HomeMy WebLinkAbout1280• • ORDINANCE NO. /./1, 6 d° AN ORDINANCE fixing the monthly salaries, compensation and liwages of certain officers and employees of the Department of Parks and Playfields and the Water Department of the City of Port Angeles, providing for the issuance of emergency warrants, amending Ordinance No. 1271 and declaring an emergency. THE CITY COMMISSION OF THE CITY OF PORT ANGELES DOES ORDAIN I• as follows: Section 1. THAT WHEREAS, since the making and adoption of the budget of the City of Port Angeles for the year 1952, living costs and wages in general have increased and in particular wages for certain types of labor employed in the Department of Parks and !IPlayfields and the Water Department of the City of Port Angeles; and WHEREAS, certain employees of said Departments are now be- ing paid by the City of Port Angeles substandard wages for the ser- vices performed by such employees, which wages are less than wages h currently paid in similar employment in the general area of the hCity of Port Angeles and elsewhere; and WHEREAS, the employees of the Department of Parks and Play- 'fields and the Water Department of the City of Port Angeles affected it ,refuse to remain in the employ of said City at substandard wages and for less than can be obtained by said employees in other simi- 'llar employment; and WHEREAS, the City of Port Angeles employs in said Depart- ments many skilled persons who are about to leave the employ of said City unless the wages paid in said Departments approximate those obtainable for similar services elsewhere in the general area of the City of Port Angeles and generally elsewhere; and WHEREAS, if such wages are not raised to a point approxi- mately equal to those obtainable for similar services from employ- ers other than the City of Port Angeles, said City will lose many 'skilled and valuable employees who can be replaced with difficulty • • if at all, which will greatly impede the work and functioning of I the Department of Parks and Playfields and the Water Department of h said City; NOW, THEREFORE, by reason of the foregoing facts an emer- gency exists, which emergency could not reasonably have been fore- seen and anticipated at the time of the preparation, making and adoption of the budget of the City of Port Angeles for the year 1952. Section 2. That in order to meet said emergency the City 'of Port Ange]e s will be required to expend funds in excess of any provided in the budget of said City for the year 1952 in the amount of $6,500.00. That there are no funds provided or available in said budget for such expenditures, and that it is necessary in 'order to meet said emergency that emergency warrants in the sum of 1$6,500.00, or such part thereof as may be necessary, be issued to meet such expenditures. That such emergency warrants shall be paid from any monies in the treasury of the City of Port Angeles 'available for such purpose and properly chargeable therewith, and the Mayor and City Clerk are hereby authorized to execute, sign and deliver, and the City Treasurer to pay such emergency warrants on and from any such funds so available and properly chargeable there- 'with. Section 3. That the amount of such emergency warrants shall be included and provided for in the annual budget of the City of Port Angeles for the year 1953, and such budget shall include tax ,levies sufficient to reimburse any fund or funds from which such emergency warrants, or any of them, shall be paid. Section 4. That this ordinance is necessary for the preser- vation of the public health, safety and welfare of the people of 'the City of Port Angeles, That an emergency is hereby declared to 'exist, and that this ordinance shall be effective immediately upon its passage and publication in the manner provided by law. WHEREAS, the jail facilities now owned, operated and maintained by the City of Port Angeles are inadequate and unsuit- able for the needs of said City in numerous respects, to wit: That the same are improvised in a building not designed for and un- suitable for jail purposes, are inadequate and cramped in the amount of space available, have no facilities for the confinement of fe- male or juvenile prisoners, are unsanitary and are unsafe, both from the standpoint of the protection of persons confined therein 'and the prevention of their escape; and WHEREAS, the existing facilities cannot be suitably ex- panded, remodeled or reconstructed; and WHEREAS, it is necessary for the adequate care, custody and detention of prisoners of the City of Port Angeles that a new jail building therefore be constructed; and WHEREAS, in order to defray part of the cost thereof it is necessary to issue General Obligation Bonds of the City of Port Angeles in the amount of $67,500.00; now, therefore, BE IT RESOLVED by the City Commission of the City of Port ;Angeles, as follows: That the City of Port Angeles shall borrow the sum of $67,500.00 upon the general credit of said City and to provide for the repayment of such loan shall issue general indebted- ness and obligation bonds of said City in the sum of $67,500.00. Said bonds shall mature on a date not to exceed ten (10) years from the date of issue thereof and shall bear interest at a rate not to exceed six per cent (6 %) per annum. Such bonds shall be ;sold to the highest and best bidder for cash and at the lowest obtainable rate of interest, and the proceeds of such borrowing and the sale of such bonds shall be used for a municipal purpose, to wit: the payment of a portion of the cost and expense of con- 1 • • strutting and erecting a jail and police station, together with suitable and pertinent facilities and equipment for and within the City of Port Angeles.
