HomeMy WebLinkAbout1272ORDINANCE NO. /27.2 AN ORDINANCE stating the facts of an emergency affecting the public safety, welfare and convenience of the City of Port Angeles; requiring the unforeseen expenditure of funds; providing for the issuance of emergency warrants; and declaring an emergency. THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN ias follows: Section 1. That because of unexpected, unusual and unfore- seen increases in the volume of electrical energy necessarily pur- chased by the City of Port Angeles during the year 1951, which in- creases were not and could not reasonably have been anticipated and foreseen at the time of the preparation and adoption of the budget of the City of Port Angeles for the year 1951, the amounts provided in such budget for the purchase of electrical energy were insufficient and the amount required in excess of the funds so bud- geted is the sum of $61,875.66. Section 2. That the increased, unusual and unforeseen de- mand for and consumption of electrical energy by the City of Port Angeles and the people thereof, and the expenditure of funds for the purchase thereof during the year 1951 was not and could not reason- ably have been foreseen and provided for at the time of the making and adoption of the budget of said City for the year 1951. That the expenditures made in excess of the funds budgeted therefore for the purchase of electrical energy by the City of Port Angeles during the year 1951 were made for the convenience, protection and safety of the inhabitants of such City and were necessary therefore. Section 3. That by reason of the facts above stated an emergency exists which requires the issuance of emergency warrants to provide for the payment of such deficiency and for the purchase of such electric energy, which warrants shall be in the sum of $61,875.66. That such emergency warrants shall be paid from any monies or funds in the hands of the Treasurer of the City of Port Angeles, properly chargeable with such expenditures, and the Mayor and City Clerk are hereby authorized to execute, sign and deliver, and the City Treasurer to pay, such emergency warrants on and from any such funds so available and properly chargeable therewith. Section 4. That the amount of such emergency warrants shall be included and provided for in the annual budget of the 'Light Fund of the City of Port Angeles for the year 1953, and such Light Fund Budget shall include sufficient funds and appropriations to reimburse any fund or funds from which such emergency warrants, of any of them, shall be paid. Section 5. This ordinance is necessary and urgent for the preservation of the public safety, welfare and convenience of the City of Port Angeles. That an emergency exists, and this ordi- nance shall be in full force and effect immediately upon its pass- age, approval and publication in the manner provided by law.
