HomeMy WebLinkAbout1149ORDINANCE NO. / AN OT?.DINANCE setting forth an emergency affecting the PORT ANGFLFS PUBLIC LIBRARY, requiring expenditures unforseen, providing for the issuance of emergency warrants, declaring an emergency making this Ordinance effective immediately. THY" CITY COMMISSION OF THE CITY OF PORT ANG.ES DOES ORDAIN: Section 1. That on account of the increased volume of business at the Public Library, and the necessity of employing additional help_, - 7roviding additional equipment, and other expenditures unforeseen at the time of the preparation of the budget for the year of 1945, and which could not have been anticipated at the time of preparing said .budget, the amounts provided in said budget are not sufficient and the amount required in excess of the funds available in the Library Fund is as follows: Salaries and Wages ft 50.00 Maintenance and Operation T T - - - - 495.00 Capital Outlay 225.00 Section 2. That the expenditures made in excess of the amount of the budget herein provided for, is for the protection and safety of the inhabitants of the City. Section 3. That by reason of the facts stated, an emergency is declared to exist which will require the issuance of emergency warrants to provide for the said expenditures in the amounts required. The said emergency warrants may be paid by the City Treasurer out of any money on hand, and said warrants shall be considered in the prep- aration and adoption of a budget for said department. Section 4. That the Mayor and City Clerk are hereby authorized to execute, sign and deliver emergency warrants upon the Library Fund for the required expenditures, not to exceed the sum mentioned in Section 1 hereof. • • Section 5. That because of the facts, the adoption of this Ordinance is urgent and necessary for the proper peace, health and Safety of the inhabitants of the City, which emergency is declared to exist, and this Ordinance shall take effect and be in force from and after its passage, approval and lawful publication. Said Ord -' finance shall not be voted on until one week after its introduction. Ordinance introduced this day of November, 1945.
