HomeMy WebLinkAbout2137ORDINANCE NO. a/37 AN ORDINANCE of the City of Port Angeles establishing rates for the sale of electricity, amending Sections 1 through 10 of Ordinance 2054, and Section 13.12.010 though .100 of the Port Angeles Municipal Code, and repealing Sections 11 thorugh 18 of Ordinance 2054, and Sections 13.12.110 through 160 of the Port Angeles Municipal Code. s, S d/ OR' .7/37 THE CITY COUNCIL OF THE CITY OF PORT ANGELES DO ORDAIN as follows: Section 1 of Ordinance 2054, and Section 13.12.010 of the Port Angeles Municipal Code are each amended to read as follows: Section 1: GENERAL PROVISIONS APPLICABLE TO ALL SERVICES: 1. Any single motor of over three horsepower, single phase; any single motor of over five horsepower, polyphase; and welders and x -ray equipment; shall not be placed in service without prior approval from the Light Department. 2. When a request for service requires an extension of distribution facilities to serve new loads or customers, the Light Department will determine the amount of construction costs, if any, to be paid by the customer prior to actual construction. It shall be the customer's responsiblity to provide and clear at least a 20 foot access to within 150 feet of the metering point. All required rights of way and /or easements, properly executed, must be in the City's possession before construction is started. The City may require the customer to install and maintain poles, wires and /or other equipment on his property necessary to serve at a greater distance than 150 feet from the City's supply facilities to the customer's metering point. 3. Any changes or re- arrangements of the Light Department's facilities at the request of the customer will be done only if the customer pays all costs associated with the change or re-arrangements, including overhead. 4. Metering shall be provided as specified by the Light Department, which shall have the right to install such equipment as it finds necessary to determine any and all operating conditions. 5. When the customers average power factor falls below 95% as measured by a reactive meter, the billing demand will be increased one percent for each percentage point below 95%. Minimum billing and demand charges, if applicable, will be applied after the correction for low power factor. The City shall have the right to refuse or discontinue service to any customer not maintaining a power factor of at least eighty percent (80 %). • Section 2 of Ordinance 2054, and Section 13.12.020 of the Port Angeles Municipal Code are each amended to read as follows: Section 2: ELECTRIC RATE: The monthly rate for electricity consumed shall be in accordance with Section 13.12.030 through Section 13.12.070. Section 3 of Ordinance 2054, and Section 13.12.030 of the Port Angeles Municipal Code are each amended to read as follows: Schedule R - Residential Service. 1. Applicable to single phase electric service in residences (single family detached dwellings, duplexes, multifamily dwellings, apartments). 2. Rate: a. Customer Charge b. All KWH Section 4 of .Ordinance Port Angeles Municipal Code $5.00 $0.0193 per KWH 2054, and Section 13.12.040 of the are each amended to read as follows: Schedule G1 - General Service, without demand metering. 1. Applicable to governmental agencies, schools, churches, municipal and commercial accounts, multiple dwellings with a single meter and all industrial accounts not included under Schedule IP, provided this schedule shall not be applicable if the customer is demand metered. 2. Rate: a. Customer charge $10.00 b. All KWH $0.0180 per KWH Section 5 of Ordinance 2054 and Section 13.12.050 of the Port Angeles Municipal Code are each amended to read as follows: Schedule G2 - General Service, demand metered. 1.. This schedule is applicable to governmental agencies, schools, churches, municipal and commercial accounts, multiple dwellings with single meters and all industrial customers not covered under Schedule G1. 2. Rate: a. Customer charge b. All KWH c. Demand $10.00 $ 0.0106 per KWH $3.45 per KW o:f billing demand Section 6 of Ordinance 2054 and Section 13.12.060 of the Port Angeles Municipal Code are each amended to read as follows: Schedule IP- INDUSTRIAL PRIMARY. 1. This schedule is applicable to industrial, manufacturing and processing plants where connected load is greater than 500 kilowatts. Energy delivered under this schedule shall be unregulated three phase, 60 cycle, A.C. at primary voltage. 2. Rate: a. Billing demand for the month shall be the highest of the maximum fifteen minute demand for the month or five hundred (500) KW. b. Demand charge: December -May $4.10 per KW of billing demand June - November $2.72 per KW of billing demand c. Energy charge: September -March $0.0079 per KWH April- August $0.0072 per KWH Section 7 of Ordinance 2054, and Section 13.12.070 of the Port Angeles Municipal Code are each amended to read as follows: Schedule Y - Yard Lighting. 1. Yard lights are available upon request. After approval by the Light Department, yard lights will be installed and energy furnished on private or public property for the use and convenience of customers. The customer will be responsible for installation of any new poles required. A one year contract for service will be required before the light will be installed. 2. Rate: Each light $8.50 Section 8 of Ordinance 2054, and Section 13.12.080 of the Port Angeles Municipal Code are each amended to read as follows: Section 8: CONTRACT SALES. The City reserves the right to enter into special contracts covering electric power service at rates other than herein specified to meet specific operating conditions. The City may also enter into guaranteed revenue contracts designed to repay capital outlay and service costs, provided such contracts do not exceed a term of five years. Section 9 of Ordinance 2054 and Section 13.12.090 of the Port Angeles Municipal Code are each amended to read as follows: Section 9: SERVICE CHARGES. The following service charges shall apply: (1) Installation and removal of temporary service: $ 22.00 (2) Turn ons during regular working hours $ 6.00 (8 :00 AM to 4:30 PM): (3) Turn ons after regular working hours: $22.00 (4) Service ,ails on customers equipment and meters:$11.25 (5) Installation of new services: (6) Revision of existing services: Section 10: REPEALER. Sections 11 through 17 of Ordinance 2054 and Sections 13.12.110 through 13.12.160 of,'-the Port Angeles Municipal Code are hereby repealed. Section 11: EFFECTIVE DATE.
