A/7,0 AN ORDINANCE of the City of Port Angeles amending the interest rate on assessments in Local Improvement District No. 203, extending the period for prepayment of assessments, and amending Ordinance No. 2157. WHEREAS, after notice and hearing on the assessment roll for Local Improvement District No. 203 in the manner provided by law, the assessment roll was approved and confirmed, the assessments were made and levied and a maximum interest rate on the unpaid balance of assessments was fixed by Ordinance No. 2157; WHEREAS, the City Council deems it necessary in order to sell bonds of Local Improvement District No. 203 to increase such maximum rate; and WHEREAS, the City Council deems it fair and reasonable to extend the period during which assessments may be paid without penalty_, interest or costs; now therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES, as follows: Section 1. Section .2 of Ordinance No. 2157 is hereby amended to read in its entirety as follows: Section 2. Each of the lots, tracts, parcels of land and other property shown upon said roll is hereby declared to be specially benefited by said improvements in at least the amount charged against the same, and the assessment appearing against the same is in proportion to the several assessments appearing upon said roll. There is hereby levied and assessed against each such lot, tract, parcel of land and other property appearing upon said roll the amount finally charged against the same thereon. Said amount or any portion thereof may be paid at any time within thirty (30) days from the date of the first publication of the City Treasurer's notice that the assess- ment roll has been placed in her hands for collection without penalty, interest or costs and thereafter the sum remaining unpaid, if any, may be paid in ten annual install- ments with interest on the whole unpaid sum at a rate not to exceed ((13)) 18% per annum. Commencing one year after a date, thirty (30) days after the first publication of said 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 notice, and each year thereafter, one of said installments together with the interest due thereon and on all install- ments thereafter to become due shall be collected as pro- vided by law and the ordinances of the City of Port Angeles, Washington. Section 2. The time within which the amount of any assess- ments levied against property within Local Improvement District No. 203 or any portion thereof may be paid without penalty, interest or costs is hereby extended to include a period within ten (10) days from the date of first publication of the City Treasurer's notice that the maximum interest rate on'unpaid assessments has been amended and the prepayment period has been extended. The City Treasurer is hereby directed to give notice thereof by publication once a week for two consecutive weeks in The Daily News and, on or before the first such publication, to mail a like notice to each owner or reputed owner whose name appears on the assessment roll at the address shown on the tax rolls of the Clallam County Treasurer for each item of property on the assessment roll. Section 3. This ordinance shall become effective five (5) days after its passage, approval and publication.
