J9i AN ORDINANCE amending Ordinance No. 1328 of the City of Port Angeles which ordinance deals with the water system of the City of Port Angeles and sets rates for services, providing for increased rates and charges; setting up an additional charge for a construction fund, and creating a cumulative reserve fund for im- provement and replacement of water lines of the City of Port Angeles, and for providing adequate storage facilities. THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES ORDAIN AS FOLLOWS: Section 1. That Section 7 of Ordinance No. 1328 is amended to read as follows: Section 7. Conditions of connection or the extension of the City's service facilities shall be as follows: A charge of Fifty Dollars ($50.00) shall be made and deposited with the City at the time of making of an appli- cation for a new service connection on a City street and charge of i One Hundred Dollars ($100,00) on a street outside the City to cover the cost of tapping of the City's water main where such water main exists in the street abutting the property to be served. The amount of this charge set forth herein may be changed by resolution of the Council from time to time. Under these con- ditions the City shall tap its water main for a 3/4 inch service, i provide and install a 3/4 inch curb stop and install such length of 3/4 inch galvanized pipe not exceeding forty (40) feet, nec- essary to extend its service from existing main to the curb stop in the parking strip abutting the sidewalk area of said property to be served. For larger than 3/4 inch service, customer shall deposit and pay the cost of installation plus ten per cent. The customer shall be required, at his own expense, to provide a stop and waste valve upon his own premises, so installed as to enable f the customer to drain the plumbing upon his premises. The custom- er will then cause to be connected at his own expense such service pipe of 3/4 inch galvanized pipe or larger to the City's curb stop installation. All plumbing is to be installed by competent it plumbers not less than two (2) feet below street grade or finish grade upon that portion of private property, Before backfilling ' the customer shall notify the City to turn on the water for the City's determination of the work's compliance with the provisions li of this ordinance. No water pipe shall be laid within three (3) ;feet of any sewer line, nor in any sewer line ditch. Where service is requested requiring the exten- sion of water service pipes or mains where mains do not exist in the street abutting the property to which service is desired, the City may extend its service pipes a distance of forty (40) feet for and in consideration of the charges for a tap of its mains as set forth in this section, covering service where water mains ex- ist abutting property to be served, excepting that the customer shall pay for and furnish and install at his own expense all facil- ities needed beyond said forty foot distance from the City's water ;mains excepting as follows: That the customer or customers may take advantage of the laws of the State of Washington in the crea- tion of "Local Improvement Districts" for the extension of water mains, and, further, that the City may enter into guaranteed reve- nue contracts subject to approval of the City Council wherein the revenue is guaranteed sufficient to cover operation, maintenance, 1 'amortization, interest and all other charges incident thereto, said contracts to apply to customers within and without the corporate limits of the City but limited to the City's service area as de- fined in Section Three (3). Said guaranteed revenue agreements may provide for cash payinents in various amounts in addition to the guaranteed monthly service charges contained therein and may be satisfied in full by the provisions of such agreements.. No such agreement shall endure over a period in excess of ten (10) years and may be written for terms of five years ar lesser time. Where -2- a customer requests change in size of service, such new service shall be treated as an original installation. Section 2. Section 19 of Ordinance No. 1328 is amended to read as follows: Section 19. RATES: A. Residential Monthly Service Rate: The following rates and charges are applicable to service rendered within the corporate limits of the City of Port Angeles and the following monthly or fixed rates shall be intended for single family resident services. The monthly rates for use of water other than measured by meter shall be known as "Fixed Rates" and shall be as follows: RESIDENTIAL RATE CONSTRUCTION FUND Basic Rate $1.60 $ .80 For this Basic Rate customer shall be entitled to yard faucets and to one cold and one hot water tap, in connection with one sink and one lavatory. For each connection to City Service, not less than the Basic Rate shall be charged and in addition thereto, the following rates shall be charged and imposed: FOR EXTRA CONSTRUCTION FUND Bath or Shower .25 $ .12 Toilet .30 .15 Public Urinal .55 .28 Lavatory or Sink .15 .08 Laundry Fixtures .15 .08 The minimum monthly charge for water supplied at Fixed Rates shall be as follows: H FOR FIXED RATES CONSTRUCTION FUND Service $1.60 $ .80 1/4 " It 3.25 1.63 1i►► " 4.50 2.25 2.00 " " 137 6.75 4" " 18.75 9.37 B. C. ") meter installation, the six inch (6 ") meter charge shall apply. Section 3. The rates and charges as set out above in Sec- tion 2 of this ordinance are to go into effect on the 1st day of April, 1959. Section l}. There is hereby created a Cumulative Reserve Fund for improvement and replacement of water lines of the City of Port Angeles and providing adequate storage facilities for water into which fund all amounts collected under this ordinance for "Construction Fund" shall be deposited by the City Treasurer.
