HomeMy WebLinkAbout1191• • ORDINANCE NO. 1191 AN ORDINANCE setting forth an emergency affecting the public health and safety; requiring expenditures unforeseen; providing for the issuance of emergency !warrants; and declaring an emergency, making the ordinance immediately effective. The City Commission of the City of Port Angeles Does Ordain As Follows: Section•1. That because of unforeseen and unexpected additional cost for [ rages and material, the unusual and unexpected increase in volume of electrical energy necessarily purchased by the City, and other increases in expense, which were not and could not have been anticipated at the time of preparing the budget for the following enumerated funds, the amounts provided in said funds were not sufficient, and the amounts required were in excess of the funds available to cover expenditures for the year 1947 and are as follows: Current Expense Fund: Street Department $ 155.00 Fire Department 700.00 Police Department 2,166.80 City Street Fund 2,200.00 Library Fund 325.00 Park Fluid: Civic Stadium 1,200.00 Light Fluid 52,000.00 Section 2. That the expenditures made in excess of the amount of the budget were for the protection and safety of the inhabitants of the City. Section 5. That by reason of the facts stated, an emergency is hereby declared to exist which will require the issuance of emergency warrants to provide for said expenditures in amounts required, the payment of such warrants to be considered in the preparation and adoption of budgets for the respective departments. Section 4. That the Mayor and City Clerk are hereby authorized to execute, sign and deliver emergency warrants upon the respective funds for the required expenditures not to exceed the sum mentioned in Section 1 hereof. Section 5. That because of the facts, the adoption of this ordinance is urgent and necessary for the public peace, health, and safety of the inhabitants of !the City, which emergency is declared to exist, and this ordinance shall take effect and be in full force from and after its passage, approval, and lawful publication. Passed first reading by the City Commission December 17, 1947. Passed second reading by the City Commission December 17, 1947. • Passed third reading and finally passed and adopted by the City Commission December z 5% , 1947.
