HomeMy WebLinkAbout1303ORDINANCE NO. 110196$ An ordinance appropriating the sum of $4,030.00 for wages and retirement contributions from the available funds of the Sanitation Department and setting forth and declaring an emergency. WHEREAS, various service clubs in the City of Port Angeles have heretofore been engaging in the daily pick up of papers and card- board cartons and have discontinued the same, and by reason thereof there has been an increased accumulation of papers and cardboard cartons that have to be picked up by the Sanitation Department, and the department does not have sufficient man power to absorb the in- creased labor required, which condition was not known nor anticipated at the time of the preparation of the annual budget for the year 1953. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO ORDAIN AS FOLLOWS: Section 1. That due to the necessity of increasing the labor for the daily pick up of papers and cardboard cartons, formerly collected by service clubs, the need of an additional helper in the Sanitation Department is found to exist, which need could not have been reasonably foreseen at the time of the preparation of the annual budget for the year 1953. Section 2. That by reason of the facts hereinbefore set forth in Section 1 of this ordinance an emergency is hereby declared to exist, and that the amount required to meet such.emergency is the sum of $4,030.00. Section 3. That there is hereby appropriated from the available funds of the Sanitation Department the sum of $3,00.00 for wages with which to pay for the additional helper'since January 1, 1953 and the sum of $250.00 for the City's contribution to the State Retirement Fund. • • Section 4. The City Clerk is hereby authorized and directed to issue emergency warrants against the Sanitation Department, which warrants shall be signed and counter -- signed in accordance with the ordinance of the City of Port Angeles, and shall be paid from any monies in the hands of the City Treasurer in the fund properly charge- able with such expenditures. Section 5. This ordinance shall be in effect from and after its adoption, approval and publication as required by law. Passed first reading, April 16, 1953. That said ordinance will be again considered and voted on at the regular regular meetinngg�iof the City Council to be held on Thursday the 7 q day of %, 1953, at the Council Chamber; 120 North Oak Street, Port Angeles, Washington, at which time any taxpayer may be heard for or against the adoption thereof. /City Clerk 6 L.,
