BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES as follows: Section 1. The following position classification and pay plan for the Fire Department employees is hereby adopted effective January 1, 1985. All of the wages and compensation shall be paid in bi- weekly installments to be as nearly equal as the established accounting procedure of the City of Port Angeles will permit, and shall be paid within five working days after the close of the established payroll period for each month during the year, or as soon thereafter as the established accounting proce- dure of the City of Port Angeles will permit, except the last installment shall be paid on the last working day of December, 1985. Lannoye, City F lerk APPRO D AS TO FORM: Craig D.itnutson, City Attorney PUBLISHED: (0111.65- • MEMORANDUM March 29, 1985 TO: Mayor Whidden and Councilmembers FROM: Manager Flodstrom RE: 1985 -- 1987 Labor Contract - Port Angeles Firefighters #656 ISSUE: Subsequent to recent negotiations and based on the findings of the 1984 City of Port Angeles Fire Department Compensation and Classification Study, Port Angeles Firefighters Local 656 has ratified the following labor settlement: SUMMARY OF FIRE 656 SETTLEMENT 1985 - 1987 Term: Three -year contract - January 1, 1985 to December 31, 1987 Salary Schedule: Adoption of the following salary schedule based on the results of the salary survey and the firefighters trade for longevity: A B C D E F Firefighter 1820 1913 2011 2114 2222 2335 FF /Paramedic 1890 1986 2087 2193 2305 2423 Captain 2488 2565 2642 COL Adjustment: 1985 - 2.3% (80% of CPI -W, Seattle, Nov. - Nov.) 1986 - 80% of CPI -W, Seattle, Nov. 1984 - Nov. 1985, Min. 2% - Maximum 6% 1987 - 80% of CPI -W, Seattle, Nov. 1985 - Nov. 1986, Min. 2% - Maximum 6% Longevity: Longevity pay will no longer be a provision of the Contract. Holidays: Addition of one additional floating holiday. Effective January 1, 1986, Lincoln's Birthday will be traded for a floating 410 holiday. Comp. Time: Effective January 1, 1987, one additional Type B Comp day will be added to the Contract. Tuition and Books Reimbursement: Addition of 80% tuition and books reimbursement for pre- approved courses by the Chief. Courses must be passed with a minimum passing score. Clothing Allowance: Increase from $200 to $250 per year. Fitness clothing allowable expense of clothing allowance. City to provide initial set of fitness clothing - cost not to exceed $50 per set. Sick Leave Bank /Disability Insurance for LEOFF II: Deferred to labor /management setting for further resolution and consideration. Miscellaneous Contract Language Changes: Article III, Union Security Clause. Article XII, Supplemental Pay /Aid Car Duty. Article X, Wages (defines step placement). Article XV, Shift Changes. Article XXI, Hours of Work. RECOMMENDADTION: It is recommended that the Council adopt the attached salary ordinance implementing the base pay plan for Port Angeles Firefighters Local 656 effective January 1, 1985.
