Z / f I f AN ORDINANCE of the City of Port Angeles establishing a Recreational Activities Fund and an Aerial Mapping Trust Fund for the administration of municipal funds. WHEREAS, the City of Port Angeles will receive and disburse funds through its Recreational Division for participation in sponsored events; and WHEREAS, the City will be receiving money for the sale of aerial maps and is desirous of setting funds in trust for maintenance of said maps; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES as follows: Section 1. There is hereby established in the City Treasury a fund for the fiscal administration of monies re- ceived for participation in recreational activities. Said fund shall be entitled "Recreational Activities Fund ". Section 2. There is hereby established in the City Treasury a fund for the fiscal administration and accounting for monies held in trust for maintenance and updates of aerial maps. Said fund shall be entitled "The Aerial Map Fund ". Section 3. The Director of Administrative Services is charged with the administration and the funds created in Section 1 and 2 above. Section 4. Svcs. RE: Adoption of Ordinance Establishing New Funds ISSUE: Shall the City Council adopt an ordinance establishing a Recreational Activities Fund and an Aerial Mapping Fund? BACKGROUND & ANALYSIS: The City of Port Angeles is currently acting in an agent capacity through its Recreation Division in the Parks Depart- ment for receiving and disbursing funds associated with recreational programs. Activities under the program include such things as slow pitch softball, and City League basketball. The City has agreed to collect fees from teams and disburse money for such items as officials, supplies, etc. Because of the growing nature of the program, we have determined that control over the funds would be enhanced by transfering fiscal responsibilities to the City's Finance Department and allow for accounting of said funds to be included in the City's central account- ing system. Last year the City approved an aerial mapping program which will require ongoing maintenance and updating. As part of the program it was agreed that monies generated from the sale of maps would be dedicated to the purpose of maintaining and updating the records. In order to isolate and adequately accumulate funds for this purpose, we have decided to establish a separate trust fund to deposit the proceeds of the sale of maps. State law requires that any new funds established by the City be done so by ordinance. RECOMMENDATION: We recommend the Council adopt the attached ordinance establishing the Recreational Activities Fund and the Aerial Mapping Fund. RDW:ch
