HomeMy WebLinkAbout1267ORDINANCE NO./.:k.17 AN ORDINANCE stating the facts of an emergency affecting the public safety, welfare and convenience of the City of Port Angeles, requiring the unforeseen expenditure of funds, providing for the issuance of emergency warrants, and declaring an emergency. THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN as follows: Section 1. Since the making and adoption of the budgets for the City of Port Angeles for the years 1951 and 1952, and since the adoption of said budgets •and the provisions therein for the expense lof elections in said City of Port Angeles, a petition containing the (signatures of electors in the City of Port Angeles sufficient in number to call for the holding of a special election to be held to determine whether the City of Port Angeles shall adopt a Council- Manager plan of city government, and pursuant to said petition the City Commission of the City of Port Angeles did, on the 22nd day of August, 1951, by Resolution No. - , declare the existence of an emergency requiring the holding of a special election to determine whether the City of Port Angeles should adopt or reject the Council- Manager plan of government, and that such special election shall be held on a date to be fixed by proclamation of the Mayor of the City of Port Angeles, such date to be not less than ninety or more than one hundred twenty days before the second Tuesday in March_. 1952, and in accordance therewith the Mayor of the City of Port Angeles did issue •a proclamation calling for such special election to be held on the 27th day of November, 1951, and in accordance therewith the City of Port Angeles did hold such special election. Section 2. That the cost of holding such special election over and above and in excess of any funds available in the budget lof the City of Port Angeles for the holding of elections is the sum of $1,300.00. That there are no funds provided in such budgets and the various funds therefore to meet the expense of the holding of such special election, and there are now available in said budgets no funds for the payment of the cost and expense of such special election. Section 3. That by reason of the facts above stated an "emergency exists, which requires the issuance of emergency warrants to provide for the payment of the cost and expense of the holding of such special election in accordance with the petition of the electors of the City of Port Angeles, which warrants shall be in the sum of $1,300.00. That such emergency warrants shall be paid from the monies made available from any monies or funds in the "hands of the Treasurer of the City of Port Angeles, properly charge - oable with such expenditures, and the Mayor and City Clerk are here- by authorized to execute, sign and deliver, and the City Treasurer to pay, such emergency warrants on and from any such funds so 'available and properly chargeable therewith. Section 4. That the amount of such emergency warrants shall be included and provided for in the annual budget of the City of Port Angeles for the year 1953, and such budget shall include tax levies sufficient to reimbure any fund or funds from which such emergency warrants or any of them shall be paid. Section 5. That this ordinance is necessary and urgent for the preservation of the public safety, welfare and convenience of the City of Port Angeles. That an emergency exists, and this ordinance shall be in full force and effect immediately upon its passage, approval and publication in the manner provided by law.
