HomeMy WebLinkAbout1351• ORDINANCE NO. )0 .5 AN ORDINANCE providing for the transfer of the sum of $5,000.00 from the Current Expense Fund to the Fire Department Cumulative Reserve Fund for the purchase of hose and other equipment as provided for in the 1955 budget, and For the transfer of the sum of $5,000.00 from Street Department Maintenance, Material and Supplies to the item of surf- acing and paving Sixteenth Street. WHEREAS, the Washington Rating Bureau requires that all fire hose be within seven years of age and the City of Port Angeles in the 1955 budget provided the sum of $5,000.00 for the purchase of fire hose and equipment under a Civil Defense Program, and tax .receipts are as yet insufficient in the Fire Department Cumulative Reserve Fund for the purchase of such hose and necessary equipment. There is now in the Current Expense Fund sufficient funds which may be temporarily loaned to the Fire Department Cumulative Reserve Fund a nd , J'IEREAS, Sixteenth Street from "C" Street ,esterly is now and for many years last passed has been used as a thorough -fare from Street Westerly to the city's garbage dump, which is a public !and municipal garbage dump, and said street also furnishes the only thorough -fare to the Ocean View Cemetery, which is owned and operated by the City of Port Angeles, and in addition thereto is the main thorough -fare to the Clallam County Air Port and the Clallam County ;,Fairgrounds. And said street constitutes a public thorough -fare for the use and benefit of the City as a whole and its improvement will 'lje for the benefit of the travel, and safety of all of the citizens bf Port Angeles, and HEREAS, there was provided in the budget of 1955 the sum Of $10,000 for the improvement of Sixteenth Street and said sum is Clow found to be insufficient for such improvement and there was pro- • • vided in the budget for Maintenance, Material and Supplies the sum of $12,000 and it is found that a certain portion of the same will be necessary for the completion of the surfacing of Sixteenth Street. NOV4, T'i£REFORE, TiE CITY COUNCIL OF THE CITY OF PORT !ANGELES DOES ORDAIN as follows: Section L: That the City Treasurer be, and she is hereby authorized and directed to transfer and loan from the Current Expense Fund of the City of Port Angeles to the Fire Department Cumulative Reserve Fund such sums as may be necessary to provide the amount budgeted in the Cum- ulative Reserve Fund, that is, to transfer to the Fire Department Cumulative Reserve Fund such sums as will provide the sum of $5,000 in such Fire Department Cum- ulative Reserve Fund less the amount that is received by said fund from taxes already paid in and received by the said City. Further, the City Council of the City of Port Angeles does ordain that if taxes are received and dredited to the Fire Department Cumulative Reserve Fund that the treasurer be, and she is hereby authorized and directed to pay such sums received and to credit the same to and repay them to the Current Expense Fund in the City until the full amount transferred from the Current Expense Fund to the Fire Department Cumulative Reserve Fund has been fully repaid to the Current Expense. BE IT FURTHER ORDAINED as follows: Section ii: That Sixteenth Street to "C" Street westerly to the City Garbage Dump be, and is hereby declared to be, a useful and public thorough -fare for the use and benefit of all of the tax payers of the City of Port Angeles, and the use of said street is only incidental to and in a minor part for the use and benefit_of abut- ting property owners. BE IT FURTHER ORDAINED that there be transferred the sum of $5,000 from the budget item of Maintenance, Material and Supplies to the budget item of Surfacing and Improving Sixteenth street, all within the Street Department. This ordinance shall be in full force and effect from and rafter five days from the date of its passage and publication in the manner provided by law.
