ORDINANCE NO. /5/a
AN ORDINANCE relating to the use of the public streets of
the City of Port Angeles; providing for designation of special
restricted zones; providing for the manner of parking; designating
arterial streets; re- establishing regulations and requirements for
the safety and control of traffic and the protection and safety
of the inhabitanta in the city; providing penalties, and repealing
ordinances No. 665, 751, 960, 1020, 1087 and 1184 and other
ordinances in conflict herewith.
THE CITY COTJNCIL OF THE CITY OF PORT ANGELES DOES ORDAIN
AS FOLLOWS:
POLICE POWERS
Section .1. This ordinance is an exercise of the police
power of the City of Port Angeles for the safety and convenience
of the inhabitants of said City and shall be liberally construed
for the purposes for which it is intended.
TRAFFIC ZONES AND SIGNS
Section 2. The City Council may from time to time by
esolution,
(1) Establish danger zones and safety zones.
(2) Establish loading and unloading zones for freight
and passengers.
(3) Establish restricted and no parking zones at
hotels, public buildings, railway and bus stations
theatres, schools, churches, hospitals and other
similar places.
(4) Establish taxicab stands and bus stands; install
stop and go signals, bells, lights and other
traffic controls where necessary.
(5) Restrict or prohibit traffic upon certain streets.
(6) Mark lines for vehicles or pedestrian traffic,
or for parking vehicles.
(7) Mark cross - walks, and lanes at intersections or
other points.
(8) Establish school crossings and provide for
regulation and control by student patrol.
(9) Use such disks, standards, buttons, signs, paint -I
ed lines or other means as shall be convenient
to give notice of the existence of such regula-
tions. The Council shall likewise fix and
determine the hours during which such zones shall
be maintained for the purpose intended.
(10) All previously established and existing traffic
signs, and signals, are hereby maintained in full I
force and effect.
POLICE TO DIRECT TRAFFIC
Section 3. It shall be the duty of the police department
of the City of Port Angeles and said department is hereby author-
ized to direct all traffic in, over, and upon the streets and
public places of said City. The direction of the traffic by said
police department may be conducted by the officers of the said
department in person using manual signs and /or visible or audible
signals and oral instructions, or by automatic signalling devices,
semaphones, lights, printed items and signals, and oral instruct-
ions in conformity with the provisions of this ordinance.
TRAFFIC OFFICERS
Section 4. The police department may, in all cases where it
shall be deemed necessary place a traffic officer at a street
intersection and along, or upon a public street or thoroughfare
for the purpose of controlling and directing the traffic thereon.
Where such officer is regulating traffic, the instructions and
directions of said officer relative to traffic and movement of
traffic, shall supercede any other rules or provisions during the
time that he is so directing and controlling traffic on said
public thoroughfare or intersection.
SPECIAL OFFICERS
Section 5.
(a) In the event of fire or other emergencies or extra
ordinary acdident or occurance, officers of the fire department
may direct traffic as conditions shall require, together with and
in conjunction with the officers of the police department.
(b) Special traffic officers, auxiliary police, state or
county traffic officers, and state highway patrolment may assist
the police department in the direction of traffic as conditions may
require, subject to the general provisions of this ordinance.
TRAFFIC SHALL OBSERVE INSTRUCTIONS
Section 6. It shall be unlawful for any person to fail or disj
regard, or refuse to obey the instructions, or directions of any
officer of the police department or traffic officer, or officer of
the fire department directing or controlling traffic in such manner.
TRAFFIC SIGNS AND SIGNALS
Section 7. For the improvement and regulations of traffic, the
police department of the City of Port Angeles shall have authority
to establish danger zones, safety zones, school zones and crossings,
and other methods of traffic control, and to use and make use of
stop signs, parking signs, traffic buttons, automatic semaphores,
and traffic signals, electrically operated semaphores and traffic
signals, traffic lanes and instructions upon the street and all
other appropriate lines to indicate and provide for the movement,
regulation and direction.
TRAFFIC SIGNS MUST BE AUTHORIZED
Section 8. It shall be unlawful for any person except by
authority of the City to mark or place any sign, signal, or device
upon any street, sidewalk or curb which purports to be or resembles
a traffic sign or marking, or in any way hides any official traffic
sign or signal which shall in any way mislead or misdirect traffic ,
or parking; every such prohibited sign, mark or device is declared
to be a public nuisance and the chief of police is hereby empowered
cause the same to be removed witout notice.

