AN ORDINANCE of the City of Port Angeles
Authorizing the City Council to vary the
City Gymnasium regulations in appropriate
circumstances, designating this Ordinance
as a public emergency ordinance, and
amending Section 4 of Ordinance 2071 and
Section 12.08.040 of the Port Angeles
Municipal Code.
THE CITY COUNCIL OF THE CITY OF PORT ANGELES DOES
HEREBY ORDAIN AS FOLLOWS:
Section 1. Section 4 of Ordinance 2071 and Section
12.08.040 of the Port Angeles Municipal Code are each amended to
read as follows:
12.08.040 Permit - Applications.
A. An applicant for a permit to use the facility shall
file an application with the Director of Parks and Recreation at
least thirty (30) days prior to the date sought for use of the
facility, and shall provide the following information:
1. Sponsor of the activity;
2. Nature of the event;
3. Date of the event;
4. Expected attendance;
5. All other such information as may be required by
the Director of Parks and Recreation.
B. The Director of Parks and Recreation shall review the
application for sufficiency, and shall then refer all applica-
tions for activities permitted in sub - sections A through E, under
Section 12.08.020, to the Park, Recreation and Beautification
Commission, which Board shall review the consistency of the
application with the terms and conditions of this Chapter, the
rules adopted pursuant to the authority of this Chapter, and all
other ordinances of the City and laws of the State.
C. The City Council shall review the recommendation of the
Park, Recreation and Beautification Commission, upon the same

criteria as used by the Board. The City Council shall determine,
by motion, whether a permit for the activity requested shall be
issued. In appropriate circumstances, the City Council may issue
a permit for an activity that varies from the terms and con-
ditions of this Chapter, provided that the public health, public
safety, public property and public peace are adequately pro-
tected.
D. The permit shall be acted upon by the City within
twenty (20) days of the date of application.
Section 2. This Ordinance is hereby designated as a
public emergency ordinance necessary for the protection of public
health, public safety, public property or the public peace and
shall be effective upon adoption.
PASSED by the City Council of the City of Port Angeles
at a regular meeting of said Council held on the 19th day of
February, 1985.

SUBJECT: Amendment to City Gymnasium Ordinance
ISSUE: Should the City Gymnasium Ordinance be amended to allow
the City Council to vary the regulations that apply to activities
that require a permit to use the City Gymnasium?
BACKGROUND /ANALYSIS: At the February 5, 1985 City Council meet-
ing the Council requested the City Attorney to draft an amendment
to the City Gymnasium Ordinance that would allow the City Council
to vary the regulations that apply to activities that require a
permit to use the City Gymnasium. Attached please find an amend-
ment to the City Gymnasium Ordinance that would accomplish the
Council's intended purpose. The specific change is the addition
of a single sentence to the end of Subsection PAMC 12.08.040 C.
RECOMMENDATION: The attached ordinance would allow the City
Council to vary the regulations that apply to activities that
require permits for use of the City Gymnasium. If-the.Council
wants more discretion in permitting such activities, the attached
ordin. -.ce should be adopted.
