HomeMy WebLinkAbout1251• • ORDINANCE NO. /..2.57 An Ordinance stating the facts of an emergency affecting the public health, safety and welfare of the City of Port Angeles; requiring the unfor- seen expenditure of funds; providing for the iss- uance of emergency warrants and declaring an emergency. THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS: SECTION 1. That Naval Lodge, ITo. 351, B.P.O.E. has constructed, equiped and donated to the City of Port Angeles, a certain playfield located within said City, and known as the Elks Memorial Playfield. That the City of Port Angeles has accepted said Playfield and assumed the care and maintenance thereof; that such gift and the care and maintenance of such Playfield were unanticipated and unfor- seen by said City at the time of preparing its budget for the year 1951. That said Playfield requires watering, mowing and other care and maintenance for the remainder of the year 1951. That the per - formance of such watering, mowing and other care and maintenance requires the purchase of water, a power mower and the employment of la caretaker. That unless such care and maintenance is performed, such PlayfieM will be greatly damaged during the remainder of 1951, and will require additional and excessive maintenance and repair in subsequent years. SECTION 2. That the cost of performing such watering, mowing and other care and maintenance and purchasing water, and a power (mower and employing a caretaker, is the sum of approximately tp2, 580.00, all of which sum is in excess of any sums now available nin the budget of the City of Port Angeles. That the amount provided °in such budget and the various funds thereof is insufficient to meet uthe expenses of performing the necessary care and maintenance to said Playfield, and preventing damage thereto. SECTION 3. That the expenditures to be made in excess of the funds provided in the budget of the City of Port Angeles for the year • • 1951, for the above purposes are for the protection and for the preservation of the public health, peace, safety and welfare of the inhabitants of the City of Port Angeles, and could not reasonably have been foreseen and anticipated at the time of the preparation and adoption of the budget of said City for the year 1951. SECTION 4. That by reason of the facts above stated, an emergency exists which requires the issuance of emergency warrants ' to provide for said expenditures in the sum of $2,580.00. That such emergency warrants shall be paid from any monies on hand in the Treasury of the City of Port Angeles, properly chargeable with such expenditures, and the Mayor and City Clerk are hereby authorized to execute, sign and deliver, and the City Treasurer to pay the emergency warrants on and from such funds. SECTION 5. That the amount of such emergency warrants shall be included and provided for in the annual budget of the City of Port Angeles for the year 1952, and such budget shall include the tax levies sufficient to reimburse any fund or funds supported by general tax monies from which such emergency warrants or any of them shall be paid. SECTION 6. That this Ordinance is necessary and urgent for the preservation and protection of the public peace, health, safety and welfare of the people of the City of Port Angeles, that an emergency exists and this ordinance shall be in full force and effect immediately upon its passage, approval and publication in the manner providedby law.
