HomeMy WebLinkAbout1835r • ORDINANCE NO. //I AN ORDINANCE providing for the adoption, administra- tion, and enforcement of portions of the State Build- ing Code and repealing any Ordinances of the City or portions thereof in conflict therewith. BE IT ORDAINED by the City Council of the City of Port Angeles as follows: Section 1: This Ordinance shall be known as the Building Code of the City of Port Angeles. Section 2: Pursuant to the State Building Act, Ch. 96, Laws of 1974, 1st Ex. Sess., enacted by the Washington State Legislature the following codes are hereby adopted subject to the amendments hereinafter set forth in Section 3 of the Ordinance. (1) Uniform Building Code and Related Standards, 1973 Edition with Appendices, published by the International Conference of Building Officials; (2) Uniform Mechanical Code, 1973 Edition, includ- ing Chapter 22, Fuel Gas Piping, Appendix 'B', published by the International Association of Plumbing and Mechanical Officials and the Interna- tional Conference of Building Officials; (3) The American National Standard Specifications for making Building and Facilities Accessible To, and Usable By, the Physically Handicapped, publish- ed by the American National Standards Institute, Inc., Document ANSI A117.1 -1961 (reaffirmed 1971). (4) Uniform Sign Code, 1973 Edition, published by the International Conference of Building Officials. (5) Uniform Housing Code, 1973 Edition, published by the International Conference of Building Officials. (6) Dangerous Buildings Code, 1973 Edition, publish- ed by the International Conference of Building Officials In case of conflict among the Codes enumerated in Sub - Sections (1), (2), (3), (4), (5), and (6) of this section, the first named code shall govern over those following. Section 3: Pursuant to Section 4 and Subsection (3) and (4) of Section 6 of the State Building Code Act, Ch. 94, Laws of 1974, 1st Ex. Sess., and Section 2, above, the following amend - ments to the State Building Code are hereby adopted and apply within this jurisdiction: Volume 1, Table 5 -A, (Page 51) of the Uniform Building Code and related standards, 1973 Edition, is amended as follows: following the sentence "For Types 1, II and 1II construction see sections 1803, 1903 and 2003 "., add the sentence "See Section 1603 (d) for exterior wall protection of buildings in Fire Zone No. 2 "; Volume I of said Code (page 95) in Section 1603 is amended by adding the following Subsection "(d) Exterior wall Protection. Exterior walls less than twenty feet (20') from an adjacent property line shall be not less than two -hour, fire resistive construction." Volume I of said Code, Section 2103(a) (Page 117) is amended as follows: following the sentence "For fire protection of exter- ior walls and openings as determined by location on property, see Section 504 and Table 5 -A. "add the sentence "See Section 1603(d) for exterior protec- tion of buildings located in Fire Zone No. 2 "; Volume I of said Code, Section 2203(a) (page 119) is amended as follows: following the sentence "For fire protection of exterior walls and openings as determin- ed by location on property, see Section 504 and Table No. 5 -A" Add "see Section 1603(d) for exterior protection of buildings located in Fire Zone No. 2;" Section S -301, Chapter 3 of the Uniform Sign Code is amended by adding thereto the following wording: "Provided that presently existing signs not in conformity with this code, as amended, may be maintained in their present condition unless hazard- ous, but may not be altered or reconstructed unless in conformity with this code. "; and Section S -304 thereof is amended to read as follows: "A sign permit fee and plan - checking fee shall be paid in accord- ance with the following schedule: Under $100.00 $100.00 to $500.00 Over $500.00 to $1,000.00 Over $1,000.00 $5.00 15.00 20.00 25.00 Section 4: The following Ordinances of the City of Port Angeles are hereby repealed: Ordinance No. 1707. Section 5: It shall be unlawful for any person, firm, or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy, or maintain any building or structure in the City, or cause the same to be done, contrary to or in violation of any of the provisions of this ordinance. Section 6: Notwithstanding the provisions of Section 205 of the Uniform Building Code and Section 202 of the Uniform Mechanical Code, any person, firm, or corporation, violating any of the provisions of this ordinance shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of any of the provisions of this ordinance is committed, continued, or permitted, and upon convic- tion of any such violation such person shall be punishable by a fine of not more than $500.00 or by imprisonment for not more than 6 months or by both such fine and imprisonment. Section 7: If any provision of this ordinance, or of the codes referred to herein, or its application to any person or circumstance is held invalid, the remainder of the ordinance, or the application of the provision to other persons or circumstances is not affected. PASSED by the City Council of the City of Port Angeles and approved by its Mayor at a regular meeting of the Council held on the /7 day of December, 1974.