ZONE SIGNS
Section 9. The City Council by and through the police
department and the traffic control department shall cause each of
such zones or areas to be marked as nearly as possible to indicate its
purpose and the times when its reserved purpose shall be enforced.
Such zones shall, when established and marked, be used only
in the manner designated, and intended and any other use shall be
unlawful.
FIRE,DEPARTMENT AND EMERGENCY TRAFFIC SIGNAL
Section 10. Where semaphores or traffic signals displaying
red lights or the word "Stop" are installed adjacent to fire
Jdepartment stations or police stations, such signals shall be
observed by all vehicular and pedestrian traffic. When the red or
"Stop" signal is shown at such points, all vehicular traffic shall
immediately proceed as near as possible to the right hand curb and
stop parallel thereto. All such traffic shall remain stopped so
long as the signal remains on and then proceed on only in case no
fire department or emergency vehicles are passing.
TRAFFIC TO CLEAR ON FIRE ALARMS
Section 11. Whenever fire signals are displaying or sounded
or whenever apparatus of the fire department is approaching, all
traffic within sight or hearing of the said signals or the approach-
ing fire apparatus shall immediately proceed to the right hand curb 1
and stop, and remain stopped until the signals cease, proceeding then
only in the event that no fire apparatus is proceeding to, or
proceeding from, or on duty at a fire or alarm for fire.
PARADES

Section 12. It shall be unlawful to parade on any street of the
City of Port Angeles without first notifying the Chief of Police
and - obtaining a permit so to do. Such notification shall be in writ
ing and state the purpose of the parade, the time and place of for-
mation, proposed line of march, the approximate length or number of
participants and.vehicles, and the names of the persons having charge
or control of the same.
STANDS FOR TAXICABS AND FOR HIRE CARS
Section 13. The City Council reserves to itself the right, by
la resolution, to create and define the limits of any stand upon the
public streets in the City of Port Angeles to be used by taxicabs,
�or-hire cars, "jitney buses" and other vehicles used in carrying
passengers for hire within the City of Port Angeles.
The City Council shall have the right, also by resolution, to
abolish a stand for vehicles created under and pursuant to this
c,rdinance whenever, in its judgment, the public safety and convenience
require that such action be taken; provided, however, that no stand '11
shall be abolished without written notice to the operators occupying)
such stand, such notice to be served at least fifteen (15) days be-
fore any action by the City Council relative to abolishing the same.
No stand for taxicabs or for -hire cars shall be created, defined
br established without the written consent of the property owner
kand lessee of abutting property.

PARKING
Section 14. Parking on the various streets of the City shall
be designated as follows:
(a) Angle parking. Angle parking shall be with the right
front • wheel of the car resting against the curb, and
with the car at an angle of thirty (30) degrees from
the curb.
(b) Parallel Parking. Parallel parking shall be with the
car parked or placed parallel with the curb and not
to exceed one (1) foot therefrom.
(c) Within the City of Port Angeles all cars left on the
street shall be either angle parked or parallel parked
as provided in this and other ordinances of the City
of Port Angeles.
PARKING OVER LENGTH VEHICLES
Section 15. It shall be unlawful for any person to stand or
park any vehicle anywhere, upon any public thoroughfare in such
a manner that any portion of said vehicle, or any portion of the
load thereon shall occupy or project into the street for a distance
of more than fifteen (15) feet from the curb measured at right
angles thereto.
L Section 16. Provisions of all sections relating to parking
hall not apply where traffic officer has directed the operator of
,end vehicle to take a certain position to aid in the movement of
traffic.
EMERGENCY PARKING
RESTRICTED AND DANGER ZONES

