PASSED by the City Council of the City of Port Angeles at a regular meeting of said Council held on the 15th day of December, 1987. ATTEST: , t 't4 .IA. Sherri L. Anderson, City Clerk APPROV,FsD AS TO FORM: Craig D. K ut PUBLISHED: -3- M A Y O R MEMORANDUM December 10, 1987 TO: Manager Flodstrom, Mayor Whidden and Council Members FROM: Administrative Services Department RE: Ordinances Adopting Revised 1987 -88 Budget and Amending 1987 Salary Ordinance ISSUE: Should the Council adopt the attached ordinances adopting the revi- sions approved through the budget hearing process and amending the 1987 salary ordinances to allow equal bi- weekly salary payments? BACKGROUND /ANALYSIS: On December 2nd, 3rd, and 8th, the Council held meetings to discuss a supplemental budget for the 1987 -88 biennium. During those hear- ings several changes were made to the preliminary budget. Those changes are reflected in the attached ordinance. The ordinance also reflects a Human Services funding level of $115,308. If the Council decides on a different funding level, an alternate ordinance will be available at the meeting. During the presentations, we discussed that the City, after initial request by one of the bargaining units, has reached a mutual agree- ment to discontinue the practice of paying employee salaries up to year -end on December 31st. Instead, salaries will be paid every two weeks without regard to calendar year. In order to complete this process, the salary ordinances need to be amended. Since this has an impact on the 1987 budget, we are bringing it to you in this combined fashion. RECOMMENDATION: We recommend that the Council, by separate action, adopt the attached ordinances amending the 1987 -88 budget and 1987 salary ordinances. /% Duahe'Wolfe Administrative Services Director RDW:ch Attachments
