HomeMy WebLinkAbout1480• ORDINANCE NO. /3/4947 AN ORDINANCE of the City of Port Angeles amending the electric rate and Section 11.45 of the Code of the City of Port Angeles. THE CITY COUJNCIL OF THE CITY OF PORT ANGELES DO ORDAIN that Section 11.45 of the Code of the City of Port Angeles is amended to read as follows: "Section 11.45. Schedules of rates and use regulations for such schedules. The monthly rate for electricity consu led shall be in accordance with the following schedules: (a) Schedule I. Residential and Commercial Water Heat- ing. Availability: All commercial and residential existing accounts. Not available for new installations. Rate: Minimum $1.00. 8 mills per Kilowatt Hour. (b) Schedule II. Residential Service. Availability: To individually metered residential accounts in residences, duplexes, apartments and multiple dwellings, and churches. This schedule covers general residential lighting, heat- ing, cooking or water hearing. Rate: Minimum charge $1.00 per month where no electric space heating is installed. $7.00 per month with space heating. First 100 KWH: $ .02 Next 200 KWH: .01 Excess: .0075 (c) Schedule III. All Electric Residential Service. Availability: Optional all electric residential lighting, water heating, cooking and heating, rate available only to single family residences, and individual residential accounts in apart- ments, duplexes and multiple family dwelings. Rate: Minimum charge: $5.00 per month First 500 KWH: 5.00 Next 1000 KWH: .0055 Excess: .0075 Limitations: A. Clothes Dryers: Maximum wattage 6500 watts. B. Water Heaters: Water heaters shall be of in- sulated tank storage type of not less than forty gallons capacity, heated by two non - inductive elements, each individually controlled by its associated thermostat. The upper element wattage is not to exceed 3.5 times the lower element wattage and the maximum wattage for both elements shall not total in excess of tank capa- city. 1 C. Electric Heat: When over,-150O KWH -.are used =per ' month and customer has,d1.1 electric'kitchen -and heating approved 5 n nf,K by the City, a rate of.006 will be installed upon request. Any electric space heating equipment used or installed under this schedule shall be of 220 volt and shall have individual thermo- static control for any heater or combination of heaters, of a capacity of 4000 watts, except that single thermostatic control for each room may be authorizeduhere floor or baseboard heating is installed. The minimum charge where space heating is in- stalled under this schedule shall be $7.00 per month. (d) Schedule IV. Service pursuant to this subsection shall be commercial and industrial and shall be available to non- residential accounts and for nonresidential lighting and indus- trial power including baking and water heating. First 100 KWH @ $.025 per KWH Next 400 KWH @ .015 Per KWH Next 2500 KWH @ .010 per KWH Over 3000 KWH @ .0075 per KWH In no case is the minimum charge pursuant to this subsection to be less than one dollar per month or fraction there- of, or fifty cents per horsepower of connected motor load up to twenty horsepower, whichever is greater. For connected motor loads in excess of twenty horsepower, the City may determine the diversity factor for billing purposes. No individual motor welder or X -ray type of equipment having a single -phase rating of more than two horsepower or three -phase rating of more than five horse- power, may be installed, relocated or rearranged under this schedule, except with prior written approval from the Light De- partment. The City reserves the right to meter at primary voltage any loads in excess of fifty kilowatts. (e) Schedule V. Service pursuant to this subsection shall be available to all industrial manufacturing and processing plants and other commercial load approved by the Light Department in excess of fifty KW demand, where lighting load does not exceed fifteen per cent of total connected load, and optional to govern- mental and municipal accounts. Rate per month for service pursuant to this subsection shall be as follows: Demand charge: $.75 per KW of billing demand. First 200 KWH per KW of billing demand:$ .006 'per KWH. Next 100 KWH per KW of billing demand:,+ .005 24054er KWH. Excess KWH's :1 .004 wasTs per /KWH. Billing demand as used in this subsection shall be the highest of the following: 1. Highest actual measured fifteen minute demand for the month. 2. Seventy per cent of the highest demand established for the eleven preceding months. City reserves the right to meter at primary voltage any consumer served under this schedule. A discount of five per cent from gross billing will be granted to any consumer owning and maintaining its own substation and associated equipment for their exclusive use and taking energy at primary distribution voltage. Consumers are required to maintain a power factor at ninety -five per cent or better. If the average power factor is below ninety -five per cent then the registered kilowatt demand shall be adjusted by multiplying by ninety -five per cent and divid- ing the result by the average power factor. The City shall not be obligated to deliver electrical energy to consumers whose power factor is below seventy -five per cent lagging. Method of adjusting power factor shall be in con- formity with accepted standards of the industry. • • City shall have the right to install such metering equipment as it desires to determine any and all operating condi- tions. In the event of fault with metering equipment ui q pment the City shall have the right to estimate both demand and kilowatt hours on the basis of hours operated and previous experience of the con - sumer. The monthly demand may be determined by test or inspec- tion of the premises served. The customer shall be entitled to the installation of recording demand meters when so desiring. This schedule is based on a single delivery voltage of either single or three phase at either primary or secondary distribution volt- ages commonly used for industrial loads. The minimum charge under this schedule is not less than one dollar per kilowatt of billing demand per month, or fraction thereof. Service at 69,000 volts or covering special condi- tions shall be covered by contract. (f) Schedule VI. Industrial rate 500 kilowatts of de- mand and over. Energy delivered under this schedule shall be un- regulated three phase, 60 cycle, A.C. supplied from the subtrans- mission system. The nominal potential shall be 13,800 volts. The metering shall be at or corrected to the transmission voltage level. This schedule shall cover energy supplied for in- dustrial purposes where the demand is 500 kilowatts and over and the customer is supplied by the unregulated subtransmission system. The rate or charge for such service shall be the energy charge plus the demand charge and shall be no less than the t • minimum charge, computed as follows: Energy charge: First 200 KWH per KW billing demand per month at $0.0055 per KWH. Second 200 KWH per KW of billing demand per month at $0.003 per KWH. All over 400 KWH per KW of billing demand per month at $0.002 per KWH. Demand charge: $0.75 per KW of billing demand per month. Billing de- mand shall be no less than seventy -five per cent of the highest billing demand occurring during the preceding eleven months, or 500 KW, whichever is greater. Minimum charge: $1.75 per KW of billing demand per month, and not less than $500.00 per month. The demand shall be the maximum fifteen minute de- mand of the month, to the nearest whole number, measured by a de- mand meter. Customers operating welders, X -ray machines, log dumps, elevators, etc., whose intermittent operation does not per- ;pit demand metering, shall be billed an additional charge of $0.50 per KW of name plate rating or $0.50 per KW of demand as determined by test. A ten per cent discount shall be allowed customers who supply their own substation. • • When the customer's average power factor falls be- low ninety -five per cent as measured by a reactive meter, the billing demand will be increased one per cent for each percentage point below the ninety -five per cent required. Minimum billing and demand charges will be applied after the correction for low power factor. This schedule and service shall be subject to the general rules and regulations of this chapter. (g) Schedule VII. The rate for municipal street light- ing shall be .005 per KWH, and all other municipal services .005 per KWH. (h) Contract sales. Nothing in this section shall pro- hibit the City from entering into special contracts covering electrical power service at rates other than herein specified to meet specific operating conditions. The City may also enter into guaranteed revenue contracts which are designed to repay capital outlay and service cost; provided, that such contracts do not ex- ceed the term of five years."