Section 17. The folowing areas are hereby declared to be
danger zones and restricted areas at all times.
(a) All street intersections within the city limits, which
intersections shall include the area bounded by the
property line projected.
(b) The area adjacent to the street intersections including
the portion of the street bounded by the property line
projected, and a line running across the street from a ,
point measured ten (10) feet along the curb from the
property line projected.
(c) On this north side of Fourth Street immediately in front
of the Roosevelt High School, and between the two drive
ways entering from the said Fourth Street to the said
school grounds.
(d) Police Zones: Beginning at a point on the west curb
line of Laurel Street and a point on the north margin
of Front Street and thence running northerly a distance
of twenty -five (25) feet along said curb line.
The above described areas are declared to be restricted and danger
zones whether marked or not. For the safety of the people of the
City and the convenience of traffic, said zones shall be kept free
Of all parking and standing vehicles at all times.
PROHIBITED PARKING
, /411 7 /-5/9.9 :,:,Section 18. It sh 11 be unlawful for any person to park or
stand any vehicles in the following places.
(a) On any sidewalk, parking strip, or sidewalk area.
(b) In any alley, except for loading.and /or unloading,
or on any bridge, trestle, overpass, or underpass, or
the approaches thereto.
(c) At any place where traffic signs or markers have been
erected.

PROVIDED: That the above regulations shall not apply to any
official Police, Washington State Patrol or Sheriff's vehicles,
while operators are engaged on any official emergency duty, or on
necessary official business.
PARKING RULES FOR CERTAIN STREETS

Section 19,. Parking on the various streets and portions of
streets in the City of Port Angeles shall be as follows:
(a) On the following streets and portions of streets, all
cars shall be angle parked, as defined herein.
(1) Both sides of Front Street from Lincoln Street to
Oak Street.
(2) Both sides of First Street from Lincoln Street to

(3) The east side of Oak Street from Front Street to
Railroad Avenue.
.(b) On all other streets and portions of streets in the
City cars shall be parked parallel to the curb.
(c) Where parking lines are painted upon the streets, either
for parallel or angle parking, all cars shall be parked
to conform to the parking lines and not otherwise -.
LIMITS OF TIME FOR PARKING

Section 20. On he following designated streets and parts of i
streets, parking of cars shall be subject to the following time limits
(a) On Front Street between Oak Street and a point two -
hundred (200) feet east of the east margin of Lincoln
Street; On First Street between Cherry Street and a
point one - hundred (100) feet east of the east margin of
Chase Street ;On Oak Street between Front Street and to
the alley between First and Second Street; On Laurel
Street between First Street and Railroad Avenue; One
Lincoln Street between Third Street and Railroad Avenue;)
the following parking limits shall be observed and main-
.tained. Between 9:00 A. M. and 6 :00 P. M. on said
portions of said streets the limit of time shall not
exceed one hour. Eighth Street

from Lincoln Street to Laurel Street the following park-
ing limits shall be maintained; Between 9:00 A. M. mad
6:00 P. M. on said portions of said streets limit of
time for parking shall not exceed two hours.
(c) Fifteen Minute Parking.
Beginning at a point on the north curb line of Front
Street and the east margin of Lincoln Street, and thence
running easterly a distance of fifty (50) feet along
said curb line; Beginning at a point on the south curb
line of Front Street and the east margin of Oak Street,
and thence running easterly along said curb line a
distance of fifty (50) feet; Beginning at a point of
the south curb line of First Street and the east margin
of Oak Street, and thence running easterly a distance of
one hundred and twenty five (125) feet

