HomeMy WebLinkAbout2558ORDINANCE NO. 2558 AN ORDINANCE of the City of Port Angeles, Washington, approving and confirming the assessments and the assessment roll in Local Improvement District No. 212 for the construction of certain improve- ments within the City and levying and assessing the amounts thereof against certain property as shown on said assessment roll. WHEREAS, notice of the time and place of hearing on the assessment roll for Local Improvement District No. 212 was duly and regularly given to all property owners within said district y publication thereof and by mailing to all property owners hose names appeared on said assessment roll, in the manner rovided by law; and WHEREAS, at the time and place fixed for said hearing, the Council met and duly considered said assessment roll and the arious protests filed against said roll, and after consideration thereof, determined to order the roll confirmed as presented; and WHEREAS, the fairest and most equitable method of allocating costs according to special benefits for this LID is the per lot rather than the zone and termini method of assessment; NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF PORT ANGELES, WASHINGTON, as follows: Section 1. The assessments and assessment roll of Local Improvement District No. 212 for the construction and installation of the improvements described in Ordinance No. 2506 of the City, as presented to the Council at the hearing thereof, in the total amount of $50,691.62, are hereby approved and confirmed, as set forth in the attached Exhibits "A ", "B ", and • • "L." Section 2. Each of the lots, tracts, parcels of land, and other property shown upon said roll is hereby declared to be -1- specially benefitted by said improvements in at least the amount charged against the same, in accordance with the per lot method of assessment. There is hereby levied and assessed against such lot, tract, parcel of land, and other property appearing upon said roll the amount finally charged against the same thereon. Said amount or any portion thereof may be paid at any time within thirty (30) days from the date of the first publication of the city Treasurer's notice that the assessment roll has been placed in his hands for collection, without penalty, interest, or costs, and thereafter the sum remaining unpaid, if any, may be paid in ten (10) equal annual installments with interest on the whole unpaid sum at the rate not to exceed 8.5 percent per annum. Commencing with the first year after the date thirty (30) days after the first publication of said notice, and each year thereafter, one of said installments, together with the interest due thereon, shall be collected as provided by law and the ordinances of the City of Port Angeles, Washington. Section 3. This Ordinance shall take effect five (5) days after date of publication. BACKGROUND /ANALYSIS The City of Port Angeles negotiated a three -year labor agreement with the American Federation of State, County, and Municipal Employees (AFSCME) Local #1619 covering the period of January 1, 1988 through December 31, 1990. The third year of the agreement (1990) provides for a salary increase of 1% effective January 1, 1990, through December 31, 1990. The financial impact of this increase represents approximately $20,600, including wages and mandatory benefits of Social Security and Retirement. This increase affects the majority of unionized employees in City Hall, the Divisions of Street, Water /Sewer, and Solid Waste, as well as the Department of Parks & Recreation. RECOMMENDATION It is recommended that the City Council adopt the attached salary Ordinance effective January 1, 1990, to provide for salaries for employees represented by AFSCME Local #1619, covering January 1, 1990 through December 31, 1990.
