ORDINANCE NO. I 07
AN ORDINANCE setting forth an emergency affecting the public health and
'safety; requiring expenditures unforeseen; providing for the issuance of emergency
warrants; and declaring an emergency making the ordinance immediately effective.
THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS:
Section 1. That because of unforeseen, unexpected, and unusual increase
in volume of electrical energy necessarily purchased by the City, and the necessity
for use of water at the sub - station for cooling transformers to prevent over-
heating, and the unforeseen increase in telephone rates, all of which were not and
could not have been anticipated at the time of preparing the budget, the amounts
.,provided in the light fund were not sufficient and the amounts required in excess
of the funds available to cover expenditures of 1948 in the said light fund are as
follows:
Purchase of Power 041,026.30
Water at Sub - station 708.80
Telephone 142.10
$41,877.20
Section 2. That the expenditures made in excess of the amount of the
budget herein provided for is for the protection and safety of the inhabitants of
the City.
Section 3. That by reason of the facts stated, an emergency is declared
to exist which will require the issuance of emergency warrants to provide for the
said expenditures in the amounts required. The said emergency warrants may be paid
by the City Treasurer out of any money on hand, and said warrants shall be con-
sidered in the preparation and adoption of a budget for said department.
Section 4. That the hayor and the City Clerk are hereby authorized to
execute, sign and deliver emergency-warrants upon the Light fund for the required
expenditures, not to exceed the sum mentioned in Section 1, hereof.
Section 5. That because of the facts, the adopticn of this Ordinance is
urgent and necessary for the proper peace, health, and safety of the inhabitants of
the City, which emergency -is declared to exist, and this Ordinance shall take
effect and be in force from and after its passage, approval and lawful publication.
