HomeMy WebLinkAbout12761 • • ORDINANCE NO. lgo r0 AN ORDINANCE stating the facts of an emergency affecting the public safety, welfare and convenience of the City of Port Angeles; requiring the unforeseen expenditure of funds; providing for the issuance of emergency warrants; and declaring an emergency. THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS: Section 1. That by reason of unexpected and unforeseen acts of certain aggressor nations there has arisen unanticipated • danger to the civilian population of the United States of America in general and of the City of Port Angeles in particular of injury and destruction by attack and acts of war in general and air bomb- ardment in particular. That the Government of the United States of America, in order to protect the civilian population of the nation I1 from such injury and destruction and to guard against, remedy and offset the effects of such attacks, in so far as possible, has .adopted a program of civil defense, which program calls for aid, assistance and cooperation, both financial and otherwise, by local governments in general and the governments of cities in particular. That in order to carry out its share of such civil defense program the City of Port Angeles will be compelled to expend finds during the year 1952 in the amount of approximately +5,000.00. Section 2. That during the year 1951 an emergency ordin- ance, being Ordinance No. 1243, was passed by the City of Port (Angeles appropriating the sum of $5,000.00 for the above purposes during the year 1951. That by reason of certain unforeseen events 11 beyond the control of the government of the City of Port Angeles the launching of such civil defense program, as set forth in Sec- tion 1 hereof, was prevented, and the bulk of the funds so appro- priated remained unexpended. That by inadvertence and mistake in the preparation of the budget for the City of Port Angeles for the year 1952, the sum of $5,000.00 was budgeted and appropriated for • Ithe replacement of the funds so appropriated in the year 1951 by Isaid Ordinance No. 1243, and such funds are therefore not available for expenditure in the year 1952 for such civil defense program. pThat by reason of the above facts there are no funds provided and available in the budget of the City of Port Angeles for the year 1952 for such civil defense program, and the entire amount to be 'expended on such program is therefore in excess of such budget and the various funds thereof, in the sum of $5,000.00. Section 3. That the expenditures to be made in such pro- gram of civil defense are for the protection and preservation of the public welfare, health, safety and convenience of the inhabi- tants of the City of Port Angeles and could not reasonably have .been foreseen at the time of the preparation and adoption of the budget of said City for the year 1952. Section 4. That by reason of the facts above stated an ,emergency exists which requires the issuance of emergency warrants to provide for the costs and expense of such program of civil de- ' fense in the amount of $5,000.00. That such emergency warrants 'shall be paid from any monies on hand in the treasury of the City of Port Angeles, properly chargeable with such expenditures, and the Mayor and City Clerk are hereby authorized to execute, sign and hdeliver and the City Treasurer to pay such emergency warrants on 'and from such funds. Section 5. That the amount of such emergency warrants shall be included and provided for in the annual budget of the City of Port Angeles for the year 1953, and such budget shall include tax levies sufficient to reimburse any fund or funds from which such emergency warrants, or any of them, shall be paid. Section 6. That this ordinance is necessary and urgent for the preservation of the public safety, health, welfare and conven- ience of the people of the City of Port Angeles, that an emergency • • exists, and this ordinance shall be in full force and effect iinmed- iately upon its passage, approval and publication in the manner provided by law.