Beginning at a point on the south curb line of Front
street and the east margin of Laurel Street, and running
thence easterly a distance of fifty (50) feet;
Beginning at a point on the south curb line of First
Street and the west margin of Laurel Street, and running
thence westerly a distance of fifty (50) feet from said
point.
Between 9:00 A.M. and 6:00 P.M. on said portions of said
streets the limit of time—shall not exceed fifteen (15)
minutes.
(d) Theatres.
Beginning at a point on the southcurb line of Front Street
and a point one hundred and fifty (150) feet east of the
east margin of Laurel Street and thence running easterly
a distance of fifty (50) feet along said curb line;
Beginning at a point on the north curb line of First Street
and a point one hundred and fifty (150) feet east of the
east margin of Laurel Street, and thence running easterly
a distance of fifty (50) feet al. ong said curb line;
While shows are in progress at any of said theatres, and
for a reasonable time prior thereto, and subsequent thereto, no cars
or vehicles of any kind shall be parked in fronts ;of the same, except
for loading and unloading.
(e) Hotels.
Beginning at a point on the south curb line of Front Street
and a point two hundred and twenty-five feet (225) east of
the east margin of Oak Street, and thence running a distance
of twelve (12) feet along said curb line;
Beginning at a point on the south curb line of Front Street
and a point ninety feet east of the east margin of Laurel
Street and thence running easterly a distance of twenty -
four (24) feet along said curb line;
Beginning at a point on the north curb line of First Street .
and a point thirty (30) feet westerly of th4 west margin
of Lincoln Street, and thence running westerly a distance
of twenty -four (24) feet along said curb line;
Beginning at a point on the north curb line of First Street
and a point ninety -four (94) feet east of the east margin
of Cherry Street, and thence running easterly a distance of
twenty -four (24) feet along said curb line;
Beginning at a point on the south curb line of First Street
and a point one hundred and thirty (130) feet west of the
west margin of Laurel Street, and running westerly a distance
of thirty -six (36) feet along said curb line;
Beginning at a point on the west curb line of Lincoln Street
and a point on the south margin of Second Street and running
thence southerly a distance of twenty (20) feet along said
curb line.
No cars or vehicles of any kind shall be parked at any time
t said zones except for loading and unloading.
(f) Bus Depots and Bus Stands
Beginning at a point on the west curb line of Lincoln Street
and a point one hundred and fifty (150) feet north of the
north margin of Front Street and running thence northerly
a distance of fifty (50) feet.
Beginning at a point on the south curb line of Front Street
and a point one hundred and fifty (150) feet east of the
east margin of Laurel Street and thence running easterly a
distance of fifty feet (50) feet along said curb line.

Beginning at a point on the north curb line of First
Street and a point at the east margin of Laurel Street .
and thence running easterly a distance of. forty (40)
feet along said curb line.
Beginning at a point on the north curb line of First
Street and the west margin of Lincoln Street, and run -;
ning thence northerly a distance of forty (40) feet
along said curb line;
No cars or other vehicles of any kind shall be parked
at any time in from the said zones except for loading and unloading.
(g) Night Parking Limits.
On Lincoln Street between Third Street and Railroad
Avenue, on First Street between Chase Street and Valley
Street. On Laurel Street between First Street and
Railroad Avenue and on Oak Street between First Street
and Railroad Avenue, the following parking limits shall'
be maintained.
Between 2:00 A.M. and 5:00 A.M. no cars or vehicles
shall be parked or left standing.

Section 21. The following parts of streets within the City of
Port Angeles are hereby declared to be designated as arterial streets,
to wit:
(a) First Street from the easterly city limits from the
westerly edge of Valley Street.
(b) Front Street from the easterly boundary of Ennis Street'
to the westerly boundary of Oak Street.
(c) Lincoln Street from Railroad Avenue to the southerly
boundary of the city.
(d) Marine Drive from Valley Street westerly to "B" Street.
(e) Eighth Street from Race to "C" Street.
(f) "Cu Street from Lauridson Boulevard to Fifth Street
(g) Fifth Street from "B" Street to "M" Street.
(h) Race Street from the -south margin of First Street to
Lauridsen Boulevard.
(i) Peabody Street from the south margin of First Street to,
Lauridsen Boulevard.
(j) Cherry Street from the north margin of Third Street to
the north margin of Eighth Street.
SPEED RESTRICTIONS

Section 22.. It shall be unlawful to operate a motor vehicle
within e th City of Port Angeles at speeds in excess of those here-
inafter set forth under circumstances and.at the locations design-
ated.
(a) Twenty (20) miles per hour when passing schools on
school days between eight (8:00) A.M. and five (5:00)
P.M.
(b) Twenty (20) miles per hour when passing a municipal or
school play ground between seven (7:00) A.M. and eight
(8:00) P.M., or when traversing a grade crossing or any
railroad.
(c) Twenty (20) miles per hour across any street intersection
in the City.
(d) Twenty -five (25) miles per hour on any street within
the limits of the City except as herein otherwise pro-
vided.

