E3gs4 AN ORDINANCE of the City of Port Angeles establishing rates for service and septic tank discharge, establishing a septic tank discharge permit, and amending Section 1 of Ordinance 1258, Section 3 of Ordinance 2019, Sections 2(a) and (b) and 3 of Ordinance 1548, and Sections 1 and 2 of Ordinance 1696, and repealing Ordinance 1575. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES as follows: Section 1. Section 1 of Ordinance 2258, Section 3 of Ordinance 2019, Section 1 of Ordinance 1696, and Section 2(a) and (b) of Ordinance 1548 are each amended to read as follows: (a) The charge for each single residential unit and each living unit shall be the sum of $7.40 per month. (b) Each commercial and industrial discharger connected with the City water system shall be charged monthly a customer charge of $1.35 per month plus $0.39 per 100 cubic feet for the amount of metered water consumed by the user in the billing period. Section 2. Section 2 of Ordinance 1696 and Section 3 of Ordinance 1548 are each amended to read as follows: Section 3. Hook -up. The owner or owners of each lot or parcel of real property within the area served or to be served by the sanitary sewage disposal system of the City of Port Angeles as it now exists or as it may be extended, upon which such lot or parcel there is or shall be situated any building or structures for human occupation or for any purpose requiring the use of water which will produce waste, shall forthwith cause a connection to be made between said sanitary sewage disposal system and each such building or structure. All premises within 300 feet of a sanitary sewer or lateral thereof upon which any portion of such building or structure is situated shall be deemed to be within the area served by such sewerage system, provided -1- that the City Manager, the City Engineer and the City Sanitarian acting in concert may issue a revocable permit waiving this requirement if, in their opinion, such an installation is economically unfeasible due to topographic conditions and a sanitary problem will not be created. Any person requesting such a permit and being denied one may appeal the decision to the City Council within thirty (30) days after receiving notice of denial of such permit. Section 3. Commercial and industrial dischargers which have a lower water or wastewater discharge into the public sewers than is reflected by their water consumption may apply in writing to the Department of Public Works to have their sewer charges calculated at the rate of $0.44 times the total number of Equivalent Plumbing Fixtures. The total number of Equivalent Plumbing Fixtures shall be calculated, based upon the following table, which is hereby adopted from the United States of America Standards Institute National Plumbing Code, USASI, A40.8 -1955: EQUIVALENT PLUMBING FIXTURE UNITS EQUIVALENT PLUMBING FIXTURE TYPE FIXTURE UNITS One bathroom group consisting of tank- operated water closet, lavatory, and bathtub or shower stall 6 Bathtub (with or without overhead shower) 2 Bidet 3 Combination sink -and -tray 3 Combination sink - and -tray with food - disposal unit 4 Dental unit or cuspidor 1 Dental lavatory 1 Drinking fountain 15 Dishwasher, domestic 2 Floor drains 1 Kitchen sink, domestic 2 Kitchen sink, domestic, with food waste grinder 3 Lavatory 1 Lavatory 2 Lavatory, barber, beauty parlor 2 Lavatory, surgeon's 2 Laundry tray (1 or 2 compartments) 2 Shower stall, domestic 2 Showers (group) per head 3 Sinks Surgeon's 3 Flushing rim (with valve) 8 Service (trap standard) 3 -2- EQUIVALENT PLUMBING FIXTURE TYPE FIXTURE UNITS Service (P trap) 2 Pot, scullery, etc. 4 Urinal, pedestal, syphon jet, blowout 8 Urinal, wall lip 4 Urinal stall, washout 4 Urinal trough (each 2 -ft. section) 2 Wash sink (circular or multiple) each set of faucets 2 Water closet, tank - operated 4 Water closet, valve - operated 8 Section 4 A. No person engaged in the collection and disposal of materials from cesspools, septic tanks, chemical toilets, portable toilets and privies, as a business or commercial enterprise, may discharge into the sanitary sewer system any of the materials so collected without having first obtained from the Director of Public Works a Septic Tank Discharge Permit. B. The fee for said permit shall be $1,500 annually and shall be payable on January 1st of each year. C. Wastes discharged into the sanitary sewer system shall be discharged only at such points designated by the Director of Public Works and in a clean, inoffensive manner satisfactory to the Director of Public Works. Equipment and methods used by the permittee to discharge, if offensive, shall be grounds for refusal to grant such permit. D. On January 1, 1985, and on the first day of January of any succeeding year, each permittee shall file with the Director of Public Works a certificate giving the number of loads or partial loads discharged under the permit during the previous year. E. Any person, firm or corporation violating any of the provisions of this Section shall be guilty of a misdemeanor. Section 5 Repealer. Ordinance 1575 is hereby repealed. Section 6 Severability. If any provision of this Chapter or its application to any person or circumstance is held -3- • • invalid, the remainder of the Chapter or the application of the provision to other persons or circumstances is not affected. Section 7 Effective Date. This Ordinance shall take effect January 1, 1985. PASSED by the City Council of the City of Port Angeles at a regular meeting of said Council held on the ±,day of 1984.
