That the expenditures made and to be made in excess of the amount in the budget were and ere•for the protection of the safety of the inhabitants of the City. Section 3. That by reason of the facts stated, an emergency is hereby declared reeuirine the iseuence of er'errency Warr nts to pro- vide for the said expenditures in the amounts required, the payment of such warrants to be considered in the preparation and adoption of budgets for the respective departments. Section 4. That the '- ".eyor and City Clete, are hereby euthorized o execute, sign and deliver emergency -a=nts upon the Liebt Fund, • • Street Fund and Perk Fund for the required expenditures of not to exceed the sums mentioned in section 1 hereof. Section 5. That because of the facts, the adoption of this ord- inance is urgent and necessary for the 'Public Peace, health and safety of the inhabitants of the City, which emergency is declared to exist, and this ordinance shall take effect and be in force from. and after its passage, eooroval and lawful publication.
