J 7 AN ORDINANCE of the City of Port Angeles providing for a charge and permit for the right to discharge certain waste into the sanitary sewers, and providing for penalties. BE IT ORDAINED by the City Council as follows: Section 1. No person engaged in the collection and dis- posal of materials from cesspools, septic tanks, chemical toilets, portable toilets and privies, as a business or commercial enter- prise, may discharge into the sanitary sewer system any of the materials so collected without having first obtained from the City "Treasurer a permit to do so. Section 2. The permit shall consist of a receipt given by the City Treasurer in return for the payment of the fee hereafter 'stated. Section 3. The fee for said permit shall be $120.00 annu- lally and shall be payable on July 1st of each year: Provided that, the Treasurer will pro rate the fee from the passage of this ordi- lnance until July 1, 1966. Section 4. Wastes discharged into the sanitary sewer system Ilshall be discharged only at such points designated by the City °Manager, and in a clean, inoffensive manner satisfactory to the City Manager. Equipment and methods used by the permittee to dis- charge, if offensive, shall be grounds for refusal to grant such Lpermit. Section 5.
