HomeMy WebLinkAbout1938follows: ORDINANCE NO. /9938 AN ORDINANCE of the City Council of the City of Port Angeles amending and repealing certain sections of the City Code with reference to establishing procedures for allocation of water during periods of water shortage. THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES ORDAIN as Subsection (e) of Section 6 of Ordinance No. 1919 and Section 24.23 of the Code of the City of Port Angeles are hereby amended to read as follows: (e) Emergencies and Turn -on Charge, 1. Where necessary for the protection of public health, safety and �i T" ti -; r " welfare, the City Manager may require any user to reduce or discontinue his con - t +s r sumption of City water. } �r ""'`•, r-� • ;� r .. 2. The following procedures shall be adhered to during times of water shortage: a. Serious Water Shortage - The Mayor or City Manager shall request the cooperation of the citizens in going to an alter- nate day watering system. b. Critical Water Shortage - The Mayor or City Manager shall notify all citizens through the news media that outside water- ing of lawns, gardens, shrubs, etc., are restricted to one day a week and that other water conservation efforts in busi- nesses and homes should be intensified. c. Emergency Water Shortage - Declared by action of the City Council... An emergency water shortage is defined as exist- ing when the amount of water available is not sufficient to meet the demands of the community and maintain adequate levels in the reservoirs for fire protection. (1) Permitted uses during periods of emergency water short- age shall include, but not be limited to, consumption, cooking, bathing, clothes washing, sanitary purposes, etc. (2) Prohibited uses during periods of emergency water shortage shall include, but not be limited to, out- side watering suchtas lawns, shrubs, gardens, flowers, etc.; washing of cars, trucks, boats, campers, etc.; hosing or washing down of sidewalks, driveways, car- ports, patios, etc. (3) Commercial and industrial water users during periods Y M • { of.emergency water shortage shall be limited to a monthly' consuniption'equivalent to that used during ► 1.x the month of January 1977.- d. -Water users e observed by-any city employee violating water use restrictions shall be given written warning of their vio- lation. A second violation during the periodof.restricted water use shall result in the user being assessed an emer- gency water rate. To document usage under the emergency water rate, the City shall install a water meter at the City's expense to record water usage. e. Emergency Water Rates (1) Commercial or industrial water users shall pay a sur- charge of $5 per 1,000 cubid feet over the amount used in January 1977. (2) Redidential water users shall pay according to the follow- ing schedule: First 600 cubic feet or fraction thereof -$6.00 Next 600 cubic feet per 100 cubic feet - 2.00 Next 600 cubic feet per 100 cubic feet - 4.00 3. The City Manager shall have the authority to grant waivers from this ordinance if, in his judgment, application of this ordinance would result in extraordinary hardship that would not be required of other citizens. • PASSED by the City Council of the City of Port Angeles and approved by its Mayor at a regular meeting of the Council held on this / '1 ATTEST: , 1977.
