil burner.
Two or more tanks or drums shall be connected with valves to
the main feed pipe line. The capacity of all connected tanks shall

not exceed three hundred (300) gallons.
Section 11. Pressurestat or Automatic Device.
A11 light fuel oil burners used in connection with hot water and
steam heating systems shall be equipped with a pressurestat or same
automJtic device to reduce or extinguish the fire in the event of
undue pressure within the boiler.
Section 12. Acetylene or Other Highly Explosive Gas Prohibited.
The use of acetylene or any other as possessing a wider range
of explosibility in admixture with air than coal gas, water gas, or
oil gas, is prohibited for use in the gas pilot of a light fuel oil
burner.
Section 13. Penalty.
Any person, firm, or corporation violating any of the provisions
of this ordinance shall be deemed guilty of a misdemeanor and shall
be punished by a fine not exceeding one hundred (100) dollars, or by
imprisonment in the city jail not exceeding thirty (30) days, or by
both such fine and imprisonment.
No delivery of oil shall be made into any tanks or drums by any
firm or corporation until a certificate of approval has been granted
in connection with any equipment hereafter installed.
Section 14.
That because of the facts, the adoption of this ordinance is
urgent and necessary for public peace, health and safety of the
inhabitants of the city, which emergency is declared to exist, and
this ordinance shall take effect and be in force from and after its
passage, approval and lawful publication.
