HomeMy WebLinkAbout2460ORDINANCE NO. c2,-MD AN ORDINANCE of the City of Port Angeles establishing a Civic Pride Fund, Sewer Improvement Fund, and D.A.R.E. Fund, for the administration of municipal funds. WHEREAS, from time to time the City Council in Port Angeles will receive funds through private donations for the purposes of enhancing civic pride; and WHEREAS, the City of Port Angeles will begin construction of a secondary sewage treatment facility; and WHEREAS, the City Council will, from time to time, receive money from private sources for support of the Drug and Alcohol Resistance Education Program; NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PORT ANGELES AS FOLLOWS: Section 1. There is hereby established in the City Treasury a fund for the fiscal administration of moneys received through donations for civic pride. The use of said money shall be limited to programs or purposes as shall be established or authorized by the City Council and /or as may be specified by the donor. Said Fund shall be entitled Civic Pride Fund. Section 2. There is hereby established in the City Treasury a fund for the fiscal administration and accounting for moneys accumulated and used for the construction of a secondary sewage treatment facility. Said Fund shall be entitled Sewer Improve- ment Fund. Section 3. There is hereby established in the City Treasury a fund for the fiscal administration and accounting for moneys received in support of the City's Drug and Alcohol Resistance Education Program. Said Fund shall be entitled D.A.R.E. Fund. -1- Section 4. The Director of Administrative Services is charged with the administration of the Funds created in Sections 1, 2 and 3 above. Section 5. This Ordinance shall take effect five (5) days after date of publication. BACKGROUND: State law requires that all new funds of the City be established by ordinance. At a recent Council meeting it was determined that the City should establish a "Civic Pride" fund to allow for general or directed contributions from the public which could be used for purposes outside the normal functions of the City. The attached ordinance creates such a fund and leaves the direction of expenditures to the donor or to the Council in the case of a general donation. At the same time, we are creating a Sewer Improvement Fund to be used for accumulating monies and paying expenses associated with Secondary Treatment and a D.A.R.E. fund for contributions received for the DARE program. RECOMMENDATION: We recommend that Council adopt the attached ordinance establishing the three new funds of the City. R <Dufie- Wolfe, Director RDW:ch Attachment