(e) Thirty -five (35) Miles per hour on Lauridsen
Boulevard from west margin of Laurel Street to west
boundary of city limits.
(f) Fifteen (15) miles per hour in any alley in the city.
(g) Thirty -five (35) miles per hour on First Street on
the east city limits to the east boundary of Race
Streets, and on "C" Street from the south margin of
Ninth Street to Lauridsen Boulevard, and thence west-
erly to the west margin of the intersection of Euclid
Avenue. Thirty -five (35) miles per hour on Marine
Drive from the thirty -five miles per hour speed sign
east of the plant of the Washington Pulp and Paper
Corporation to the fifteen miles per hour speed sign
one thousand feet west of the Salmon Club, Club House
on Ediz Hook. Thirty (30) miles per hour on Front
Street from the west margin of Ennis Street to the
east margin of Lincoln Street.
(h) Forty -five (45) miles per hour from the intersection
of Euclid Avenue with Lauridsen Boulevard westerly to
the westerly city limits.
(i) Fifteen (15) miles per hour from the city limits on
Ediz Hook westerly a distance of fifteen hundred
(1500) feet along Marine Drive. Fifteen miles per
hour on Marine Drive between the bridge at the lagoon
water -way and the oil tanks lying north of the
Washington Pulp and Paper Company factory buildings.
(j) It shall be unlawful for any person operating a motor
vehicle upon the city streets of Port Angeles to over
take and pass another vehicle proceeding in the same
direction, while upon any bridge or on any street
where properly posted signs forbid such passing.
HEAVY TRUCK SPEEDS
Section 23. It shall be unlawful to operate any truck or com-
bination of vehicles having a gross weight including, load, exceeding
ten thousand (10,000) pounds over and along the streets of the City
of Port Angeles, at a greater rate of speed than twenty (20) miles
per hour,(except) on First Street east of Race Street, on "C" Street;
south of Tenth Street and on Lauridsen Boulevard from Euclid-Avenue 1
to west city limits, the speed of such vehicles shall be as indicated
on signs posted on the above mentioned streets.

Laurel Street and a point eighty -three (83) feet north of the north
argin of Front Street and running thence northerly a distance of
sixteen (16) feet. Beginning at a point on the north curb line of
Front Street and a point ninety (90) feet west of the west margin of
Lincoln Street and thence running westerly a distance of twenty -
four (24) feet along said curb line. Beginning at a point on the
west curb line of Laurel Street and a point four (4) feet south of
the south margin of Front Street and thence running southerly a
distance of twenty feet along said curb line. Beginning at a point
on the north curb line of First Street and the east margin of Cherry,
Street and thence running easterly a distance of twenty -four (24)
feet along said curb line. Beginning at a poiht on the south curb
line of First Street and a point two hundred (200) feet west of the
west margin of Oak Street and thence running westerly a distance of
fifty (50) feet along said curb line. Beginning at a point on the
south curb line of First Street and a point one hundred and fifty
(150) feet east of the east margin of Oak Street and thence running
easterly a distance of twenty (20) feet along said curb line.

Beginning at a point on the east curb line of Lincoln Street and
a point ninety -six (96) feet north of the north margin of Second
Street and thence running southerly a distance of twenty (20) feet
along said curb line. Beginning at a point on the east curb line
of Laurel Street and a point two hundred and one (201) feet north J
of the north margin of Front Street and thence running northerly a d
distance of sixteen (16) feet. No cars or other vehicles of any
kind shall be parked at any time in front of the above designated
zones between 8:00 A. M. and 6 :00 P. M. during week days, except
for loading and /or unloading. Beginning at a point on the south curb
line of Front Street on the west margin of Laurel Street and running
thence westerly a distance of thirty (30) feet. Beginning at a
point on the south curb line of Front Street on the west margin
of Lincoln Street and running thence westerly a distance of thirty
(30) feet. No cars or other vehicles of any kind shall be parked
at any time in front of the above designated zones except regularly
licensed taxicabs belonging to the patties to whom said zones have
been duly allocated by the City Council.
Section. 25 Nothing herein shall be construed to limit or
any of the provisions of Ordinance Number 1180 of the City of Port
Angeles approved April 2nd, 1947 but the provisions herein shall be
concurrent therewith supplemental thereto or in extension of the
provisions thereof.
Section 26. Any person violating any of the provisions of
this ordinance or the rules, regulations or restrictions, as may
from time to time, be promulgated or adopted by the City Council
in accordance with the provisions hereof, shall be guilty of a
misdemeanor and upon conviction thereof shall be fined in the sum
not exceeding One Hundred Dollars 0100.00), or thirty days in jail
or both.

