HomeMy WebLinkAbout2432ORDINANCE NO. ;439\ AN ORDINANCE of the City of Port Angeles amending the fee for membership in the Port Angeles Senior Citizens Center and amending Ordinance No. 2114. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES as follows: Section 1. Section 2 of Ordinance 2114 is hereby amended to read as follows: The fee for membership in the Port Angeles Senior Citizens Center shall be ((Three- {$3}- Beiiars)) Five ($5) Dollars per year; provided, that any senior citizen who is unable to pay this fee may be granted a membership, through the performance of a community service, in accordance with the rules and regulations of the Port Angeles Senior Citizens Center. Section 2 - Effective Date. This Ordinance shall take effect as provided by law. BACKGROUND /ANALYSIS: A fee of $3.00 per year was established in 1981 for membership in the Port Angeles Senior Center. Membership in the Center provides: McDonalds coupons, pen and pencil, hug card, yearly calendar and significant discounts on programs and trips. A nominal increase is necessary in an attempt to offset the cost of providing services at the Center, and also to lessen the impact caused by the 50% reduction in funding received from Clallam County. At this time it is recommended that County residents continue to be assessed the same fees as city residents. Staff is concerned that an implementation of higher fees for county users may cause significant declines in Center membership and in program attendance. The Parks & Recreation Department is continually monitoring the use of all park facilities by county residents to collect data so that the Department may better understand the ratio of county users to city users. The Senior Board has approved the increase, and the membership is in support of it also. It is Staff's feeling that the increase need not be more than the proposed $2.00 at this time. It should be pointed out that the Senior Center inadvertently began collecting 1987 dues at the proposed $5.00 before realizing that an amendment to the Ordinance establishing fees needed to go before Council. RECOMMENDATION: The Parks & Recreation Department recommends that the City Council amend Ordinance No. 2114 in order to increase Senior Center membership fees from $3.00 annually to $5.00 annually.