RELEASE FROM ARREST ON NOTICE TO APPEAR - EXCEPTIONS
Section 27. (a) Whenever any person is arrested for any
violation of this ordinance, except those mentioned in subdivision
b) hereof, the arresting officer may serve upon him a traffic
citation and notice to appear in court. The arrested person, in
order to secure release, and when permitted by the arresting officer,
ust give his written promise to appear in court as required by
the citation and notice by signing in the appropriate place the
r
itten citation and notice served by the arresting officer. Upon
Ithe arrested person's failing or refusing to sign such written
promise, he may be taken into custody of such arresting officer and
so remain or be placed in confinement.
Any person who cancels or solicits the cancellation of any
traffic citation, otherwise than provided in this section, shall
be guilty of a violation of this ordinance.

(b) The provisions of subdivision (a) of this section
shall not apply to'any person arrested and charged with an offense
causing or contributing to an accident resulting in injury or death
to any person or to any person charged with reckless driving, or to
any person charged with driving while under the influence of intoxi -'
!eating liquor or narcotic or other drug, or to any person whom the
rresting officer shall have good cause to believe has committed anyl
Felony; and the arresting officer shall take such person to the
•olice station to be booked.
FAILURE TO APPEAR UNLAWFUL
Any person who wilfully violates his written promise to
pappear, as provided in the above section, shall be guilty of a
violation of this ordinance, regardless of the disposition of the
charge on which he was originally arrested.
NOTICE TO APPEAR FOR UNLAWFUL PARKING

Section 28. Whenever any motor vehicle without an operator is
Found parked or angle parked in violation of any of the parking
restrictions of this ordinance, the officer finding it shall take its
registration number and other information displayed on the vehicle
*hich may identify its-user, and affix conspicuously to such vehicle ,
a notice in writing, on a form provided by the Chief of Police, for ,
ihe'operator to answer to the charge against him within seven (7)
clays, at a place apecified in the notice.
Any person who wilfully neglects to answer to the charges
et forth in the notice so affixed shall be guilty of a violation 1
tf this ordinance, regardless of the charges for which the notice was
originally issued.
POSTING OF BAIL WITH POLICE DEPARTMENT

Section 2a. (a)n The Police Judge shall designate the bail to I
tie posted for first, second, and third offenses which may be accepted'
at the Police Department provided the bail is within the limits I
established as penalties for violations of the provisions of this
Ordinance.
(b) Any person charged with an offense for which bail
ay be posted with the Police Department shall have the option of i
forfeiting such bail of it is posted within the time specified in r
he notice or of reouesting a trial as authorized by law. The date f
nd time of said trial must be set by the Police Department at the
time bail is posted.
DUTIES OF THE POLICE DEPARTMENT

Section zQ, (1) It shall accept designated bail from and issu4
receipts to sucuclT violators as are permitted and desire to forfeit I
bail. 1
(2) It shall accept designated bail from and issue receipts
to all persons who must, or wish to be, heard in court, enter the
time of their appearance on the court docket and notify the arresting
officer and witnesses, if any, to be present.

(3) It shall keep an easily accessible record of all
bail forfeitures and violations of the traffic ordinances of this
city of which any person has been charged, together with a record
of the final disposition of all such alleged offenses. Such record
shall be so maintained as to show all types of violations and the
total of each. Said record shall accumulate during at least a five
year period and from that time on the record shall be maintained
complete for at least the most recent five year period.
(4) If a violator of the parking or angle parking
restrictions of this Ordinance does not appear as provided herein,
the Police Department shall send to the owner of the motor vehicle
to which the notice was affixed, a letter informing him of the
violation, and warning him that he will be held responsible for the
appearance of the offender.
(5) If any person who has received a notice or summons as
provided herein, fails to appear within seven (7) days after the
receipt of such notice or summons, or if any person refuses to
deposit bail, as provided herein, or if any person who has received
notice of three (3) separate violations of the parking or angle
parking provisions of this ordinance fails to appear within seven
(7) days after the last of said notices has been given him or
affixed to his vehicle, as prescribed herein, the Police Department
shall forthwith have a complaint filed against him and secured
and issue a warrant for his arrest.
Section 31. That the following ordinances and parts of
ordinances No. 665, 751, 960, 1020, 1087 and 1184 and all other
ordinances and parts of ordinances in conflict hereof are hereby
repealed.
Section 32. This ordinance shall be in full force and effect I
thirty (30) days after its passage, approval and lawful publication.,
